The Development of Information Systems for Academic Administration in School Under Roi Et Primary Educational Service Area Office 2

Abstract

The objectives of this study were to examine the recent state, desired state and to develop the information systems for academic administration in school under Roi Et Primary Educational Service Area Office 2. The study was separated into 2 phases included the first phase investigate the recent state and desired state. The sample was the school under Roi Et Primary Educational Service Area Office 2. The informants were 282 principals and teachers in school under Roi Et Primary Educational Service Area Office 2 were chosen by stratified random sampling. The second phase was the development of information systems for academic administration in school under Roi Et Primary Educational Service Area Office 2. The sample was the school under Roi-Et Primary Educational Service Area Office 2. The participants and informants were 1 author, 1 teacher who took charge of academic work, 1 teacher who was responsible for school information systems, 1 principal and 1 officer who took charge of information systems for Service Area Office. The informants were 1 educational supervisor, 3 voluntary teachers by using 5 steps of systems development life cycle consisted of feasibility study, analysis, design, implementation, maintenance and verification. The results revealed that 1. The recent state on the development of information systems for academic administration in school under Roi Et Primary Educational Service Area Office 2 was in the less level (=2.20, S.D.=0.68) and the desired state was generally in the highest level (=4.67, S.D.=0.48). 2. The development of information systems for academic administration in school under Roi Et Primary Educational Service Area Office 2 initiated with using computers for data collecting, creating the information systems by Google Site Program for responding the performer needs with using the 5 steps of information systems development. Then the result of the first cycle was summarized which suggested that it should be improved unanimously. The resolution started with system utilization, screen display system, data accessibility determination because some users still could not use the information systems fluently, so they had to be trained. The development of second cycle was using strategies, supervision, monitoring and following up by observation, interview, and questionnaire to resolve information systems utilization including maintaining and verifying system for the author. The participants verified the systems related to the accuracy, effectiveness and utilization through supervision, monitoring, and manual consideration which result in the data processing, screen display usage of information systems and other parts utilization in the systems were efficient and effective. The according statement leaded to the participants were educated and also had skills in using the information systems for data collection and utilization as the objectives of systems development. The results of this development affected the information systems for academic administration in school under Roi Et Primary Educational Service Area Office 2 was accurate, effective, up to date and accessible quickly and comfortably.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และ เพื่อพัฒนาระบบสารสนเทศเพื่อการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่ การศึกษาประถม ศึกษาร้อยเอ็ด เขต 2 โดยการวิจัยแบ่งออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษา สภาพปัจจุบัน และสภาพที่พึงประสงค์ กลุ่มตัวอย่าง ได้แก่ สถานศึกษาในสังกัดสำนักงานเขตพื้นที่ การศึกษาประถม ศึกษาร้อยเอ็ด เขต 2 ผู้ให้ข้อมูล คือ ผู้บริหารสถานศึกษาและครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 จำนวน 282 คน โดยการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) ระยะที่ 2 การพัฒนาระบบสารสนเทศเพื่อการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 กลุ่มตัวอย่าง ได้แก่ สถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยมีกลุ่มผู้ร่วมวิจัยและกลุ่มผู้ให้ข้อมูล คือ ผู้วิจัยจำนวน 1 คน ครูผู้รับผิดชอบงานวิชาการจำนวน 1 น ครูผู้รับผิดชอบระบบสารสนเทศโรงเรียนจำนวน 1 คน ผู้อำนวยการโรงเรียนจำนวน 1 คน และเจ้าหน้าที่ดูแลระบสารสนเทศสำนักงานเขตพื้นที่จำนวน 1 คน กลุ่มผู้ให้ข้อมูล คือ ศึกษานิเทศก์จำนวน 1 คน ครูอาสาสมัคร จำนวน 3 คน โดยใช้กระบวนการพัฒนาระบบ (Systems Development Life Cycle) 5 ขั้นตอน ประกอบด้วย การศึกษาระบบ การวิเคราะห์ระบบ การออกแบบระบบ การนำระบบไปใช้ ผลการวิจัยปรากฏ ดังนี้ 1. สภาพปัจจุบันของการพัฒนาระบบสารสนเทศเพื่อการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 อยู่ในระดับน้อย (X=2.20, S.D.=0.68) และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด (X=4.67, S.D.=0.48) 2. การพัฒนาระบบสารสนเทศเพื่อการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยนำคอมพิวเตอร์มาช่วยในการจัดเก็บข้อมูล สร้างระบบสารสนเทศจากโปรแกรม Google Site เพื่อตอบสนองความต้องการของผู้ปฏิบัติงาน โดยใช้กระบวนการพัฒนาระบบสารสนเทศ 5 ขั้นตอน สรุปผลการดำเนินการวิจัยในวงรอบที่ 1 มีความเห็นตรงกันว่าควรมีการปรับปรุง แก้ไขในเรื่องของการใช้งานระบบ หน้าจอแสดงผลในระบบ และการกำหนดสิทธิ์ในการเข้าถึงข้อมูล เพราะผู้ใช้งานระบบสารสนเทศบางคนยังไม่สามารถที่จะใช้งานระบบสารสนเทศได้คล่องจึงต้องทำความเข้าใจในระบบ การพัฒนาในวงรอบที่ 2 โดยใช้กลยุทธ์ การนิเทศ กำกับ ติดตาม จากการสังเกตสัมภาษณ์และการใช้แบบสอบถาม เพื่อปรับปรุงแก้ไขการใช้ระบบสารสนเทศ การดูแลรักษาตรวจสอบระบบผู้วิจัย ผู้ร่วมวิจัยดำเนินการตรวจสอบความถูกต้อง สมบูรณ์ของระบบและการใช้ระบบโดยการนิเทศ กำกับ ติดตาม และการศึกษาคู่มือการใช้งาน ทำให้การประมวลผลข้อมูล การใช้งานในหน้าจอแสดงผลของระบบสารสนเทศ การเรียกใช้งานในส่วนของงานด้านต่าง ๆ ในระบบเป็นไปอย่างมีประสิทธิภาพและประสิทธิผล ทำให้ผู้ร่วมวิจัยมีความรู้ความเข้าใจ และทักษะการใช้ระบบสารสนเทศในการจัดเก็บข้อมูลได้และนำข้อมูลไปใช้ประโยชน์ตามวัตถุประสงค์ของการพัฒนาระบบ ผลจากการพัฒนาในครั้งนี้ทำให้ระบบสารสนเทศเพื่อการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 มีความถูกต้อง สมบูรณ์ เป็นปัจจุบัน สามารถเรียกใช้งานข้อมูลได้อย่างสะดวกและรวดเร็ว
