Development of Programs to Enhance Digital Leadership for Educational Institution Administrators under The Secondary Educational Service Area Office Buriram

Abstract

This research aim are 1) to study the current, desirable states and to analyze the priority needs of Educational Institution Administrator under The Secondary Educational Service Area Office Buriram based on Digital Leadership 2) to develop the enhance digital leadership program of Educational Institution Administrator under The Secondary Educational Service Area Office Buriram. The study was divided into 2 phases, the first phase is to study the current, desirable states and priority needs of Educational Institution Administrator under The secondary Educational Service Area Office Buriram based on Digital Leadership. The research samples were 103 Educational Institution Administrator and 241 teachers total 344 people, there were selected with the stratified random sampling method. The research instrument is the questionnaire with scale. The second phase is to develop digital leadership program of Educational Institution Administrator under The secondary Educational Service Area Office Buriram and estimated program by 5 senior experts so there were selected through average purposive sampling. The feasibility and assessment form of the strengthening digital leadership of Educational Institution Administrator under The secondary Educational Service Area Office Buriram was used as a research tool. The data was analyzed by frequency, percentage, average, standard deviation and Modified Priority Needs Index.

The research revealed that:

1. The current state of Educational Institution Administrator under The secondary Educational Service Area Office Buriram based on digital leadership is at an intermediate level (2.96). The highest average is digital literacy, the desirable state of Educational Institution Administrator under The secondary Educational Service Area Office Buriram based on the digital leadership is at a high level (4.56) and the highest average is collaboration, communication, digital vision and digital literacy at a sequence.

2. The development of an enhance digital leadership of Educational Institution Administrator under The secondary Educational Service Area Office Buriram contains 5 components 1) principle 2) objective 3) contents 4) development method 5) evaluation. The content of program include 4 modules 1) digital literacy 2) digital vision 3) communication 4) collaboration. The result of evaluation on program feasibility and feasibility assessment to be used to enhance the digital leadership of Educational Institution Administrator under The secondary Educational Service Area Office Buriram from 5 senior experts found that is at a highest level.

การวิจัยนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษา จำนวน 103 คน และครู จำนวน 241 คน รวมทั้งหมด 344 คน ใช้เทคนิคการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยได้แก่ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยรวม 4 ด้าน อยู่ในระดับปานกลาง (x̅ = 2.96) ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านความรู้ดิจิทัล ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยรวมอยู่ในระดับมากที่สุด (x̅ = 4.56) ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านความร่วมมือ ความต้องการจำเป็นของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านความร่วมมือ ด้านการสื่อสาร วิสัยทัศน์ดิจิทัล และความรู้ดิจิทัลตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ ที่พัฒนาขึ้นประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การประเมินผล เนื้อหาในโปรแกรม ประกอบด้วย 4 Module ได้แก่ 1. ความรู้ดิจิทัล 2. วิสัยทัศน์ดิจิทัล 3. การสื่อสาร และ 4. ความร่วมมือ มีผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมในการนำไปใช้เพื่อเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์จากผู้ทรงคุณวุฒิ อยู่ในระดับมากที่สุด
