The Student Care and Support System Operation Model through Deming Cycle for Schools under the Loei Primary Educational Service Area Office 1

Abstract

The research aimed to 1) Study a present, desirable characteristic and the priority needs the Student Care and Support System Operation for Schools under the Loei Primary Educational Service Area Office 1 2) Set the Student Care and Support System Operation Model through Deming Cycle for Schools under the Loei Primary Educational Service Area Office 1. By stratified sampling, there were 164 samples of administrators and student care and support system head teachers. The group of respondents in the interview were: 6 administrators and student care and support system head teachers and 7 experts in focus group by purposive sampling. Instruments used in data questionnaire the Student Care and Support System Operation, interview form the Best Practice, focus group form, and questionnaire on suitability and feasibility the Student Care and Support System Operation Model through Deming Cycle for Schools under the Loei Primary Educational Service Area Office 1. Statistics used in data analysis are percentage, mean and standard deviation and Priority Needs Index by PNImodified.

The results were as follows:

1. The current circumstances the Student Care and Support System Operation for Schools under the Loei Primary Educational Service Area Office 1 with the whole picture were at medium level, The desirable characteristics the Student Care and Support System Operation for Schools under the Loei Primary Educational Service Area Office 1 with the whole picture were at highest level, : Individual Analysis, Students classification, Students promotion, Prevention and problem solving and Transfer respectively.

2. The Student Care and Support System Operation Model through Deming Cycle for Schools under the Loei Primary Educational Service Area Office 1, consist: 1) Principles, 2) objectives, 3) The content of the model has 5 units: Individual Analysis, Students classification, Students promotion, Prevention and problem solving and Transfer respectively, 4) Operation process consist: Plan, Do, Check and Act, 5) Evaluation and 6) Conditions for success, The suitability and feasibility assessment were at the highest level.

การวิจัยนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 2) สร้างรูปแบบการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนโดยใช้แนวคิดวงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครูหัวหน้างานระบบดูแลช่วยเหลือนักเรียน จำนวน 164 คน ได้มาโดยการสุ่มแบบแบ่งชั้น และกลุ่มผู้ให้ข้อมูลในสัมภาษณ์ ได้แก่ ผู้บริหารสถานศึกษา และครูหัวหน้างานระบบดูแลช่วยเหลือนักเรียน จำนวน 6 คน และ ผู้ทรงคุณวุฒิในการสนทนากลุ่ม จำนวน 7 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ ได้แก่ แบบสอบถามการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนในสถานศึกษา แบบสัมภาษณ์โรงเรียนที่มีวิธีปฏิบัติที่ดี (Best Practice) แบบบันทึกการสนนากลุ่ม และแบบสอบถามความเหมาะสมและความเป็นไปได้ของรูปแบบการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนโดยใช้แนวคิดวงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สถิติที่ใช้ ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 อยู่ในระดับมากที่สุด ลำดับความต้องการจำเป็น ด้านการรู้จักนักเรียนเป็นรายบุคคล ด้านการคัดกรองนักเรียน ด้านการส่งเสริมนักเรียน ด้านการป้องกันและแก้ปัญหา และด้านการส่งต่อ ตามลำดับ

2. รูปแบบการดำเนินงานตามระบบดูแลช่วยเหลือนักเรียนโดยใช้แนวคิดวงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 ประกอบด้วย 6 ส่วน ดังนี้ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาของรูปแบบ มี 5 หน่วย ได้แก่ การรู้จักนักเรียนเป็นรายบุคคล การคัดกรองนักเรียน การส่งเสริมนักเรียน การป้องกันและแก้ปัญหา และการส่งต่อ 4) กระบวนการดำเนินงาน ประกอบด้วย ขั้นเตรียมการ ขั้นดำเนินการ ขั้นตรวจสอบ และขั้นปรับปรุงพัฒนา 5) การประเมินผล และ 6) เงื่อนไขความสำเร็จ ผลการประเมินความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
