Developing the 21st Century Learning Administration Management Guidelines for Schools Under the Secondary Educational Service Area Office 20

Abstract

The objectives of this research article were to 1) study the current state, the desirable state, and priority needs index of the 21st Century learning administration management of schools under the Secondary Educational Service Area Office 20, and 2) Develop the 21st Century learning administration management guidelines for schools under the Secondary Educational Service Area Office 20. This research study from the sample group were administrators and teachers under the Secondary Educational Service Area Office 20 the academic year 2020 by using the stratified random sampling. Key informants were 3 administrators of 3 pilot schools and 5 luminaries. The research instruments were a questionnaire, interview form, and guideline assessment form. Statistics for analyzed data were percentage, mean, standard deviation, and PNImodified. The research result was found that;

1. The 21st Century learning administration management of schools under the Secondary Educational Service Area Office 20 has the current state overall was at a moderate level, the desirable state overall was at a high level, and the priority needs index during 0.229-0.501.

2. Guidelines of the 21st Century learning administration management for schools under the Secondary Educational Service Area Office 20 consisted of 4 elements, 24 KPI, 66 guidelines, the result of guidelines assessed by 5 luminaries were found that the suitability and possibility assessed both overall were at high levels.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารจัดการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 20 และ 2) พัฒนาแนวทางพัฒนาการบริหารจัดการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษาสังกัดสำนักงาน เขตพื้นที่การศึกษามัธยมศึกษา เขต 20 กลุ่มตัวอย่างที่ใช้ในการศึกษา คือ ผู้บริหารและครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 20 ปีการศึกษา 2563 ซึ่งได้มาโดยวิธีการสุ่มแบบแบ่งชั้น กลุ่มผู้ให้ข้อมูลในการวิจัย คือ ผู้บริหารโรงเรียนต้นแบบ จำนวน 3 คน และผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็นปรับปรุง ผลการวิจัยปรากฏดังนี้

1. การบริหารจัดการเรียนรู้ในศตวรรษที่ 21 ของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 20 มีสภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง มีสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก และมีความต้องการจำเป็นระหว่าง 0.229 - 0.501

2. แนวทางพัฒนาการบริหารจัดการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 20 ประกอบด้วย 4 องค์ประกอบ 24 ตัวชี้วัด 66 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง โดยผู้ทรงคุณวุฒิ 5 คน พบว่า แนวทางมีความเหมาะสมและมีความเป็นไปได้ โดยรวมอยู่ในระดับมาก
