The Guideline Development of Student Council Administration in Schools under the Office of Chaiyaphum Primary Educational Service Area 2

Abstract

The present study aimed 1) to investigate the current situations, desirable situations of student council administration in schools under the office of Chaiyaphum primary Educational service area 2, 2) to develop the guidelines student council administration in schools under the office of Chaiyaphum primary Educational service area 2. The study was divided into 2 phases; phase 1 was the study of the current situations and desirable situations student council administration in schools under the office of Chaiyaphum primary Educational service area 2. The sample of this phase was 341 consisted of school administrators and teachers who were selected by stratified random sampling. The instrument used was 5 rating scales of the questionnaire. The data were analyzed by using percentage, mean, standard deviation and PNImodified..Phase 2 was the development of guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2, this phase was divided into 4 stages as follows. Stage 1 was the study of the guidelines from 3 schools where there was best practicing, the participants consisted of schools administrators and teachers who responsible for student council activity who were selected by purposive sampling. Stage 2 was the planning of the guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2. Stage 3 was the verifying guidelines for student council administration in schools. Stage 4 was the evaluation of guidelines for student council administration in schools in terms of appropriateness and possibility, the participants who evaluated the guidelines consisted of 9 experts who were selected by purposive sampling. The instruments used were interview questions, focus group discussion form and the evaluation form of appropriateness and possibility of the guidelines. The data were analyzed using percentage, mean and standard deviation.

The results of the study pointed out that

1. The current situations of the guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2 shown that overall rated in moderate level when considered each aspect revealed that each aspect rated in moderate level.

The desirable situations of the guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2 shown that overall rated in the most level when considered each aspect revealed that each aspect rated in the most level.

2. The guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2 were comprised of 7 activities and 58 guidelines; leadership development activity consisted of 9 guidelines, meeting skill development activity comprised of 9 guidelines, networking or participating activities comprised of 7 guidelines, service minding or public minding activities contained 9 guidelines, integration student council in other learning area consisted of 11 guidelines, evaluation the student council activity comprised of 4 guidelines and giving recommendation activity comprised of 9 guidelines

The evaluation results of the guidelines for student council administration in schools under the office of Chaiyaphum primary Educational service area 2 revealed that overall of the guidelines were appropriated and possible rated in the most level.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ การบริหารการจัดกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 และ 2) พัฒนาแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 การศึกษานี้แบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การบริหารกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 กลุ่มตัวอย่างที่ใช้ในการเก็บข้อมูลได้แก่ ผู้บริหารโรงเรียน และครู จำนวน 341 คน ซึ่งได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การพัฒนาแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 แบ่งออกเป็น 4 ตอน ตอนที่ 1 ศึกษาแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียนที่ปฏิบัติเป็นเลิศ (Best Practices) จำนวน 3 โรงเรียน กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารโรงเรียนและครูที่รับผิดชอบกิจกรรมสภานักเรียนในโรงเรียน ซึ่งได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) ตอนที่ 2 ร่างแนวทางการพัฒนาการบริหารกิจกรรมสภานักเรียนภายในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 ตอนที่ 3 ตรวจสอบยืนยันแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน โดยการสนทนากลุ่ม ตอนที่ 4 ประเมินแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน กลุ่มผู้ให้ข้อมูลซึ่งทำหน้าที่ตรวจสอบ ยืนยัน ประเมินความเป็นไปได้ และและประเมินความเหมาะสม ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 9 คน เลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ แบบบันทึกการสนทนากลุ่ม และแบบประเมินความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันการบริหารกิจกรรมสภานักเรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายข้อ พบว่าอยู่ในระดับปานกลาง ทุกข้อ

สภาพที่พึงประสงค์การบริหารการจัดกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 โดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายข้อ พบว่า อยู่ในระดับมากที่สุด ทุกข้อ

2. แนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 ประกอบด้วย 7 กิจกรรม 58 แนวทาง ได้แก่ กิจกรรมพัฒนาทักษะผู้นำ มี 9 แนวทาง กิจกรรมพัฒนาทักษะการประชุม มี 9 แนวทาง กิจกรรมการสร้างเครือข่ายหรือการมีส่วนร่วม มี 7 แนวทาง กิจกรรมการสร้างจิตอาสาหรือสำนึกสาธารณะ มี 9 แนวทาง การบูรณาการกิจกรรมสภานักเรียนเข้ากับกลุ่มสาระการเรียนรู้ มี 11 แนวทาง การประเมินผลการจัดกิจกรรมสภานักเรียน มี 4 แนวทาง กิจกรรมเสนอแนะ มี 9 แนวทาง

ผลการประเมินความเหมาะสมและความเป็นไปได้ของการพัฒนาแนวทางการบริหารกิจกรรมสภานักเรียนในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 พบว่า โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และความเป็นไปได้อยู่ในระดับมากที่สุด
