Developing Job Performance Guideline Based on Internal Quality Assurance System Through the Concept of Professional Learning Community the Surin Secondary Educational Service Area Office

Abstract

The purposes of this research were to 1) investigate the current condition and the desirable condition of internal quality assurance in schools of Professional Learning Community 2) develop the guidelines of internal quality assurance in schools of Professional Learning Community This research was a research and development with two phases: Phases 1 research investigate the current condition and the desirable condition of internal quality assurance in schools of Professional Learning Community Questionnaires were used to collect data from the sample is 339 administrators and teachers by using samples of Krejcie and Morgan and a Stratified Random Sampling technique. The second phase was to develop the guidelines of internal quality assurance in schools of Professional Learning Community. The interview form to collect from administrators and teachers in demonstrated schools and using an assessment form to collect data from 5 distinguished educators. The descriptive statistics used in this study was mainly percentage, average and analyzed priority needs index.

The result of this study were found :

1. The current state of the Developing Job Performance Guideline Based on Internal Quality Assurance System through the concept of Professional Learning Community. Has moderate level and the desirable state of desirable conditions is at the high level.

2. The Guidelines of Based on Internal Quality Assurance System through the concept of Professional Learning Community. Is consisted of 7 components and 39 guidelines. The result of suitability assessment and feasibility assessment overall both aspects were at highest level. respectively.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ 2) เพื่อพัฒนาแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครูจำนวน 339 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie and Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling Technique) ระยะที่ 2 การพัฒนาแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ ใช้แบบสัมภาษณ์ผู้บริหาร ครูโรงเรียนต้นแบบ และแบบประเมินในการเก็บรวบรวมข้อมูลจากผู้ทรงคุณวุฒิ 5 คน สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ย และการวิเคราะห์หาค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. การดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ สภาพปัจจุบัน พบว่า โดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมาก

2. แนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ ประกอบด้วย 7 องค์ประกอบ 39 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยประยุกต์ใช้แนวคิดชุมชนแห่งการเรียนรู้เชิงวิชาชีพ พบว่า แนวทางมีความเหมาะสม และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
