Developing the Guidelines of Academic Administration by using Quality Control Circle for Schools under Sub-district Municipalities in Maha Sarakham Province

Abstract

This research aimed 1) to study the current state, the desirable state, and priority needs of academic administration of schools under sub-district municipalities in Maha Sarakham province, 2) to develop the academic administration by using quality control circle guidelines for schools under sub-district municipalities in Maha Sarakham province. The research divided to 2 phases, Phase 1 to study the current state, the desirable state, and priority needs of academic administration of schools under sub-district municipalities in Maha Sarakham province. The research sample group consisted of 86 administrators and teachers under to sub-district municipal schools. The research instrument was a current state and desirable state questionnaire. Phase 2 to develop the academic administration by using quality control circle guidelines for schools under sub-district municipalities in Maha Sarakham province key informants were 6 administrators and teachers of 2 best practice schools, and 5 experts to assess the suitability and feasibility of guidelines. The research instruments were interview form, and suitability and feasibility assessment form. Descriptive statistics used to analyze data were mean, percentage, standard deviation, and priority needs index. The result of this research were found: 1) The current state of academic administration of schools under sub-district municipalities in Maha Sarakham province overall and each aspect was at a moderate level, and the desirable state those was at a high level. The priority needs arranged from high to low as follows: Administrative resource to promote learning management, Learning measurement and evaluation, Internal quality assurance, Curriculum administration, Learning management and work supervision, Developing and promoting learning resources, and Learning administrative management, respectively. 2) The academic administration guidelines by using quality control circle for schools under sub-district municipalities in Maha Sarakham province on the seven components were Curriculum administration, Learning administrative management, Administrative resource to promote learning management, Learning management and work supervision, Internal quality assurance, Learning measurement and evaluation, and Developing and promoting learning resources. They started with planning (Plan: P) by defining the framework, surveying, analyzing plans, making orders, and then leading to action (Do: D) by implementing every step of the plan as well as having to check (Check: C) the performance all the time within the framework with both the work meeting the objectives and the one being improved. And there is an action (Act: A) This is an improvement based on the results of the review and the evaluation in the previous step has made the educational establishments change and develop in a better way. They were assessed on a high level of suitability and feasibility.

การวิจัยมีความมุ่งหมาย คือ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ในการบริหารงานวิชาการของสถานศึกษาสังกัดเทศบาลตำบลในจังหวัดมหาสารคาม 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพ สำหรับสถานศึกษาสังกัดเทศบาลตำบลในจังหวัดมหาสารคาม การวิจัยแบ่งออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการบริหารงานวิชาการของสถานศึกษาสังกัดเทศบาลตำบล ในจังหวัดมหาสารคาม กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารและครู สังกัดโรงเรียนเทศบาลตำบล จำนวน 86 คน เครื่องมือที่ใช้ คือ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ ระยะที่ 2 พัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพ สำหรับสถานศึกษาสังกัดเทศบาลตำบลในจังหวัดมหาสารคาม กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูของโรงเรียนต้นแบบ 2 แห่ง จำนวนรวม 6 คน และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง จำนวน 5 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัยพบว่า 1) สภาพปัจจุบันของการบริหารงานวิชาการของสถานศึกษาสังกัดเทศบาลตำบล ในจังหวัดมหาสารคาม โดยรวมและรายด้านอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ โดยรวมและรายด้านอยู่ในระดับมาก และความต้องการจำเป็นเรียงลำดับจากมากไปน้อย คือ การบริหารทรัพยากรส่งเสริมการจัดการเรียนรู้, การวัดและประเมินผลการเรียนรู้, การประกันคุณภาพภายในสถานศึกษา, การบริหารหลักสูตร, การนิเทศการจัดการเรียนรู้และการทำงาน, การพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้, และการบริหารการจัดการเรียนรู้ ตามลำดับ 2) แนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพสำหรับสถานศึกษาสังกัดเทศบาลตำบลในจังหวัดมหาสารคาม ตามองค์ประกอบทั้ง 7 คือ การบริหารหลักสูตร, การบริหารการจัดการเรียนรู้, การบริหารทรัพยากรส่งเสริมการจัดการเรียนรู้, การนิเทศการจัดการเรียนรู้และการทำงาน, การประกันคุณภาพภายในสถานศึกษา, การวัดและประเมินผลการเรียนรู้ และการพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ โดยเริ่มจากการวางแผน (Plan: P) ด้วยวิธีการกำหนดขอบข่ายงาน สำรวจ วิเคราะห์จัดทำแผน จัดทำคำสั่ง แล้วนำไปสู่การปฏิบัติ (Do: D) ด้วยการดำเนินงานทุกขั้นตอนตามแผนที่วางไว้ พร้อมทั้งมีการตรวจสอบ (Check: C) ผลการดำเนินงานตลอดเวลาตามขอบข่ายงานภายในห้วงเวลาที่กำหนดในแผน ซึ่งมีทั้งงานที่ประสบผลสำเร็จตามวัตถุประสงค์ และงานที่ต้องได้รับการปรับปรุงแก้ไข และการปรับปรุงแก้ไขการปฏิบัติงาน (Act: A) เป็นการปรับแก้ตามผลการตรวจสอบ และประเมินในขั้นตอนก่อนหน้านี้ ทำให้สถานศึกษาได้เปลี่ยนแปลงพัฒนาไปในทางที่ดี ที่พึงประสงค์มากยิ่งขึ้น ได้รับการประเมินความเหมาะสมและความเป็นไปได้ในระดับมาก
