The Development of Community Network, to Improve the Quality of Small Primary Schools Affiliated with the Office of the Basic Education

Abstract

The purpose of this study is to 1) investigate the elements of the collaborative community network to improve the quality of small primary schools under the Office of the Basic Education Commission. 2) to investigate the current conditions and need to improve the collaborative community network to enhance the quality of small primary schools under the Office of the Basic Education Commission. 3) to improve the pattern of a collaborative community network to develop the quality of small primary schools under the Office of the Basic Education Commission. 4) to investigate the result of applying the pattern of a collaborative community network to develop the quality of small primary schools under the Office of the Basic Education Commission via Focus Group Discussion to scrutinize the components, indicators, the collaborative community network to develop the quality of small primary schools under Office of the Basic Education Commission by eminent persons and the evaluation questionnaire to assess the operation and management of collaborative community network. The statistics used for data analysis are the Consistency index value (IOC) and Needs Assessment through techniques for sequencing data by dual response format, along with analyzing the Consistency index value by Priority Needs Index: PNI modified.

The results of the study are concluded as follows.

1. The elements of the collaborative community network to improve the quality of small primary schools under the Office of the Basic Education Commission are comprised of four components which are 1) Leader, 2) Common goal, 3) Collaboration, and 4) Empowerment. Regarding the result of investigating conversations by eminent persons, it finds out that the elements of the collaborative community network have averagely the peak level of appropriation and relation in every element and indicator.

2. Regarding an overview of the result of investigating the current conditions, the procedures refer to be at a high level. When considering by elements, it finds out the overall of current contents has the high level of operations. When considering by components, it indicates that the mean of Leader is the lowest while the mean of Empowerment is the lowest. Besides, the overview of desirable conditions has a high level. When considering by items, it points out that the mean of Common goal is highest while the mean of Empowerment is the lowest, and the need of the pattern of a collaborative community network to improve the quality of small primary schools under the Office of the Basic Education Commission. Additionally, the value of Collaborate is highest which refers that the interior rate of transform improving from the current conditions to desirable ones are Common goal, Leader respectively.

3. The pattern of the collaborative community network to improve the quality of small primary schools under the Office of the Basic Education Commission is classified into four processes which are 1) prepare and seek for colleagues to develop 2) cooperate, 3) review the result of the project, and 4) assess and conclude processes. According to the result of assessing the pattern by five eminent persons, it indicates that advantages, possibilities, and appropriateness is at a high level.

4. The result of adapting the pattern of the collaborative community network to improve the quality of small primary schools under the Office of the Basic Education Commission reflects that every aspect of the pattern of the collaborative community network to improve the quality of small primary schools under Office of the Basic Education Commission is at a high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบของเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นเพื่อการพัฒนาเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็กสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 3) พัฒนารูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็กสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และ 4) ศึกษาผลการใช้รูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็กสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยใช้การสนทนากลุ่ม (Focus Group Discussion) เพื่อตรวจสอบองค์ประกอบ ตัวชี้วัด เครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานโดยผู้ทรงคุณวุฒิ และแบบสอบถามระดับการปฏิบัติการจัดการเครือข่ายชุมชนความร่วมมือและการจัดการเครือข่ายชุมชนความร่วมมือที่พึงประสงค์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าดัชนีค่าสอดคล้อง (IOC) และการประเมินความต้องการจำเป็น (Needs Assessment) โดยใช้เทคนิคการจัดลำดับสำหรับข้อมูลแบบการตอบสนองคู่ (Dual-Response Format) ด้วยการวิเคราะห์ดัชนีลำดับความสำคัญของความต้องการจำเป็น (Priority Needs Index : PNI modified)

ผลการวิจัยสรุปได้ดังนี้

1. องค์ประกอบของเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถม ศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ประกอบด้วย 4 องค์ประกอบ คือ 1) ผู้นำเครือข่าย (Leader) 2) การมีเป้าหมายร่วมกัน (Common goal) 3) การปฏิบัติกิจกรรมร่วมกัน (Collaborate) และ 4) การเสริมสร้างพลังอำนาจ (Empowerment) ผลการตรวจสอบสนทนากลุ่มโดยผู้ทรงคุณวุฒิ พบว่า องค์ประกอบของเครือข่ายชุมชนความร่วมมือมีความเหมาะสมและสอดคล้องในทุกองค์ประกอบและตัวชี้วัด โดยรวมเฉลี่ยอยู่ในระดับมากที่สุด

2. ผลการศึกษาสภาพปัจจุบันโดยรวมมีการปฏิบัติอยู่ในระดับมาก เมื่อพิจารณารายองค์ประกอบ พบว่า สภาพปัจจุบันโดยรวมมีการปฏิบัติอยู่ในระดับมาก เมื่อพิจารณารายด้านพบว่า ด้านผู้นำเครือข่าย (Leader) มีค่าเฉลี่ยสูงสุด ในขณะที่ด้านการเสริมสร้างพลังอำนาจ (Empowerment) มีค่าเฉลี่ยต่ำสุด ส่วนสภาพที่พึงประสงค์โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายข้อพบว่า ด้านการมีเป้าหมายร่วมกัน (Common goal) มีค่าเฉลี่ยสูงสุด ในขณะที่ด้านการเสริมสร้างพลังอำนาจ (Empowerment) มีค่าเฉลี่ยต่ำสุด และความต้องการจำเป็นของรูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ด้านการปฏิบัติกิจกรรมร่วมกัน (Collaborate) มีค่าสูงสุด ซึ่งแปลความหมายได้ว่า อัตราการเปลี่ยนแปลงในเชิงพัฒนาการจากสภาพปัจจุบันไปยังสภาพที่พึงประสงค์ รองลงมา ได้แก่ ด้านการเสริมสร้างพลังอำนาจ (Empowerment) ด้านการมีเป้าหมายร่วมกัน (Common goal) และด้านผู้นำเครือข่าย (Leader) โดยมีอัตราการเปลี่ยนแปลงในเชิงพัฒนาการจากสภาพปัจจุบันไปยังสภาพที่พึงประสงค์ตามลำดับ

3. รูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มี 4 กระบวนการ คือ 1) เตรียมการและแสวง หาผู้ร่วมพัฒนา 2) ร่วมดำเนินงาน 3) การทบทวนผลการดำเนินงาน และ 4) การประเมินและสรุปผลการดำเนินงาน ผลการประเมินรูปแบบโดยผู้ทรงคุณวุฒิ จำนวน 5 คน พบว่า ด้านอรรถประโยชน์ ด้านความเป็นไปได้ และด้านความเหมาะสม อยู่ในระดับมากที่สุด

4. ผลการนำรูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็กสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ไปใช้ปรากฏ ดังนี้ พบว่า รูปแบบเครือข่ายชุมชนความร่วมมือ เพื่อพัฒนาคุณภาพโรงเรียนประถมศึกษาขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน อยู่ในระดับมากที่สุดทุกด้าน
