Developing the Student Council’s Activities Administration Guidelines for Schools Under the Office of Sakon Nakhon Primary Educational Service Area 3

Abstract

The purposes of this research article were to 1) study the current state, the desirable state, and priority needs index of the student council’s activities administration of schools under the Office of Sakon Nakhon Primary Educational Service Area 3, and 2) Develop the student council’s activities administration for schools under the Office of Sakon Nakhon Primary Educational Service Area 3. This research sample group consisted of administrators and the teachers responsible for the student council’s activities in schools under the Office of Sakon Nakhon Primary Educational Service Area 3 in the academic year 2020 from 95 schools 190 persons. Set the sample size according to the table of Krejcie and Morgan and used stratified random sampling method to selected samples. The research instruments were a current state questionnaire (the power of discrimination during 0.312-0.748 and the reliability 0.870), and a desirable state questionnaire (the power of discrimination during 0.368-0.797 and the reliability 0.827), semi-structured interview form, and the guideline suitability and possibility assessment form. The statistics used in the research were percentage, mean, standard deviation and priority needs index. Research result was found that;

1. The current state and the desirable state of the student council’s activities administration of schools under the Office of Sakon Nakhon Primary Educational Service Area 3 were found that; the current state overall and all aspects were at moderate levels and the desirable state overall and al aspects were at high levels, and the priority needs index of the student council’s activities administration of schools under the Office of Sakon Nakhon Primary Educational Service Area 3 sorting PNI were as follow; 1) Volunteering/public awareness activities, 2) Meeting skills development activities, 3) Networking activities, 4) Suggestion activities, and 5) Leadership development activities.

2. Guidelines of student council’s activities administration guidelines for schools under the Office of Sakon Nakhon Primary Educational Service Area 3 consisted of 5 elements, 39 guidelines were as follow; 1) Leadership development activities 6 guidelines, 2)Networking activities 5 guidelines, 3) Meeting skills development activities 11 guidelines, 4) Volunteering/public awareness activities 9 guidelines, and 5) Suggestion activities 8 guidelines. The result of guidelines assessment by 5 luminaries were found that; the suitability and possibility assessed both overall were at high levels.

การวิจัยครั้งมีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการบริหารกิจกรรมสภานักเรียนของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 และ 2) พัฒนาแนวทางการบริหารกิจกรรมสภานักเรียนสำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ประชากรในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครูผู้รับผิดชอบการจัดกิจกรรมสภานักเรียนของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ปีการศึกษา 2563 จำนวน 182 โรงเรียน จำนวนรวม 364 คน กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษา และครูผู้รับผิดชอบการจัดกิจกรรมสภานักเรียนของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ปีการศึกษา 2563 จำนวน 95 โรงเรียน จำนวนรวม 190 คน กำหนดขนาดของกลุ่มตัวอย่างตามตารางเครจซี่และมอร์แกน และใช้วิธีการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เพื่อให้ได้มาซึ่งกลุ่มตัวอย่าง เครื่องมือที่ใช้ ได้แก่ แบบสอบถามสภาพปัจจุบัน (ค่าอำนาจจำแนกรายข้อ ตั้งแต่ 0.312-0.748 และค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.870) และสภาพที่พึงประสงค์ (ค่าอำนาจจำแนกรายข้อ ตั้งแต่ 0.368-0.797 และค่าความเชื่อมั่นทั้งฉบับ เท่ากับ 0.827) แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิจัย ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็นผลการวิจัย พบว่า

1. สภาพปัจจุบันและสภาพที่พึงประสงค์ ของการบริหารกิจกรรมสภานักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 พบว่า มีสภาพปัจจุบันโดยรวมและรายด้านทุกด้าน อยู่ในระดับปานกลาง และสภาพที่พึงประสงค์โดยรวมและรายด้านทุกด้าน อยู่ในระดับมาก และผลการวิเคราะห์ความต้องการจำเป็นในการพัฒนาการบริหารกิจกรรมสภานักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 สามารถเรียงลำดับ ความต้องการจำเป็น ได้ดังนี้ 1) กิจกรรมการสร้างจิตอาสา/สำนึกสาธารณะ 2) กิจกรรมพัฒนาทักษะการประชุม 3) กิจกรรมการสร้างเครือข่าย 4) กิจกรรมเสนอแนะ และ 5) กิจกรรมพัฒนาทักษะผู้นำ

2. แนวทางการบริหารกิจกรรมสภานักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ประกอบด้วย 5 ด้าน 39 แนวทาง คือ 1) กิจกรรมพัฒนาทักษะผู้นำ 6 แนวทาง 2) กิจกรรมการสร้างเครือข่าย 5 แนวทาง 3) กิจกรรมพัฒนาทักษะการประชุม 11 แนวทาง 4) กิจกรรมการสร้างจิตอาสา/สำนึกสาธารณะ 9 แนวทาง และ 5) กิจกรรมเสนอแนะ 8 แนวทาง โดยมีผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง อยู่ในระดับมาก
