The Development of Guidelines for Internal Supervision in Education Era 4.0 of Schools under the Secondary Educational Service Area Office Buriram

Abstract

The purposes of this study were : 1) to examine the current condition, desirable state and priority needs index of guidelines for Internal Supervision in Education 4.0 era of Schools under The Secondary Educational Service Area Office Buriram, 2) to develop of Guidelines for Internal Supervision in Education 4.0 era of Schools under The Secondary Educational Service Area Office Buriram It was divided into 2 phases: the first phase was current condition, desirable state and necessary education of Guidelines for Internal Supervision in Education 4.0 era of Schools under The Secondary Educational Service Area Office Buriram. The samples consisted of 69 school principals and 275 teachers in totaled 344 cases selected by using Krejcie and Morgan’s table and Stratified Random Sampling in line with educational institution sizes as along with simple random sampling method. The instruments used were a questionnaire with five-rating scale. The second phase was the Development of Guidelines for Internal Supervision in Education 4.0 era of Schools under The Secondary Educational Service Area Office Buriram as well as the assessment of guidelines by five experts, obtained by selective selection. The instruments used were semi-structured Interview and the appropriate form of supervision approach within Thai education in the era 4.0 for schools under The Secondary Educational Service Area Office Buriram. The statistics used to analyze the obtained data were percentage, mean, standard deviation and priority needs index.

The research result revealed that:

1. The current condition of guidelines for Internal Supervision in education 4.0 era of Schools under the Secondary Educational Service Area Office Buriram were overall found at a medium level. Upon considering each aspect it showed that the highest mean aspect was monitoring and evaluating supervision. In terms of desirable state were overall found at the highest level. Upon considering each aspect it showed that the highest mean aspect was supervising operations. Priority needs index considered each aspect from highest to lowest were 1) Operational supervision 2) Supervision plans and 4) Monitoring and evaluating supervision.

2. The Guidelines for Internal Supervision in Education 4.0 Era of Schools under The Secondary Educational Service Area Office Buriram included 4 elements 16 Guidelines. The appropriate form of supervision approach was overall found at the highest level.

การวิจัยนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ 2) พัฒนาแนวทางการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 69 คน และครู จำนวน 275 คน รวม 344 คน ได้มาโดยวิธีกำหนดขนาดของกลุ่มตัวอย่างขั้นต่ำ ของ Krejcie และ Morgan ประกอบด้วยการสุ่มตัวอย่างแบ่งเป็นชั้นภูมิ (Stratified Random Sampling) โดยใช้ขนาดสถานศึกษาเป็นหน่วยในการสุ่ม และใช้เทคนิคการสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ระยะที่ 2 การพัฒนาแนวทางการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ และประเมินแนวทางโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการติดตาม และประเมินผลการนิเทศ ส่วนสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณารายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการดำเนินการนิเทศ มีความต้องการจำเป็น (PNImodified) เมื่อพิจารณารายด้านจากมากไปหาน้อย ได้แก่ 1) ด้านการดำเนินการนิเทศ 2) ด้านการวางแผนการนิเทศ 3) ด้านการให้ข้อมูลย้อนกลับ และ 4) ด้านการติดตาม และประเมินผลการนิเทศ

2. แนวทางการนิเทศภายในการศึกษาไทยยุค 4.0 สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ ประกอบด้วย 4 องค์ประกอบ 16 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง โดยรวมและรายด้านอยู่ในระดับ มากที่สุด
