GUIDELINES FOR CULTURAL RESOURCE MANAGEMENT AS LEARNING SOURCE AND RELIGIOUS TOURISM: A CASE STUDY OF PHU PO MUANG KALASIN AND SAHATSAKHAN DISTRICT, KALASIN PROVINCE

Abstract

This study utilized a qualitative case study to investigate contexts and cultural resources and guidelines for cultural resource management at Phu Po. Structured interviews were used with 24 participants as a workshop with 20 related persons was organized as part of the data collection procedures. The data were analyzed and presented in the form of descriptive analysis.

The findings indicated that the physical space of Phu Po includes two districts, namely Kalasin and Sahatsakhan. A total number of seven communities are regarded as important places where famous for lifestyles, community profiles, and cultural traditions of the communities are embedded with particular reference to the festivals of the sixth lunar month. Cultural resources at Phu Po comprise three major areas including physical space sacred space and cultural space. Physical space comprises Phu Po area of these seven communities and Intharapratanporn temple. Sacred space comprises two reclining Buddhas, Pra Rod Cave, Pra Cave, Mad Cave, Hin Yaek Cave, Buddha’s hand, sacred pond and etc. Cultural space includes the areas and the periods of the festivals of the sixth lunar month of these seven communities. The festivals comprise water rituals, gilding of the two reclining Buddhas, sacrifice, taking vows, and shooting a rocket for predictions. The guidelines for cultural resource management at Phu Po involve management of physical space, management of sacred space, management of cultural space, management of cultural resource at Phu Po as a learning source, and management of cultural resource as religious attractions. These guidelines for management should include collaboration among departments of community, government, and private sectors.

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาบริบทและทรัพยากรทางวัฒนธรรมในพื้นที่ภูปอและศึกษาแนวทางการจัดการทรัพยากร ทางวัฒนธรรมในพื้นที่ภูปอ เป็นการศึกษาเชิงคุณภาพ โดยใช้แบบสัมภาษณ์แบบมีโครงสร้าง จากกลุ่มตัวอย่าง จำนวน 24 คน และการประชุมเชิงปฏิบัติการร่วมกับผู้มีส่วนเกี่ยวข้อง จำนวน 20 คน นำข้อมูลมาวิเคราะห์เนื้อหาแล้วนำเสนอเชิงพรรณนาวิเคราะห์

ผลการศึกษาพบว่า ภูปอมีพื้นที่ทางกายภาพทั้งในส่วนของอำเภอเมืองกาฬสินธุ์และอำเภอสหัสขันธ์ โดยมีชุมชนจำนวน 7 แห่ง ที่มีความสำคัญกับภูปอด้านมีวิถีชีวิต ประวัติชุมชนและประเพณีวัฒนธรรมของชุมชนทั้ง 7 แห่ง ซึ่งมีความสำคัญเกี่ยวข้องกับภูปอคือ ประเพณีบุญเดือน 6 ส่วนทรัพยากรทางวัฒนธรรมในพื้นที่ภูปอ แบ่งออกเป็น 3 ส่วน คือ 1) พื้นที่ทางกายภาพ เป็นพื้นที่ภูปอ ชุมชนทั้ง 7 แห่ง และวัดอินทรประทานพร 2) พื้นที่ศักดิ์สิทธิ์ ประกอบด้วย พระพุทธไสยาสน์ทั้งสององค์ ถ้ำพระรอด ถ้ำพระ ถ้ำหมัด ถ้ำหินแยก รอยพระพุทธหัตถ์ บ่อน้ำศักดิ์สิทธิ์ เป็นต้น และ 3) พื้นที่ทางวัฒนธรรม คือพื้นที่และช่วงเวลาของการจัดประเพณีบุญเดือน 6 ของชุมชนทั้ง 7 แห่ง โดยมีพิธีกรรมสรงน้ำและปิดทององค์พระพุทธไสยาสน์ทั้งสององค์ ร่วมทั้งการบวงสรวง การบนบาน และการจุดบั้งไฟเสี่ยงทาย สำหรับแนวทางในการจัดการทรัพยากรทางวัฒนธรรมในพื้นที่ภูปอ แบ่งออก เป็น 5 ส่วน คือ แนวทางการจัดการพื้นที่ทางกายภาพ แนวทางการจัดการพื้นที่ศักดิ์สิทธิ์ แนวทางการจัดการพื้นที่ทางวัฒนธรรม แนวทางการจัดการทรัพยากรในพื้นที่ภูปอเพื่อเป็นแหล่งเรียนรู้ และแนวทางการจัดการทรัพยากรทางวัฒนธรรมเพื่อเป็นแหล่งท่องเที่ยวเชิงศาสนา ซึ่งแนวทางการจัดการทั้งหมดควรมีส่วนร่วมกับหน่วยงานทั้งในระดับชุมชน ภาครัฐ และเอกชน
