Development of Guidelines Management Towards Excellence in Small Schools Under The Office of Mukdahan Primary Educational Service Area

Abstract

The purpose of this research was to study the present condition. Desirable condition needs and To develop management guidelines for excellence in small schools Under the Office of Mukdahan Primary Educational Service Area. The research process has 2 phases: Phase 1 studies the current condition. Desirable condition and the necessity of management for excellence in small schools The sample group consisted of 285 administrators and teachers under the Mukdahan Primary Educational Service Area Office. Research instruments were questionnaires with the Index of Conformity (IOC) between 0.80 – 1.00 with the confidence value of 0.93 The statistics used in the quantitative analysis of the data are frequency, percentage, mean, standard deviation, and the need-to-demand index. (PNImodified). Phase 2 Development of Management Guidelines for Excellence in Small Schools is a qualitative research by using interviews and group discussions as research tools. Analyze the data by analyzing the content.

The results showed that 1. Current condition Overall, it's at a moderate level. The overall desirable condition is in the most level. The need index part Sort by side from greatest to least as follows : mechanical planningstrategy, organization leadership, process learner focus, Personnel focus, analytical measurement and knowledge management and finally the result of the operation and 2. Guidelines for management towards excellence small school Under the Office of Mukdahan Primary Educational Service Area, there are 7 guidelines. It consists of 43 guidelines, which are:1) The leadership aspect of the organization has 6 items 2) The strategic planning aspect There are 6 items. 3) Student focus has 7 items. 4) Process of operation.There are 6 items. 5) Personnel focus has 6 items. 6) In terms of measurement, analysis and knowledge management, there are 6 items and 7) the result of the operation has 6 items. The development of management practices is driven by the quality deming cycle. As for the evaluation results, it was found that Overall, they are suitable and the possibility of their use is at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็นและเพื่อพัฒนาแนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร การดำเนินการวิจัยมี 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารสู่ความเป็นเลิศของโรงเรียนขนาดเล็ก กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร และครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร จำนวน 285 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.80 – 1.00 มีค่าความเชื่อมั่น 0.93 สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและค่าดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การพัฒนาแนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนขนาดเล็ก เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการสัมภาษณ์และสนทนากลุ่มเป็นเครื่องมือในการวิจัย วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า 1. สภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด ส่วนดัชนีความต้องการจำเป็น เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อยได้ ดังนี้ การวางแผนเชิงกลยุทธ์ การนำองค์กร การมุ่งเน้นผู้เรียน กระบวนการดำเนินการ การมุ่งเน้นบุคลากร การวัดผลการวิเคราะห์และการจัดการความรู้ และสุดท้ายผลลัพธ์การดำเนินการ และ 2. แนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามุกดาหาร มีแนวทาง 7 ด้าน ประกอบด้วย 43 แนวทางการปฏิบัติ ได้แก่ 1) ด้านการนำองค์กร มี 6 ข้อ 2) ด้านการวางแผนเชิงกลยุทธ์ มี 6 ข้อ 3) ด้านการมุ่งเน้นผู้เรียน มี 7 ข้อ 4) ด้านการมุ่งเน้นบุคลากร มี6 ข้อ 5) ด้านกระบวนการดำเนินการ มี 6 ข้อ 6) ด้านการวัดผล การวิเคราะห์และการจัดการความรู้ มี 6 ข้อ 7) ผลลัพธ์การดำเนินการ มี 6 ข้อ ซึ่งการพัฒนาแนวทางการบริหารถูกขับเคลื่อนโดยใช้วงจรคุณภาพเดมมิ่ง ส่วนผลการประเมินแนวทาง พบว่า โดยรวมมีความเหมาะสมและความเป็นไปได้ในการนำไปใช้อยู่ในระดับมากที่สุด
