Development of Program to Enhance Digital Leadership of SchoolAdministrators under the Secondary EducationalService Area Office Kalasin

Abstract

The objectives of this research were 1) to study the current conditions, desirable conditions, and the needs of digital leadership of school administrators under the Secondary Educational Service Area Office Kalasin. 2) to develop the digital leadership enhancement program of school administrators under the Secondary Educational Service Area Office Kalasin. The research methodology consisted of 2 phases as follow ; phase 1 was the study of current conditions, desirable conditions, and the needs of digital leadership of school administrators under the Secondary Educational Service Area Office Kalasin. The sample group was school administrators and teachers amount 369 people under the Secondary Educational Service Area Office Kalasin and found by Stratified random sampling method and school size as a unit of randomness. Research instrument was a questionnaire. Phase 2 was program development to enhance digital leadership of school administrators under the Secondary Educational Service Area Office Kalasin. The informants were school administrators or deputy school administrators amount 1 person and head of department or the chief of administration subdivision amount 1 person from 3 schools that were good practices totally 6 people finding by purposive sampling. Moreover, there were 9 experts who assessed the suitability and feasibility of the program finding by purposive sampling. The research instruments were semi-structured interview and the assessment of suitability and feasibility of the program. The statistics that used for data analysis were frequency, percentage, mean, standard deviation, Index of Item Objective Congruence, Pearson Product–Moment Correlation Coefficients, Cronbach's alpha coefficient; α and Priority Needs Index (PNImodified).

The research results found that ;

1. The overall current condition of digital leadership of school administrators was in the high level. Moreover, the desirable conditions of digital leadership of school administrators was in the highest level and the priority of needs on enhancing digital leadership of school administrators under the Secondary Educational Service Area Office Kalasin was sorted in descending order including digital literacy and use, digital vision and communication and ethics digital, respectively.

2. The program to enhance digital leadership of school administrators under the secondary educational service area office Kalasin consisted of 1) principle 2) objectives 3) content which divided into 3 modules : module 1 digital vision, module 2 digital literacy and use, module 3 communication and ethics digital 4) the developing principals as 70-20-10 model. Developing methods consisted of workshop, real practice and study and research for self-improvement 5) program assessment. The assessment result found that both of suitability and feasibility of the program to enhance digital leadership of school administrators under the secondary educational service area office Kalasin were in the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมายดังนี้ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบวิธีผสม แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ กลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการสถานศึกษา/ครูโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ จำนวน 369 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิและใช้ขนาดของสถานศึกษาเป็นหน่วยของการสุ่ม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษาหรือรองผู้บริหารสถานศึกษา 1 คน และครูหัวหน้ากลุ่มสาระหรือครูหัวหน้าฝ่ายงาน 1 คน จากโรงเรียนที่มีแนวปฏิบัติที่ดี ใช้วิธีการเลือกแบบเจาะจงจาก 3 โรงเรียน รวมผู้ที่ให้ข้อมูลทั้งสิ้นจำนวน 6 คน และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม จำนวน 9 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความสอดคล้อง สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน สัมประสิทธิ์แอลฟาของครอนบาค ค่าดัชนีจัดเรียงลำดับความสำคัญของความต้องการจำเป็น (PNImodified)

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด และลำดับความสำคัญของความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ เรียงลำดับความสำคัญของความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การรู้และใช้ดิจิทัล การมีวิสัยทัศน์ดิจิทัล และการสื่อสารและจริยธรรมดิจิทัล ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา แบ่งออกเป็น 3 Module ได้แก่ Module 1 การมีวิสัยทัศน์ดิจิทัล Module 2 การรู้และใช้ดิจิทัล Module 3 การสื่อสารและจริยธรรมดิจิทัล 4) หลักการพัฒนาแบบ 70-20-10 วิธีพัฒนา ประกอบด้วย การฝึกอบรมเชิงปฏิบัติการ การปฏิบัติงานจริง และการศึกษาด้วยตนเอง 5) การประเมินผลโปรแกรม ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ พบว่า มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
