The Development Guideline of Standard Criteria of Child Development Centers under the Local Government Organization, Nakhon Ratchasima Province

Abstract

The objective of this research were to study the current situation and desirable condition to the standard criteria of child development centers under the local government organization, Nakhon Ratchasima province. And study the development guideline of standard criteria of child development centers under the Local government organization, Nakhon Ratchasima province. The research process had 2 phases. In the first phase, studied the current condition desirable condition for the standard criteria of child development centers. It is a survey research model. The tool of this research was the questionnaire and to analyze is used basic statistics. The second phase, The developed guideline of standard criteria of child development centers. It was a qualitative research by using interviews and group discussions. To analyze the data was analysis the content.

Research finding were as follows :

1. The current condition of the operates of child development centers. It were as follows : The academic and organizing activities of curriculum standard had high level. The desirable condition. It were as follows : The building, the ground,the environment and safe zone standard had highest level. For priority need index modified (PNImodified) by ordering according to the standard level form high to low follows : The building, the ground,the environment and safe zone standard, The academic and organizing activities of curriculum standard, The cooperation and supporting for social standard, The personnel standard, The supporting network of child development centers standard and The management of child development centers standard.

2. The developed guideline of standard criteria of child development centers consisted of 4 components as follows : 1) concepts and principles 2) objective 3) Methods. There were guideline for methods, which classified according to standards as follows : 3.1) there were 1 indicators and 7 guidelines in the management of child development centers standard 3.2) there were 1 indicators and 13 guidelines in the personnel standard 3.3) there were 1 indicators and 10 guidelines in the building, the ground, the environment and safe zone standard 3.4) there were 1 indicators and 7 guidelines in the academic and organizing activities of curriculum standard 3.5) there were 1 indicators and 8 guidelines in the cooperation and supporting for social standard 3.6) there were 1 indicators and 7 guidelines in the supporting network of child development centers standard. It impelled administration by using Deming Cycle (PDCA), and 4) the conditions form, for the assessment guideline, it was found that the overall suitability and the possibility of using at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การดำเนินของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา และเพื่อพัฒนาแนวทางการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดนครราชสีมา การดำเนินการวิจัยมี 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นจังหวัดนครราชสีมา เป็นการวิจัยเชิงสำรวจ ใช้แบบสอบถามเป็นเครื่องมือ และวิเคราะห์โดยใช้สถิติพื้นฐาน ระยะที่ 2 พัฒนาแนวทางการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในจังหวัดนครราชสีมา เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการสัมภาษณ์และวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยปรากฏ ดังนี้

1. สภาพปัจจุบันของการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น พบว่า มาตรฐานวิชาการและการจัดกิจกรรมตามหลักสูตร มีค่าเฉลี่ยสูงที่สุดและอยู่ในระดับมาก สภาพที่พึ่งประสงค์ของการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก พบว่า มาตรฐาน อาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มีค่าเฉลี่ยสูงที่สุดและอยู่ในระดับมากที่สุด ส่วนดัชนีความต้องการจำเป็น เรียงลำดับมาตรฐานจากมากไปน้อย ดังนี้ มาตรฐานอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มาตรฐานวิชาการและการจัดกิจกรรมตามหลักสูตร มาตรฐานการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน มาตรฐานบุคลากร มาตรฐานการส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย และมาตรฐานการบริหารจัดการศูนย์พัฒนาเด็กเล็ก

2. การพัฒนาแนวทางการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นจังหวัดนครราชสีมา มีองค์ประกอบ 4 องค์ประกอบ ได้แก่ 1) แนวคิดและหลักการ 2) วัตถุประสงค์ 3) วิธีการดำเนินการ ซึ่งวิธีการดำเนินการจำแนกตามาตรฐาน ได้แก่ 3.1) มาตรฐานการบริหารจัดการศูนย์พัฒนาเด็กเล็ก มี 1 ตัวบ่งชี้ 7 แนวทาง 3.2) มาตรฐานบุคลากร มี 1 ตัวบ่งชี้ 13 แนวทาง 3.3) มาตรฐานอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มี 1 ตัวบ่งชี้ 10 แนวทาง 3.4) มาตรฐานวิชาการและการจัดกิจกรรมตามหลักสูตร มี 1 ตัวบ่งชี้ 7 แนวทาง 3.5) มาตรฐานการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน มี 1 ตัวบ่งชี้ 8 แนวทาง 3.6) มาตรฐานการส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย มี 1 ตัวบ่งชี้ 7 แนวทาง และ 4) เงื่อนไขและความสำเร็จ ส่วนผลการประเมินแนวทาง พบว่า โดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
