Effects of Materials Management Strategy on Operational Efficiency of Higher Education Institutions in Thailand

Abstract

Educational institutes can proceed with their missions successfully. They must depend on many resources and materials to assist the operation to achieve their predetermined goals and objectives to save time and resources. Therefore, the higher education institutes must have materials management strategies to be able to obtain resources and materials for increasing the operational efficiency. Therefore, the study on effects of materials management strategy on operational efficiency of higher education institutes in Thailand was conducted. The data were collected from 96 executive Materials or 77.42% of procurement departments in higher education institutes in Thailand by using a questionnaire form as the tool. The statistics used in data analysis consisted of F-test (ANOVA and MANOVA), multiple correlation analysis, simple regression analysis, and multiple regression analysis.

The results of the study showed that the executive Materials of the procurement departments of the higher education institutes in Thailand viewed the overall materials management strategy and in each aspect at a high level, namely requirement determination materials, procurement materials, use and storage materials, control materials, and disposal materials. They opined about the overall operational efficiency and in each aspect at a high level, namely outcome, operational cost, and timeliness work success.

The executive Materials of the procurement departments of the higher education institutes in Thailand with different type of institutes had their opinions on materials management strategy in terms of disposal materials differently.

The executive Materials of the procurement departments of the higher education institutes in Thailand with different open periods such as private universities, government universities, and Rajabhat universities viewed the materials management strategy in terms of disposal materials at a higher level than autonomous universities.

From the analysis of relation and effects, it was found that 1) the materials management strategy regarding procurement materials had the relation and positive effects on the overall operational performance in terms of timeliness work success, and 2) the materials management strategy regarding disposal materials possessed the relation and positive effects on the overall operational performance in terms of outcome and operational cost.

In summary, the materials management strategy had the relation and positive effects on the operational performance of the higher education institutes in Thailand. Thus, the executive Materials of the procurement departments should utilize the information gained from this research to use as database in planning and operating the works in the departments in the higher education institutes in Thailand and also use the results as the guidelines for developing the efficiency of the materials management to succeed in their operations sustainably in the future.

การที่สถานศึกษาจะสามารถดำเนินงานตามภารกิจได้อย่างประสบความสำเร็จนั้นจำเป็นต้องมีทรัพยากรปัจจัยต่างๆ เพื่อช่วยให้การบริหารงานบรรลุเป้าหมายและวัตถุประสงค์ที่ตั้งไว้ โดยประหยัดทั้งเวลาและทรัพยากร ดังนั้นสถาบันอุดมศึกษาจึงจำเป็นต้องมีกลยุทธ์ในการบริหารงานพัสดุเพื่อให้ได้มาซึ่งทรัพยากรและปัจจัยต่างๆในการเพิ่มประสิทธิภาพการดำเนินงาน ดังนั้น ผู้วิจัยจึงสนใจศึกษาวิจัยผลกระทบของกลยุทธ์การบริหารพัสดุที่มีต่อประสิทธิภาพการดำเนินงานของสถาบันอุดมศึกษาในประเทศไทย โดยทำการเก็บรวบรวมข้อมูลจากผู้บริหารงานพัสดุของสถาบันอุดมศึกษาในประเทศไทย จำนวน 96 คน คิดเป็นร้อยละ 77.42 และใช้แบบสอบถามเป็นเครื่องมือ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ F-test (ANOVA และ MANOVA) การวิเคราะห์สหสัมพันธ์แบบพหุคูณ การวิเคราะห์การถดถอยอย่างง่าย และการวิเคราะห์ความถดถอยแบบพหุคูณ

ผลการวิจัยพบว่า ผู้บริหารงานพัสดุของสถาบันอุดมศึกษาในประเทศไทย มีความคิดเห็นด้วยเกี่ยวกับกลยุทธ์การบริหารพัสดุโดยรวม และรายด้าน อยู่ในระดับมาก ได้แก่ ด้านการสำรวจความต้องการใช้พัสดุ ด้านการจัดหาพัสดุ ด้านการใช้พัสดุและการจัดเก็บพัสดุ ด้านการควบคุมพัสดุ และด้านการจำหน่ายพัสดุ และผู้บริหารงานพัสดุของสถาบันอุดมศึกษาในประเทศไทย มีความคิดเห็นด้วยเกี่ยวกับประสิทธิภาพในการดำเนินงานโดยรวม และรายด้าน อยู่ในระดับมาก ได้แก่ ด้านผลการดำเนินงาน ด้านต้นทุนในการดำเนินงาน และด้านการดำเนินงานสำเร็จทันเวลา

ผู้บริหารงานพัสดุของสถาบันอุดมศึกษาในประเทศไทย ที่มีประเภทของสถาบันอุดมศึกษา แตกต่างกัน มีความคิดเห็นด้วยเกี่ยวกับกลยุทธ์การบริหารพัสดุ ด้านการจำหน่ายพัสดุ แตกต่างกัน

ผู้บริหารงานพัสดุของสถาบันอุดมศึกษาในประเทศไทย ที่มีระยะเวลาที่เปิดดำเนินแตกต่างกัน เป็น มหาวิทยาลัยเอกชัน มหาวิทยาลัยของรัฐ และมหาวิทยาลัยราชภัฏ มีความคิดเห็นด้วยเกี่ยวกับกลยุทธ์การบริหารพัสดุ ด้านการจำหน่ายพัสดุ มากกว่า มหาวิทยาลัยในกำกับของรัฐ

จากการวิเคราะห์ความสัมพันธ์และผลกระทบ พบว่า 1) กลยุทธ์การบริหารพัสดุ ด้านการจัดหาพัสดุ มีความสัมพันธ์และผลกระทบเชิงบวกกับประสิทธิภาพการดำเนินงาน โดยรวม ด้านการดำเนินงานสำเร็จทันเวลา และ 2) กลยุทธ์การบริหารพัสดุ ด้านการจำหน่ายพัสดุ มีความสัมพันธ์และผลกระทบเชิงบวกกับประสิทธิภาพการดำเนินงาน โดยรวม ด้านผลการดำเนินงาน และด้านต้นทุนในการดำเนินงาน

โดยสรุป กลยุทธ์การบริหารพัสดุมีความสัมพันธ์และผลกระทบเชิงบวกกับประสิทธิภาพการดำเนินงานของสถาบันอุดมศึกษาในประเทศไทย ดังนั้น ผู้บริหารงานพัสดุจึงควรนำข้อสนเทศที่ได้จากการวิจัยครั้งนี้ไปใช้เป็นฐานข้อมูลในการวางแผนและปฏิบัติงานด้านการบริหารพัสดุของสถาบันอุดมศึกษาในประเทศไทย และใช้เป็นแนวทางในการพัฒนาประสิทธิภาพด้านการบริหารพัสดุ เพื่อให้ประสบความสำเร็จในการดำเนินงานอย่างยั่งยืนต่อไป
