A Study of Guidelines in Solid Waste Management within Buriram Municipality

Abstract

This research was aimed at studying the problem of waste, the factors behind the management of solid waste in Buriram Municipality, and making the appropriate guidelines and approaches for solid waste management in Buriram Municipality. The research tools comprised an observation form for the route survey, a questionnaire, and a semi-structured interview form. The population completing the questionnaire consisted of 360 people, 20 from each of the 18 communities, in the area of Buriram Municipality, Muang District, Buriram Province. In addition, the data from a sample group of 28 people obtained from the purposive random method was collected from the semi-structured interview. The data was analyzed into percentages and the results reported in a descriptive report.

The research results revealed that the problem of the solid waste problem in Buriram Municipality arises from urban growth and change of land use pattern with impact arising on the physical changes of the urban structure. The management of solid waste of the Municipality involves the solid waste disposal policy, support of complete-cycle solid waste management, participatory creation and community participation, continuous promotion and support for the community to screen solid waste, i.e., at households, by dust collecting workers, and at the disposal ground. Other activities include making compost and liquid fertilizer, setting a garbage bank, merit making from recycled wastes, etc. From the research results, the guidelines for the Municipality’s solid waste management have been made. It is recommended that in-depth information be prepared such as the up-to-date record of database in the management and operations of solid waste disposal, which would enable effective information retrieval.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาปัญหาที่ทำให้เกิดปัญหาขยะมูลฝอยภายในเขตเทศบาลเมืองบุรีรัมย์ เพื่อศึกษาปัจจัยการจัดการขยะมูลฝอยภายในเขตเทศบาลเมืองบุรีรัมย์ และเพื่อเสนอแนวทางและวิธีการจัดการขยะมูลฝอยเหมาะสมแก่หน่วยงานที่เกี่ยวข้องนำไปปฏิบัติ โดยทำการเก็บรวบรวมข้อมูลประชากรในเขตพื้นที่เทศบาลเมืองบุรีรัมย์ เครื่องมือที่ใช้ ประกอบด้วย แบบสังเกตการณ์สำรวจเส้นทาง แบบสอบถาม และแบบสัมภาษณ์กึ่งโครงสร้าง ประชากรที่ใช้ในการศึกษา คือ ประชาชนที่อยู่อาศัยในเขตพื้นที่เทศบาลเมืองบุรีรัมย์ อำเภอเมือง จังหวัดบุรีรัมย์ จาก 18 ชุมชน ครัวเรือนละ 20 คน รวมกลุ่มตัวอย่างทั้งสิ้น 360 คน เพื่อตอบแบบสอบถาม และสุ่มตัวอย่างแบบเจาะจง จำนวน 28 คน เพื่อตอบการสัมภาษณ์แบบกึ่งโครงสร้าง นำมาวิเคราะห์ประมวลผลข้อมูลด้วยการคำนวณค่าร้อยละ แล้วนำเสนอข้อมูลในรูปแบบการบรรยาย

ผลการศึกษาพบว่า ปัญหาที่ทำให้เกิดปัญหาขยะมูลฝอยภายในเขตเทศบาลเมืองบุรีรัมย์ คือ การขยายตัวของเมือง การเปลี่ยนแปลงการใช้ประโยชน์ที่ดิน จนส่งผลต่อการเปลี่ยนแปลงรูปแบบทางกายภาพของโครงสร้างเมือง ปัจจัยการจัดการขยะมูลฝอยภายในเขตเทศบาลเมืองบุรีรัมย์ ประกอบด้วย นโยบายในการจัดการขยะมูลฝอย การสนับสนุนการจัดการขยะแบบครบวงจร กระบวนการสร้างความร่วมมือและการมีส่วนร่วมของคนในชุมชน การส่งเสริมและสนับสนุนให้ชุมชนคัดแยกขยะมูลฝอยอย่างต่อเนื่อง เช่น การคัดแยกขยะที่ครัวเรือน การคัดแยกขยะจากเจ้าหน้าที่ประจำรถเก็บขนขยะ และการคัดแยกขยะจากบริเวณสถานที่กำจัดขยะมูลฝอย ส่วนกิจกรรมอย่างอื่น เช่น การทำปุ๋ยหมัก ปุ๋ยน้ำ ธนาคารขยะ ทอดผ้าป่าขยะรีไซเคิล ฯลฯ สำหรับการเสนอแนวทางและวิธีการจัดการขยะมูลฝอยเหมาะสมแก่หน่วยงานที่เกี่ยวข้องนำไปปฏิบัตินั้น เทศบาลควรมีการเตรียมข้อมูลเชิงลึก เช่น การบันทึกฐานข้อมูลเกี่ยวกับการบริหารจัดการขยะที่เป็นปัจจุบันตลอดเวลาเกี่ยวกับการปฏิบัติงานการบริหารจัดการขยะมูลฝอย เพื่อเอื้ออำนวยการต่อการค้นคว้าหาข้อมูลให้ดียิ่งขึ้น
