The Development of the Educational Management Model using Balanced Scorecard Method for Schools under the Roi Et Secondary Education Service Area Office

Abstract

The research aimed to study the current and desirable characteristic and the essential needs and Development of the Educational Management Model Using Balanced Scorecard Method for Schools Under the Roi Et Secondary Education Service Area Office. The research were divided into 2 phases. Phase 1 study a present, desirable characteristic and the essential needs. There were 92 samples consisting of administrators and academic head teachers by multi-stage Sampling. Phase 2 Development of Model for the Evaluation of educational management using a balanced scorecard for schools under the Roi Et Secondary Education Service Area Office. The group of informants are administrators and teachers heads of academic departments. From schools with Best practice, 6 schools and 9 experts by purposive sampling. Tools used in data collection Including questionnaires, interviews form and questionnaire to assess. Statistics used in data analysis are percentage. Average and standard deviation and Priority Needs Index.

The results were as follows:

1. The current circumstances with the whole picture were at medium level. The desirable characteristics with the whole picture were at highest level. the need internal process, learning and development, finance, and students.

2. Educational Management Model Using Balanced Scorecard Method for Schools Under the Roi Et Secondary Education Service Area Office. consist 1) Principle 2) Objective 3) Operation Method There are 4 aspects and 29 procedures as follows: Internal process, there are 10 procedures. In terms of learning and development, there are 7 methods of action. For budget and finance, there are 6 actions, and for students, there are 6 procedures, 4) assessment and 5) conditions for success. The results of the suitability and feasibility assessment were at the highest level.

การวิจัยนี้มีความมุ่งหมายเพื่อ ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น และพัฒนารูปแบบการบริหารจัดการศึกษาโดยใช้วิธีดุลยภาพ สำหรับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครูหัวหน้าฝ่ายวิชาการ จำนวน 92 คน สุ่มตัวอย่างแบบหลายขั้นตอน ระยะที่ 2 พัฒนารูปแบบการบริหารจัดการศึกษาโดยใช้วิธีดุลยภาพ สำหรับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูหัวหน้าฝ่ายวิชาการ จากโรงเรียนที่มีวิธีปฏิบัติเป็นเลิศ จำนวน 6 คน และผู้ทรงคุณวุฒิ จำนวน 9 คน เลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบสอบถามเพื่อประเมิน สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้ดังนี้ ด้านกระบวนการภายใน ด้านการเรียนรู้และการพัฒนา ด้านการเงิน และด้านนักเรียน

2. รูปแบบการจัดการศึกษาโดยใช้วิธีดุลยภาพ สำหรับโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) วิธีดำเนินการ มี 4 ด้าน 29 วิธีดำเนินการ ดังนี้ ด้านกระบวนการภายใน มี 10 วิธีดำเนินการ ด้านการเรียนรู้และการพัฒนา มี 7 วิธีดำเนินการ ด้านงบประมาณและการเงิน มี 6 ดำเนินการ และด้านนักเรียน มี 6 วิธีดำเนินการ 4) การประเมิน และ 5) เงื่อนไขความสำเร็จ ผลการประเมินความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
