Development of Teacher Competency Enhancing Program on Learning Management in Active Learning for Educational Institutions under The Secondary Educational Service Area Office Sakon Nakhon

Abstract

The purposes of this research were to 1) study the current state and desirable state of learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon, 2) develop teacher competency enhancing program on learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon. The sample used in this research was a group of 327 people consisting of 80 school administrators and 247 teachers. The sample size was determined by Stratified Random Sampling Approach. The instrument used in the data collection were 1) questionnaire about the current state, desirable state and guidelines of learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon, 2) structured interview for school administrators and teachers from best practice schools. The statistics used to analyze data were percentage, mean, standard deviation.

Findings were as follows:

1. The current state and desirable state of learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon in overall was rated at a low level and a high level respectively.

2. The development of teacher competency enhancing program on learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon consisted of 5 components as 1. principles, 2. objectives, 3. 4 stages of models and development methods including preparing, development, integration during work and evaluation after the development, 4. the content and syllabus which is the development of teacher competency enhancing program on learning management in active learning for educational institutions under The Secondary Educational Service Area Office Sakon Nakhon consisted of 6 units as 1) warm up, 2) the study and analysis, 3) training/practice/trying out, 4) conclusion and presentation of learning result, 5) learning improvement/apply, 6) evaluation : the methods of development of teacher competency enhancing used in this program were Workshop, Self Learning, Coaching, Supervising, and Mentoring, and 5. assessment and evaluation of the program.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ ของการจัดการเรียนรู้แบบ Active Learning สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร 2) เพื่อพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครู แบบ Active Learning สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร กลุ่มตัวอย่าง จำนวน 327 คน ได้แก่ ผู้บริหารสถานศึกษา จำนวน 80 คน และครูผู้สอน จำนวน 247 คน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ 1) แบบสอบถามเกี่ยวกับสภาพปัจจุบัน และสภาพที่พึงประสงค์และแนวทางโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้แบบ Active Learning ของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร 2) แบบสัมภาษณ์แบบมีโครงสร้าง สำหรับสัมภาษณ์ผู้บริหารและครูโรงเรียนกลุ่มที่เป็น (Best Practice) สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน และสภาพที่พึงประสงค์ ของการจัดการเรียนรู้แบบ Active Learning สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร โดยรวมอยู่ในระดับน้อย และระดับมาก ตามลำดับ

2. การพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้ของครู แบบ Active Learning สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร พบว่า มี 5 องค์ประกอบ ได้แก่ 1. หลักการ 2. วัตถุประสงค์ 3. รูปแบบและวิธีการพัฒนามี 4 ขั้นตอน คือขั้นที่ 1 เตรียมการ ขั้นที่ 2 พัฒนา ขั้นที่ 3 บูรณาการระหว่างปฏิบัติงาน ขั้นที่ 4 ประเมินผลหลังการพัฒนาและ 4. เนื้อหาและสาระสำคัญเป็นการพัฒนาสมรรถนะการจัดการเรียนรู้ของของครู แบบ Active Learning สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสกลนคร ประกอบด้วย 6 หน่วยการเรียนรู้ คือ 1) ขั้นนำเข้าสู่บทเรียน 2) ขั้นศึกษาและวิเคราะห์ 3) ขั้นฝึกหัด/ปฏิบัติ/ทดลอง 4) ขั้นสรุป/เสนอผลการเรียนรู้ 5) ขั้นปรับปรุงการเรียนรู้/นำไปใช้ 6) ขั้นประเมินผล ซึ่งวิธีการพัฒนาสมรรถนะที่นำมาใช้ในการดำเนินการพัฒนาโปรแกรมได้แก่การประชุมปฏิบัติการ (Workshop) การเรียนรู้ด้วยตนเอง (Self Learning) การสอนงาน (Coaching) การนิเทศ (Supervising) และกระบวนการพี่เลี้ยง (Mentoring) และ 5.การวัดและประเมินผลโปรแกรม
