The Guideline Development for the Standard of Upright School Administration under The Secondary Educational Service Area Office Roi Et

Abstract

The objectives of this research were to study the current situation, desirable condition, the necessity and to develop the standard of upright school administration guideline under the secondary educational service area office Roi Et. The research process had 2 phases. In the first phase, studied the current condition, desirable condition and the necessity for the standard of upright school administration. It is a quantitative research and survey research model. The tool of this research was the questionnaire and to analyze is used basic statistics. The second phase, developed the standard of upright school administration guideline. It was a qualitative research by using interviews and group discussions. To analyze the data was analysis the content.

Research finding were as follows:

1. The current condition and desirable condition of the standard of upright school administration, overall were at the highest level. For priority needs index modified (PNI Modified) by ordering according to the standard level from high to low as follows: budget administration standards, academic administration standards, personnel administration standards and general administration standards.

2. The standard of upright school administration guideline consisted of 4 components as follows: 1) concepts and principles 2) objectives 3) Methods. There were guidelines for methods, which classified according to standards as follows: (1) there were 3 indicators and 18 guidelines in budget administration standards (2) there were 4 indicators and 30 guidelines in academic administration standards (3)there were 3 indicators and 22 practical guidelines in personnel administration standards, and (4) there were 3 indicators and 23 guidelines in general administration standards. It impelled administration by using Deming Cycle (PDCA), and 4) the conditions form, for the assessment guideline, it was found that the overall suitability and the possibility of using at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็นและเพื่อพัฒนาแนวทางการบริหารตามมาตรฐานของโรงเรียนสุจริต สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด การดำเนินการวิจัยมี 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารตามมาตรฐานของโรงเรียนสุจริต เป็นการวิจัยเชิงปริมาณ ในการวิจัยเชิงสำรวจ ใช้แบบสอบถามเป็นเครื่องมือ และวิเคราะห์โดยใช้สถิติพื้นฐาน ระยะที่ 2 พัฒนาแนวทางการบริหารตามมาตรฐานของโรงเรียนสุจริต เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการสัมภาษณ์และสนทนากลุ่มเป็นเครื่องมือ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. สภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารตามมาตรฐานโรงเรียนสุจริต โดยภาพรวมอยู่ในระดับมากที่สุด ส่วนดัชนีความต้องการจำเป็น เรียงตามลำดับตามมาตรฐานจากมากไปน้อย ดังนี้ การบริหารงบประมาณ การบริหารวิชาการ การบริหารบุคคล และการบริหารทั่วไป

2. การพัฒนาแนวทางการบริหารตามมาตรฐานโรงเรียนสุจริต มี 4 องค์ประกอบ ได้แก่ 1) แนวคิดและหลักการ 2) วัตถุประสงค์ 3) วิธีดำเนินการ ซึ่งมีวิธีดำเนินการจำแนกตามมาตรฐาน ได้แก่ 1) การบริหารงบประมาณ มี 3 ตัวบ่งชี้ 18 แนวทาง 2) การบริหารวิชาการ มี 4 ตัวบ่งชี้ 30 แนวทาง 3) การบริหารบุคคล มี 3 ตัวบ่งชี้ 22 แนวทาง และ 4) การบริหารทั่วไป มี 3 ตัวบ่งชี้ 23 แนวทาง โดยใช้วงจรคุณภาพเดมมิ่ง ขับเคลื่อนการบริหารงานดังกล่าว และ 4) เงื่อนไขความสำเร็จ ส่วนผลการประเมินแนวทาง พบว่า โดยรวมมีความเหมาะสมและความเป็นไปได้ในการนำไปใช้อยู่ในระดับมากที่สุด
