The Development of the Guidelines in Internal Supervision for Private Vocational Education Institution under Khon Kaen Provincial Education Office

Abstract

The purposes of this research were to study the current state, desirable conditions, need of well-being private vocational institute under Khon Kaen vocational province. This research was divided into 2 phases: phases 1: study the current state, desirable conditions and need for Internal Supervision of the vocational for private vocational under Khon Kaen Vocational Education Office. The samples consisted of 245 school administrators and teachers. The research instrument was the questionnaire with an Index of Item Objective Congruence between 0.80 - 1.00, discrimination between 0.74-0.84 and a Reliability between 0.93-0.96. The statistics used for analyzing data were frequency, percentage, mean, standard deviation and priority need index. And phases 2: development of guidelines for the Internal Supervision of the vocational for private vocational institute. Focus group discussion included 9 professionals as informants. The research instrument was the evaluation form. The statistics used for analyzing data were mean and standard deviation.

The results are as followed:

1. The current state for the implementation of the Internal Supervision of the vocational for private vocational institute were at a high level. Considering each side, it was found that most of them were in the middle level. Desirable conditions for the implementation of the Internal Supervision of the vocational for private vocational institute were at the highest level. Considering each side, it was found that most of them were in the highest level. Result of the needs were in prevention and problem solving have the most needs. Next is the promoting student development and student forwarding respectively.

2. The results of Development of guidelines for the Internal Supervision of the vocational for private vocational institute under khon kaen vocational province were divided into 5 categories; 1) the principle 2) the purpose 3) the mechanism 3) the guidelines for the implementation of the vocational student care system were divided into 4 factors; 4.1) was publicize and expand continuously and sustainably within the school 4.2) was planning and development of school internal supervision 4.3) was internal supervision practice in schools 4.4) was monitoring and evaluation of school internal supervision. The results of possibility, suitability of developing guidelines was at highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อเพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ และพัฒนาแนวทางการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น การวิจัยนี้ดำเนินการวิจัยออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครู จำนวน 245 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ที่มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.80 - 1.00 มีค่าอำนาจจำแนก อยู่ระหว่าง 0.74-0.84 และมีค่าความเชื่อมั่น อยู่ระหว่าง 0.93-0.96 ระยะที่ 2 การพัฒนาแนวทางดำเนินงานตามระบบดูแลช่วยเหลือผู้เรียนอาชีวศึกษาของอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 9 คน ด้วยวิธีการสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการปฏิบัติการนิเทศภายใน รองลงมาคือ ด้านการติดตามและประเมินผลการนิเทศ และด้านการวางแผนและกำหนดทางเลือก ตามลำดับ ส่วนสภาพที่ประสงค์ของการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับมากที่สุด โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการติดตามและประเมินผลการนิเทศ รองลงมาคือ ด้านการวางแผนและกำหนดทางเลือก และด้านการปฏิบัติการนิเทศภายในสถาบัน

2. การพัฒนาแนวทางการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น ประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการและเหตุผล 2) ความมุ่งหมาย 3) กลไก 4) แนวทางการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น แบ่งออกเป็น 4 ด้าน คือ 4.1) ด้านการศึกษาสภาพปัจจุบัน ปัญหา และความต้องการจำเป็น 4.2) ด้านการวางแผนและกำหนดทางเลือก 4.3) ด้านการปฏิบัติการนิเทศภายในสถาบัน 4.4) ด้านการติดตามและประเมินผลการนิเทศ 5) เงื่อนไขความสำเร็จ โดยผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการนิเทศภายในของสถาบันอาชีวศึกษาเอกชน สถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และความเป็นไปได้อยู่ในระดับมากที่สุด
