The Guidelines for School-Based Management in Schools under Kalasin Primary Educational Service Area Office 2

Abstract

The purpose of this research was to 1) to study current conditions. And desirable conditions of school-based administration of educational institutions under the Kalasin Primary Education Service Area Office 2 2) to study guidelines for school-based administration of educational institutions under the Office of Primary Education Service Areas. Study of Kalasin District 2 The sample group used in this research was 282 people, divided into 30 school administrators and 252 teachers. The stratified random sampling technique was used for questionnaires, interview forms, and evaluation forms. As a tool Statistics used in Data analysis were frequency, average, percentage, standard deviation. Correspondence index And reliability questionnaire.

The research findings were.

1. The current state of the school-based administration of educational institutions under the Kalasin Primary Educational Service Area Office 2, in overall, has a high level of operation in every item (x̅ = 3.84) in order of average score from highest to highest. Few Academic administration using school as a base (x̅ = 4.00) General administration using school as a base (x̅ = 3.89) Personnel management using school as a base (x̅ = 3.73) Budget management using Schools are base (x̅ = 3.72) respectively.

Regarding the desirable conditions, the school-based administration of schools under Kalasin Primary Education Service Area Office 2 was in the highest level of all items (x̅ = 4.76). Descending include General administration by using school as a base (x̅ = 4.96) Management of budget using school as a base (x̅ = 4.73) Academic administration using school as a base (x̅ = 4.71) Personnel management by Use the school as the base (x̅ = 4.65) respectively.

2. The school management approach based on the schools under the Kalasin Primary Education Service Area Office 2 consists of 4 main components and 20 sub-components as follows. The main components are academic administration using school as a base. Personnel management using school-based Budget management by using schools as the base And general administration by using the school as a base Each of the 5 main components consists of 1) Decentralization 2) Participation 3) Returning power to education for the public 4) Self-management 5) Auditing and transparency Assess the appropriateness and feasibility of the guidelines, with 5 experts in total, at the highest level (x̅ = 4.56) The probability is at a high level (x̅ = 4.20) Considering from the analysis of the content, the most discussed issues in each area In the aspect of academic administration by using schools as the base, such as educational institutions, teaching and learning management is in accordance with the needs of students. In personnel administration by using schools as a base, namely Teachers and educational personnel Self-development through a variety of methods, modern and continuous, which affects the quality of education of students. Regarding budget management by using schools as a base, such as schools, parents, communities, and other stakeholders should be To support the budget or materials and general administration by using the school as the base, such as schools should have a parent meeting. การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน และสภาพพึงประสงค์ของการบริหารงานโดยใช้โรงเรียนเป็นฐานของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 2) เพื่อศึกษาแนวทางการบริหารงานโดยใช้โรงเรียนเป็นฐานของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 กลุ่มตัวอย่างที่ใช้ในงานวิจัยครั้งนี้มีจำนวน 282 คน โดยจำแนกเป็น ผู้บริหารสถานศึกษา จำนวน 30 คน และครู จำนวน 252 คน ใช้วิธีการสุ่มแบบแบ่งชั้นภูมิ ใช้แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน เป็นเครื่องมือ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความสอดคล้อง และค่าความเชื่อมั่นแบบสอบถาม

ผลการวิจัยพบว่า

1 สภาพปัจจุบันการบริหารงานโดยใช้โรงเรียนเป็นฐานของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 โดยรวมมีการปฏิบัติอยู่ในระดับมากทุกข้อ (x̅ = 3.84) เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อยได้แก่ การบริหารงานวิชาการโดยใช้โรงเรียนเป็นฐาน (x̅ = 4.00) การบริหารงานทั่วไปโดยใช้โรงเรียนเป็นฐาน (x̅ = 3.89) บริหารงานบุคคลโดยใช้โรงเรียนเป็นฐาน (x̅ = 3.73) การบริหารงานงบประมาณโดยใช้โรงเรียนเป็นฐานการ (x̅ = 3.72) ตามลำดับ

ส่วนสภาพที่พึงประสงค์การบริหารงานโดยใช้โรงเรียนเป็นฐานของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 โดยรวมมีการปฏิบัติอยู่ในระดับมากที่สุดทุกข้อ (x̅ = 4.76) เรียงลำดับคะแนนเฉลี่ยจากมากไปหาน้อยได้แก่ การบริหารงานทั่วไปโดยใช้โรงเรียนเป็นฐาน (x̅ = 4.96) การบริหารงานงบประมาณโดยใช้โรงเรียนเป็นฐานการ (x̅ = 4.73) การบริหารงานวิชาการโดยใช้โรงเรียนเป็นฐาน (x̅ = 4.71) บริหารงานบุคคลโดยใช้โรงเรียนเป็นฐาน (x̅ = 4.65) ตามลำดับ

2. แนวทางการบริหารงานโดยใช้โรงเรียนเป็นฐานของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ประกอบด้วย 4 องค์ประกอบหลัก และ 20 องค์ประกอบย่อย ดังนี้ องค์ประกอบหลัก ได้แก่ ด้านการบริหารงานวิชาการโดยใช้โรงเรียนเป็นฐาน การบริหารงานบุคคลโดยใช้โรงเรียนเป็นฐาน ด้านการบริหารงานงบประมาณโดยใช้โรงเรียนเป็นฐาน และด้านการบริหารงานทั่วไปโดยใช้โรงเรียนเป็นฐาน แต่ละองค์ประกอบหลักมี 5 ด้าน ได้แก่ 1) การกระจายอำนาจ 2) การมีส่วนร่วม 3) การคืนอำนาจจัดการศึกษาให้ประชาชน 4) การบริหารตนเอง 5) การตรวจสอบและโปร่งใส ประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิจำนวน 5 คน โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด (x̅ = 4.56) ความเป็นไปได้อยู่ในระดับมาก (x̅ = 4.20) พิจารณาจากการวิเคราะห์เนื้อหาประเด็นที่มีการพูดถึงมากที่สุดในแต่ละด้าน ด้านการบริหารงานวิชาการโดยใช้โรงเรียนเป็นฐาน ได้แก่ สถานศึกษามีการจัดการเรียนการสอน สอดคล้อง เหมาะสมกับความต้องการของผู้เรียน ด้านการบริหารงานบุคคลโดยใช้โรงเรียนเป็นฐาน ได้แก่ สถานศึกษาส่งเสริมให้ผู้บริหาร ครูและบุคลากรทางการศึกษา พัฒนาตนเองด้วยวิธีการที่หลากหลาย ทันสมัย และต่อเนื่องซึ่งส่งผลต่อคุณภาพการศึกษาของผู้เรียน ด้านการบริหารงบประมาณโดยใช้โรงเรียนเป็นฐาน ได้แก่ สถานศึกษาควรให้ผู้ปกครอง ชุมชน และผู้มีส่วนได้ส่วนเสีย ร่วมสนับสนุนงบประมาณหรือวัสดุ และ ด้านการบริหารงานทั่วไปโดยใช้โรงเรียนเป็นฐาน ได้แก่ สถานศึกษาควรจัดให้มีการประชุมผู้ปกครอง แลกเปลี่ยนเรียนรู้ความรู้ สร้างความเข้าใจ เพื่อให้มีเจตคติที่ดีต่อองค์กร และแนวปฏิบัติที่สอดคล้องกัน
