Program Enhance Leadership for Teachers under the Secondary Educational Service Area Office Mahasarakham

Abstract

The objectives of this research were 1. to study the current conditions, desirable conditions, and the needs of enhance leadership for teachers under the Secondary Educational Service Area Office Mahasarakham. 2. to design and evaluate program enhance leadership for teachers under the Secondary Educational Service Area Office Mahasarakham. The research methodology consisted of 2 phases as follow ; phase 1 was the study of current conditions, desirable conditions, and the needs of enhance leadership for teachers under the Secondary Educational Service Area Office Mahasarakham. The sample group was teachers amount 323 people under the Secondary Educational Service Area Office Mahasarakham and found by Stratified random sampling method and school size as a unit of randomness. Research instrument was a questionnaire. Phase 2 was design and evaluate program enhance leadership for teachers under the Secondary Educational Service Area Office Mahasarakham. The informants were school administrators or deputy school administrators amount 3 person and head of department or the chief of administration subdivision amount 3 person totally 6 people finding by purposive sampling. Moreover, there were 7 experts who assessed the suitability and feasibility of the program finding by purposive sampling. The research instruments were semi-structured interview and the assessment of suitability and feasibility of the program. The statistics that used for data analysis were frequency, percentage, mean, standard deviation, Index of Item Objective Congruence, Pearson Product–Moment Correlation Coefficients, Cronbach's alpha coefficient; α and Priority Needs Index (PNImodified).

The research results found that ;

1. The overall current condition of leadership for teachers was in the high level. Moreover, the desirable conditions of leadership for teachers was in the highest level and the priority of needs on enhancing leadership for teachers under the Secondary Educational Service Area Office Mahasarakham was sorted in descending order including self development and fellow teachers, teaching role model, being a change leader and participation in development, respectively.

2. Program Enhance Leadership for Teachers under the Secondary Educational Service Area Office Mahasarakham consisted of 1) principle 2) objectives 3) content and activities which divided into 4 modules : module 1 self development and fellow teachers, module 2 participation in development, module 3 teaching role model, module 4 being a change leader. 4) the developing principals as 70-20-10 model. Developing methods consisted of training and seminars, workshop and practical work. 5) program evaluation. The assessment of suitability and feasibility of program enhance leadership for teachers under the Secondary Educational Service Area Office Mahasarakham result found suitability in the level and feasibility in the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมายดังนี้ 1. เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 2. เพื่อออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบวิธีผสม แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง ได้แก่ ครู สังกัดสำนักงานเขตพื้นการศึกษามัธยมศึกษามหาสารคาม จำนวน 323 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิและใช้ขนาดของสถานศึกษาเป็นหน่วยของการสุ่ม เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา 3 คน และครูหัวหน้าฝ่ายบริหารงานหรือครูหัวหน้ากลุ่มสาระ จำนวน 3 คน ใช้วิธีการเลือกแบบเจาะจง รวมผู้ที่ให้ข้อมูลทั้งสิ้นจำนวน 6 คน และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม จำนวน 7 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีความสอดคล้อง สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน สัมประสิทธิ์แอลฟาของครอนบาค ค่าดัชนีจัดเรียงลำดับความสำคัญของความต้องการจำเป็น (PNImodified)

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของของภาวะผู้นำของครูโดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของภาวะผู้นำของครูโดยรวมอยู่ในระดับมากที่สุด และลำดับความสำคัญของความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม เรียงลำดับความสำคัญของความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การพัฒนาตนเองและเพื่อนครู การเป็นแบบอย่างทางการสอน การเป็นผู้นำการเปลี่ยนแปลง และการมีส่วนร่วมในการพัฒนา ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา มหาสารคาม ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาและกิจกรรม แบ่งออกเป็น 4 Module ได้แก่ Module 1 การพัฒนาตนเองและเพื่อนครู Module 2 การมีส่วนร่วมในการพัฒนา Module 3 การเป็นแบบอย่างทางการสอน Module 4 การเป็นผู้นำการเปลี่ยนแปลง 4) วิธีพัฒนา ประกอบด้วย การฝึกอบรมและสัมมนา การประชุมเชิงปฏิบัติการ และการปฏิบัติงานจริง โดยจัดกิจกรรมตามหลักการพัฒนาแบบ 70-20-10 5) การวัดประเมินผลโปรแกรม ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่ามีความเหมาะสมอยู่ในระดับมากและความเป็นไปได้อยู่ในระดับมากที่สุด
