Development Program to Enhance Academic Leadership of Teachers under Mahasarakham Primary Educational Service Area Office 3

Abstract

This research aimed 1) to investigate the current state, desirable state, and the needs for reinforcement towards teachers’ academic leadership under Mahasarakham Primary Educational Service Area Office 3 and 2) to design and assess the academic leadership program for teachers’ reinforcement under Mahasarakham Primary Educational Service Area Office 3. The research methodology was a mixed methods and consisted of two phases. The first phase was the study of the current state, desirable state, and the needs for reinforcement towards teachers’ academic leadership under Mahasarakham Primary Educational Service Area Office 3. The research sample was 292 school administrators and teachers from Mahasarakham Primary Educational Service Area Office 3 by using stratified random sampling. The research instrument used to collect the data was the questionnaire. The data was analyzed by statistical analysis which provided information in the form of percentage, mean, standard deviation, and priority needs index. The second phase was the design and the assessment on the academic leadership program for teachers’ reinforcement. The informants of the study were 5 qualified professionals from purposive sampling. The research instruments were semi-structured interview and the evaluation form on the appropriateness and the possibility of the program. The data was analyzed by statistical analysis which provided information in the form of percentage, mean, and standard deviation.

The research findings were as follows:

1. The overall result of the current state towards the teachers’ academic leadership was at a medium level and the overall result of the desirable state towards the teachers’ academic leadership was at the highest level. Additionally, having considered the priority needs index reveled the priority needs by descending order, namely the participatory development, the development on educational innovation and technology, the curriculum development, and the establishment of community relationship, respectively.

2. The academic leadership program for teachers’ reinforcement under Mahasarakham Primary Educational Service Area Office 3 consisted of 1) the principles of the program, 2) the objectives of the program, 3) the procedures of the program which consisted of the workshop, the observation activity, and the practical work designed based on 70:20:10 model in development, 4) the content which concerned (1) the curriculum development, (2) self and teacher-professional development, (3) the role model for learning management, (4) the participatory development, (5) the development on educational innovation and technology, and (6) the establishment of community relationship, and 5) the evaluation and assessment concerned the pre and post–comprehension assessment towards the academic leadership program for teachers’ reinforcement and the satisfaction survey of the development participants. The result of the assessment revealed that the level of appropriateness and possibility was at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 และ 2) ออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบผสานวิธี แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของครู กลุ่มตัวอย่าง ได้แก่ ครูและผู้อำนวยการสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 จำนวน 292 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู กลุ่มผู้ให้ข้อมูล ได้แก่ ครูต้นแบบด้านภาวะผู้นำทางวิชาการของครู จำนวน 3 คน และผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการของครูโดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการโดยรวมอยู่ในระดับมากที่สุด ส่วนค่าดัชนีความต้องการจำเป็น พบว่า ด้านที่มีค่าดัชนีความต้องการจำเป็นเรียงจากสูงไปหาต่ำ คือ ด้านการมีส่วนร่วมในการพัฒนา ด้านการพัฒนาสื่อนวัตกรรมและเทคโนโลยีทางการศึกษา ด้านการพัฒนาหลักสูตร ด้านการพัฒนาตนเองและเพื่อนครู ด้านการเป็นแบบอย่างด้านการจัดการเรียนรู้ และด้านการสร้างความสัมพันธ์กับชุมชน ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 3 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ของโปรแกรม 3) วิธีดำเนินการพัฒนา ประกอบด้วย การอบรมเชิงปฏิบัติการ การศึกษาดูงาน และการปฏิบัติงานจริง โดยจัดกิจกรรมตามหลักการพัฒนาแบบ 70:20:10 4) เนื้อหากิจกรรม แบ่งออกเป็น 6 Module ได้แก่ Module 1 การพัฒนาหลักสูตร Module 2 การพัฒนาตัวเองและเพื่อนครู Module 3 การเป็นแบบอย่างด้านการจัดการเรียนรู้ Module 4 การมีส่วนร่วมในการพัฒนา Module 5 การพัฒนาสื่อนวัตกรรมและเทคโนโลยีทางการศึกษา และ Module 6 การสร้างความสัมพันธ์กับชุมชน 5) การวัดและประเมินผล การประเมินความรู้ ความเข้าใจ ก่อน–หลังการพัฒนา การประเมินความสามารถภาวะผู้นำทางวิชาการของครู และประเมินความพึงพอใจของผู้เข้าร่วมการพัฒนาผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม พบว่า อยู่ในระดับมากที่สุดทั้งสองรายการ
