The Development of Guidelines for the Implementation of the Student Care System by Applying the Concept of A Professional Learning Community for Educational Institutions Surin Secondary Educational Service Area Office

Abstract

This research is aimed to ; 1) To study the current condition and the desirable condition of the student care system by applying the concept of a professional learning community for educational institutions Surin Secondary Educational Service Area Office. 2) To develop the operation of the student care system by applying the concept of a professional learning community for educational institutions Surin Secondary Educational Service Area Office. The research was divided into two phases; (1) To study the current condition and the desirable condition of the student care system operation, by applying the concept of a professional learning community for educational institutions Surin Secondary Educational Service Area Office by using questionnaires In collecting data from the sample from 339 administrators and teachers (from the sample size tables of Krejcie and Morgan, and stratified random sampling technique. (2) Guidelines for the development of the student care system by applying the concept of a professional learning community for educational institutions Surin Secondary Educational Service Area Office, by studying and synthesizing the current and desirable conditions used to develop guidelines for the implementation of the student care system from administrators and teachers by in-depth interviews with 3 best practice schools. Draft as a guideline for the development of a student care system and assess the guidelines by 5 experts. The research instruments were questionnaires, interviews and assessments. The statistics used for data analysis were percentage, mean and standard deviation.

The results of the research were as follows:

1. Current conditions, desirable conditions, and prioritization of the needs of the student care system operation. By applying the concept of a professional learning community for educational institutions of Secondary Educational Service Area Office Surin Overall is at a high level. The highest mean is Preventing and solving problems. The desirable condition of the student care system operation By applying the concept of a professional learning community for educational institutions Secondary Educational Service Area Office Surin. The highest average were prevention and problem solving.

2. Guidelines for the development of the student care system by applying the concept of a professional learning community for educational institutions Secondary Educational Service Area Office Surin, consists of 5 elements, 34 approaches. The results of assessing the feasibility and feasibility of the development of the student care system by applying the concept of a professional learning community for educational institutions found that : The guidelines are appropriate and there is at the most level of overall possibilities.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ 2) เพื่อพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ การวิจัยแบ่งออกเป็น 2 ระยะ ระยะ ที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการดำเนินงานระบบการดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครูจำนวน 339 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling Technique) ระยะที่ 2 แนวทางการพัฒนาการดำเนินงานระบบการดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยศึกษาและสังเคราะห์สภาพปัจจุบันและสภาพที่พึงประสงค์ที่ใช้พัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนจากผู้บริหารและครู จากการสัมภาษณ์เชิงลึกโรงเรียนที่มีวิธีปฏิบัติที่ดี (Best Practice) จำนวน 3 โรงเรียน ร่างเป็นแนวทางการพัฒนาระบบดูแลช่วยเหลือนักเรียน และประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน สภาพที่พึงประสงค์และจัดลำดับความต้องการของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุดคือ การป้องกันและแก้ไขปัญหา สภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการป้องกันและแก้ไขปัญหา

2. แนวทางการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ประกอบด้วย 5 องค์ประกอบ 34 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของทางการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพสำหรับสถานศึกษา พบว่า แนวทางมีความเหมาะสม และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
