The Development of the Programs to Enhance a Creative Leadership of School Administrators in the Secondary Educational Service Area Office Loei Nong Bua Lamphu

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance creative leadership of school administrators and 2) develop a program to enhance creative leadership of school administrators. The research method was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and the needs to enhance creative leadership of school administrators. The samples were 180 school administrators through stratified random sampling technique and research instrument was scaling questionnaire. Phase 2 was to develop a program to enhance creative leadership of school administrators. And evaluating the program by 5 experts through purposive sampling technique. Research instrument was interview and an assessment of appropriateness and feasibility of the program. Data were analyzed by using mean, standard deviation and modified priority index.

The results showed that;

1. The current stage of the creative leadership of school administrators was overall in the low level. The highest average aspect was flexibility and adaptability. The desirable conditions of the creative leadership of school administrators was overall in the high level. The highest average aspect was the creativity. The needs assessment to the development of the creative leadership of school administrators which ordered of the needs assessment from more to less were vision, individualized consideration, creativity, imagination and flexibility and adaptability.

2. The Programs to Enhance a Creative Leadership of School Administrators in the Secondary Educational Service Office Loei Nong Bua Lamphu consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 3 modules : module 1 vision, 2 individualized consideration, and 3 creativity. The results of overall program evaluation were highest level appropriate and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูปฏิบัติหน้าที่หัวหน้าฝ่าย จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู จำนวน 180 คน ได้มาโดยกลุ่มตัวอย่างได้มาจากการสุ่มแบบแบ่งชั้นภูมิตามขนาดสถานศึกษา เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตรประมาณค่า ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับน้อย ด้านที่มีค่าเฉลี่ยสูงสุดคือ การมีความยืดหยุ่นและปรับตัว สภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการมีความคิดสร้างสรรค์ ส่วนความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการมีวิสัยทัศน์ ด้านการคำนึงถึงความเป็นปัจเจกบุคคล ด้านการมีความคิดสร้างสรรค์ ด้านการมีจินตนาการ และด้านการมีความยืดหยุ่นและปรับตัว

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระประกอบด้วย 3 Module ได้แก่ Module 1 การมีวิสัยทัศน์ Module 2 การคำนึงถึงความเป็นปัจเจกบุคคล Module 3 การมีความคิดสร้างสรรค์ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
