Developing Guidelines to Enhance Curriculum and Learning Management Competency of Teachers under the Office of Vocational Education in Nakhon Ratchasima Province

Abstract

The present study aimed 1) to investigate the current situations, desirable situations and needs of enhancing curriculum and learning management competency of teachers under the office of vocational Education in Nakhon Ratchasima province, 2) to develop the guidelines to enhance curriculum and learning management competency of teachers under the office of vocational Education in Nakhon Ratchasima province. The study was divided into 2 phases; phase 1 was the study of the current situations, desirable situations and needs of enhancing curriculum and learning management competency of teachers under the office of vocational Education in Nakhon Ratchasima province. The sample of this phase was 286 consisted of the head of departments and teachers in schools under the office of vocational Education in Nakhon Ratchasima province who were selected by stratified random sampling technique and using table of Krejcie and Morgan. The instrument used was the questionnaire. Phase 2 was the development of the guidelines to enhance curriculum and learning management competency of teachers. There were 9 participants who suggested the guidelines comprised of school administrators, the head of departments and teachers. The participants who evaluated the guidelines were 5 consisted of school administrators, teachers and supervisors. The instruments used were interview questions and the evaluation form. The data were analyzed using percentage, mean and standard deviation.

The results of the study pointed out that

1. The current situations of curriculum and learning management competency of teachers under the office of vocational Education in Nakhon Ratchasima province shown that overall rated in more level. The desirable situations of curriculum and learning management competency of teachers yielded that overall rated in the most level. Needs of curriculum and learning management competency of teachers under the office of vocational Education in Nakhon Ratchasima province could be raged according to the highest mean were shown as follows; learning assessment and evaluation, using and developing learning materials, innovation and technology for learning, design and developing curriculum, students–centered learning management and learning design respectively.

2. The guidelines to enhance curriculum and learning management competency of teachers consisted of 5 elements and 27 guidelines. The appropriateness and the possibility of the guidelines rated in the most level.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดนครราชสีมา 2) พัฒนาแนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดนครราชสีมา แบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดนครราชสีมา กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ หัวหน้าแผนกวิชาและครูผู้สอน สังกัดสำนักงานอาชีวศึกษาจังหวัดนครราชสีมา จำนวน 286 คน โดยใช้การเทียบประชากรทั้งหมดกับตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie and Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling Technique) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาแนวทาง กลุ่มผู้ให้ข้อมูลในการศึกษาแนวทาง ได้แก่ ผู้บริหารสถานศึกษา หัวหน้าแผนกวิชา และครูผู้สอน จำนวน 9 คน กลุ่มผู้ให้ข้อมูลในการประเมินแนวทาง ได้แก่ ผู้บริหารสถานศึกษา ครูผู้สอน และศึกษานิเทศก์ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้ในสถานศึกษาสังกัดสำนักงานอาชีวศึกษาจังหวัดนครราชสีมา โดยรวมอยู่ในระดับมากส่วนสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และความต้องการจำเป็น เรียงลำดับจากมากไปน้อยได้ดังนี้ ลำดับที่1 ด้านการวัดและประเมินผลการเรียนรู้ ลำดับที่ 2 ด้านการใช้และพัฒนาสื่อ นวัตกรรม เทคโนโลยี เพื่อการเรียนรู้ ลำดับที่ 3 ด้านการสร้างและพัฒนาหลักสูตร ลำดับที่4 ด้านการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ ลำดับที่ 5 ด้านการออกแบบการเรียนรู้

2. แนวทางการเสริมสร้างสมรรถนะครูด้านการบริหารหลักสูตรและการจัดการเรียนรู้มี 5 องค์ประกอบ 27 แนวทาง โดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
