Guidelines for the Development of Participation in Academic Administration of the Center for Educational Quality Development Phibun Mangsahan District under the Office of Ubon Ratchathani Primary Educational Service Area 3

Abstract

This research aims to study the current condition. Desirable condition and need for necessity And develop guidelines for participation in academic administration of the Educational Quality Development Center, Phibun Mangsahan District Under the Office of Ubon Ratchathani Primary Educational Service Area 3, the research was divided into 2 phases. Is phase 1 studying the current condition The desirable condition and the need for participation in the academic administration of the Educational Quality Development Center. Phibun Mangsahan District Under the Office of Ubon Ratchathani Primary Educational Service Area 3, the sample group consisted of 37 administrators, 1 deputy director of education, 228 teachers, 266 people in total. Determine the sample size by comparing the total population with the Krejcie and Morgan ready-made table. And using the sampling technique for phase 2 to develop guidelines for participation in academic administration of the Educational Quality Development Center Phibun Mangsahan District Under the Office of Ubon Ratchathani Primary Educational Service Area 3. It is divided into 4 parts: Part 1, Study of the Educational Quality Development Center that has good practice (Best Practice) regarding participation in academic administration of the Educational Quality Development Center. The group of informants consisted of 2 chairmen of the Educational Quality Development Network Center, and 2 members of the Education Quality Development Network Center. This was obtained by selecting Purposive Sampling from two Best Practice Centers for Quality Education. Part 2 Draft Guidelines for the Development of Participation in Academic Administration of the Educational Quality Development Center. Part 3 Verification of the Development of Participation in Academic Administration of the Center for Educational Quality Development Using a group discussion technique (Focus Group Discussion). The group of informants consisted of 9 highly qualified persons (Purposive Sampling). Part 4 Assessing the feasibility and feasibility of the Guidelines for Participation in Academic Administration of the Educational Quality Development Center The group of informants consisted of 7 experts, selected individually. The tools included a semi-structured interview questionnaire. Group chat recording form Evaluation form for the feasibility and feasibility of the approach. The statistics used in the research were mean, standard deviation, and the PNI required index.

The research results are as follows:

1. Results of analysis of current condition Desirable conditions of participation in academic administration of the Center for Educational Quality Development Phibun Mangsahan District Under the Ubon Ratchathani Primary Educational Service Area Office, District 3, the current condition was at the moderate level (x̅ = 2.56, S.D. = 0.72) and the overall desirable condition was the highest (x̅ = 4.51, S.D. = 0.53). PNI Index Equals 0.76.

2. Guidelines for participation in academic administration of the Center for Educational Quality Development Phibun Mangsahan District Under the Ubon Ratchathani Primary Educational Service Area Office, District 3, it consists of 5 components: 1) Principle 2) Objectives 3) Operational mechanism 4) Operational method has 5 characteristics. 4.1) Participation in thinking and decision making 4.2) Participation in planning 4.3 Participation in investment and operation 4.4) Participation Participation in monitoring and evaluation Outcome 4.5) Contribution of interests and impacts 5) Success conditions The results of assessing the feasibility and feasibility of the guideline showed that the guideline was the most appropriate overall (x̅ = 4.69, S.D. = 0.40) and the probability was at the highest level (x̅ = 4.66, S.D. = 0.47).

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น และพัฒนาแนวทางการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษาอำเภอพิบูลมังสาหาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำป็นการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา อำเภอพิบูลมังสาหาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3กลุ่มตัวอย่าง ได้แก่ ผู้บริหารจำนวน 37 คน รองผู้อำนวยการสถานศึกษา 1 คน ครู จำนวน 228 คน รวม 266 คน กำหนดขนาดกลุ่มตัวอย่างโดยเทียบจำนวนประชากรทั้งหมดกับตารางสำเร็จรูปของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบกลุ่ม ระยะที่ 2 เพื่อพัฒนาแนวทางการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา อำเภอพิบูลมังสาหาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 แบ่งเป็น 4 ตอน คือ ตอนที่ 1 ศึกษาศูนย์พัฒนาคุณภาพการศึกษาที่มีวิธีปฏิบัติที่ดี (Best Practice) ด้านการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา กลุ่มผู้ให้ข้อมูล ได้แก่ ประธานศูนย์เครือข่ายพัฒนาคุณภาพการศึกษา จำนวน 2 คน กรรมการศูนย์เครือข่ายพัฒนาคุณภาพการศึกษา จำนวน 2 คน ซึ่งได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) จากศูนย์พัฒนาคุณภาพการศึกษาที่มีวิธีปฏิบัติที่ดี (Best Practice) 2 ศูนย์ ตอนที่ 2 ร่างแนวทางการพัฒนาการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา ตอนที่ 3 การตรวจสอบยืนยันการพัฒนาแนวทางการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา โดยใช้เทคนิคการสนทนากลุ่ม (Focus Group Discussion) กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 9 คน เลือกแบบเจาะจง (Purposive Sampling) ตอนที่ 4 การประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้เชี่ยวชาญ จำนวน 7 คน เลือกแบบเจาะจง เครื่องมือที่ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง แบบบันทึกการสนทนากลุ่ม แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและดัชนีความต้องการจำเป็น PNI

ผลการวิจัยปรากฏ ดังนี้

1. ผลการวิเคราะห์สภาพปัจจุบัน สภาพพึงประสงค์ของการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา อำเภอพิบูลมังสาหาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 สภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง (x̅ = 2.56, S.D. = 0.72) และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับ มากที่สุด (x̅ = 4.51, S.D. = 0.53) ค่าดัชนี PNI เท่ากับ 0.76

2. แนวการมีส่วนร่วมในการบริหารงานวิชาการของศูนย์พัฒนาคุณภาพการศึกษา อำเภอพิบูลมังสาหาร สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 3 ประกอบด้วย 5 องค์ประกอบ ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) ระบบกลไกดำเนินการ 4) วิธีดำเนินการ มี 5 ลักษณะ 4.1) การมีส่วนร่วมในการคิดและการตัดสินใจ 4.2) การมีส่วนร่วมในการวางแผน 4.3) การมีส่วนร่วมในการลงทุนและดำเนินการ 4.4) การมีส่วนร่วมในการการมีส่วนร่วมในการติดตามและประเมินผล 4.5) การมีส่วนร่วมในผลประโยชน์และผลกระทบ 5) เงื่อนไขความสำเร็จ ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง พบว่า แนวทางมีความเหมาะสมในภาพรวมอยู่ในระดับมากที่สุด (x̅ = 4.69, S.D. = 0.40) และมีความเป็นไปได้อยู่ในระดับมากที่สุด (x̅ = 4.66, S.D. = 0.47)
