The Program Development to Enhance Teacher Leadership in Schools under Kalasin Secondary Education Service Area Office

Abstract

This research aims to study 1) The current state, desirable state, and the needs of teacher leadership in schools under Kalasin Secondary Education Service Area Office. 2) The Program Development to Enhance Teacher Leadership in schools under Kalasin Secondary Education Service Area Office. The research and development methodology consists of 2 phases. Phase 1 is to study the current states, desirable states and the needs of teacher leadership in schools under Kalasin Secondary Education Service Area Office . The research sample is 322 The sample size is determined based on Krejcie and Morgan Formula which the confidence interval is 95% and a 5% error rate is acceptable (Srisa-ard and others, 2015). Then, the number is compared through the Rule of Three. And selected by proportional Stratified Random Sampling to the school size then determined by the population size, respectively. Questionnaire and assessments are used to collect the data as the research instrument. The data is analyzed by statistical analysis which provide information in the form of frequencies, percentage, mean, standard deviation, and priority needs index. Additionally, Phase 2 is to develop a program enhancing teacher leadership in schools. The informants of the study are 5 qualified professionals. The evaluation form is used as the research instrument to collect the data. The statistics are used to analyze the data are mean and standard deviation.

The research findings were as follows:

1. The overall result of the current state of teacher leadership in schools under Kalasin secondary education service area office substances was at a high level. The overall result of the desirable state of teacher leadership in schools under Kalasin secondary education service area office substances was at the highest level. Arranging the priority needs by descending order revealed respectively as, Change leadership, Self development and friends, Participation in development, Teaching leadership.

2. The Program Development to Enhance Teacher Leadership in schools under Kalasin Secondary Education Service Area Office was comprised of the principle, objectives, contents, method of operation and measurement and evaluation. consists of 4 modules. 1) Modules of Self development and friends. 2) Modules of Participation in Development. 3) Modules of Teaching leadership. 4) Modules of Change leadership. Overall, it is appropriate and feasible at the high level. Overall, the level of satisfaction was high (x̅ = 4.13) and the probability of the program was at the high level (x̅ = 4.36).

การวิจัยครั้งนี้มีความมุ่งหมาย 1. เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ 2. เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยการวิจัยแบ่งเป็น 2 ระยะ ดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยสอบถามจากกลุ่มตัวอย่าง จำนวน 322 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan ที่ระดับความเชื่อมั่น 95% โดยยอมให้เกิดความคลาดเคลื่อน .05 (อรนุช ศรีสะอาด และคณะ, 2558) แล้วทำการเทียบบัญญัติไตรยางศ์ และใช้วิธีการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้นตามสัดส่วน (Proportional Stratified Random Sampling) โดยใช้ขนาดของโรงเรียนเป็นชั้นในการสุ่ม จากนั้นกำหนดสัดส่วนตามจำนวนของประชากร เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสอบถาม และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏ ดังนี้

1. สภาพปัจจุบันของภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ อยู่ในระดับมาก สภาพที่พึงประสงค์ของภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา อยู่ในระดับมากที่สุด และระดับความต้องการจำเป็นในการพัฒนาเรียงลำดับจากค่าเฉลี่ยสูงสุดไปต่ำสุดคือ ด้านการเป็นผู้นำการเปลี่ยนแปลง ด้านการพัฒนาตนเองและเพื่อนครู ด้านการมีส่วนร่วมในการพัฒนา และด้านการเป็นผู้นำด้านการสอน

2. โปรแกรมเสริมสร้างภาวะผู้นำครูในสถานศึกษาโรงเรียนมัธยมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษากาฬสินธุ์ มีองค์ประกอบมี 5 ส่วน ดังนี้ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการดำเนินการ 5) การวัดและประเมินผล โปรแกรมประกอบด้วย 4 โมดูล ดังนี้ 1) โมดูลด้านการพัฒนาตนเองและเพื่อนครู 2) โมดูลด้านการเป็นผู้นำการเปลี่ยนแปลง 3) โมดูลด้านการเป็นผู้นำด้านการสอน และ4) โมดูลด้านการมีส่วนร่วมในการพัฒนา โดยรวมมีความเหมาะสมอยู่ในระดับมาก ค่าเฉลี่ยโดยรวมเท่ากับ 4.13 และมีความเป็นไปได้อยู่ในระดับมาก ค่าเฉลี่ยโดยรวมเท่ากับ 4.36
