Developing Guidelines to Enhance Curriculum and Learning Management Competency of Teachers under the Office of Vocational Education in Khonkaen Province

Abstract

The present study aimed 1) to investigate the current situations, desired situations and needs of enhancing curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province, 2) to develop the guidelines for enhancing curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province. The study was divided into 2 phases. Phase 1 was the study related to the current situations, desired situations and needs of enhancing curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province. The sample of the study was 276 consisted of the head of departments and teachers in schools under the office of vocational Education in Khonkaen province. The instrument used was 5 rating scale of questionnaire. Phase 2 was the development of the guidelines for enhancing curriculum and learning management competency of teachers. The participants were 5 people consisted of school administrators, teachers and supervisors. The instruments used in the study comprised of interview questions, evaluation form of suitability and possibility of the guidelines. The statistics used were percentage, mean and standard deviation.

The results of the study revealed that :

1. The current situations of curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province shown that each element of the guidelines yield that overall and each element rated in more level.

The desired situations of curriculum and learning management competency of teachers when considered each element yield that overall and each element rated in the most level.

Needs of curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province shown that the most needed was learning design, curriculum design and development, learning assessment and evaluation, material implementation, innovation and technology for learning development and students centered learning management respectively.

2. The results of evaluation the guidelines for enhancing curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province shown that overall of the guidelines rated the suitability and possibility in the most level.

Suitability of the guidelines for enhancing curriculum and learning management competency of teachers under the office of vocational Education in Khonkaen province shown that overall rated in the most level, when considered each aspect revealed that all aspects of the possibility was rated in the most level. The aspects which the highest mean were learning design and students centered learning management.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น 2) พัฒนาแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น แบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ หัวหน้าสาขาวิชาและครูผู้สอน สังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น จำนวน 276 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ ระยะที่ 2 การพัฒนาแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ กลุ่มผู้ให้ข้อมูลในการศึกษาแนวทาง ได้แก่ ผู้บริหารสถานศึกษา หัวหน้าสาขาวิชา และครูผู้สอน จำนวน 9 คน กลุ่มผู้ให้ข้อมูลในการประเมินแนวทาง ได้แก่ ผู้บริหารสถานศึกษา ครูผู้สอน และศึกษานิเทศก์ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น เมื่อพิจารณาแต่ละองค์ประกอบ พบว่า โดยรวมและแต่ละองค์ประกอบอยู่ในระดับมาก

สภาพที่พึงประสงค์ของสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ เมื่อพิจารณาแต่ละองค์ประกอบ พบว่า โดยรวมและแต่ละองค์ประกอบอยู่ในระดับมากที่สุด

ความต้องการจำเป็นของสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น เรียงลำดับความต้องการจำเป็นจากมากไปน้อยได้ ดังนี้ ด้านการออกแบบการเรียนรู้ ด้านการสร้างและพัฒนาหลักสูตร ด้านการวัดและประเมินผลการเรียนรู้ ด้านการใช้และพัฒนาสื่อ นวัตกรรม เทคโนโลยี เพื่อการเรียนรู้ และด้านการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ

2. ผลการประเมินแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น พบว่า โดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด

ความเหมาะสมของแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า มีความเหมาะสมอยู่ในระดับมากที่สุดทุกด้าน ด้านที่มีค่าเฉลี่ยมากที่สุด มีเท่ากัน 2 ด้าน คือ ด้านการออกแบบการเรียนรู้ และด้านการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ

ความเป็นไปได้ของแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหาร หลักสูตรและการจัดการเรียนรู้ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดขอนแก่น โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า มีความเหมาะสมอยู่ในระดับมากที่สุดทุกด้าน ด้านที่มีค่าเฉลี่ยมากที่สุด คือ การจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ
