The Development of Strategic Leadership Enhancement Programs for School Administrators of The Secondary Education Service Area Office Khonkaen

Abstract

The research aims to ; Study current conditions desirable condition and the need for strategic leadership of school administrators. under The Secondary Educational Service Area office Khon Kaen and Develop a program to enhance strategic leadership of school administrators under The Secondary Educational Service Area office Khon Kaen. The method of research and development was divided into 2 phases: Phase 1: a study of current conditions; Desirable Conditions and Necessary Needs of Strategic Leadership of School Administrators under The Secondary Educational Service Area office Khon Kaen. The sample group used in this research were 123 school administrators in Academic Year 2022 under The Secondary Educational Service Area office Khon Kaen. By using the table of Krejcie and Morgan (Boonchom Srisaard, 2010) obtained by using a stratified random sampling method. (Stratified Random Sampling). The tools used to collect data were questionnaires. The statistics used to analyze the data were mean, standard deviation. Phase 2 Development of a program to enhance strategic leadership of school administrators under The Secondary Educational Service Area office Khon Kaen. Information groups include : qualified person Evaluate the program for 5 people. The tools used to collect data were assessment forms. The statistics used to analyze the data were mean, standard deviation.

The research results were as follows:

1. The current state of strategic leadership of educational institution administrators in three aspects was at a moderate level. Organizational Orientation As for the desirable state of strategic leadership of school administrators. Overall, it was at the highest level. The aspect with the highest average was the aspect of Strategy implementation. The need for developing strategic leadership of school administrators are descending order, Strategy implementation, organization direction strategic thinking.

2. Strategic Leadership Promotion Program for School Administrators Under the Khon Kaen Secondary Educational Service Area Office, it consists of 3 modules: Module 1 Organizational Direction, Module 2 Strategic Thinking and Module 3 Implementation of Strategies. The results of the overall program evaluation were appropriate at a high level. and has the highest level of possibility.

การศึกษาครั้งนี้มีความมุ่งหมาย เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น และพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ปีการศึกษา 2565 จำนวน 123 คน โดยการใช้ตารางของ Krejcie และ Morgan (บุญชม ศรีสะอาด, 2553) ได้มาโดยใช้วิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บข้อมูล คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มผู้ให้ข้อมูลได้แก่ ผู้ทรงคุณวุฒิประเมินโปรแกรม 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฎดังนี้

1. สภาพปัจจุบันของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวม 3 ด้านอยู่ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการกำหนดทิศทางองค์การ ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการนำกลยุทธ์ไปปฏิบัติ และความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา เรียงลำดับตามความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การนำกลยุทธ์ไปปฏิบัติ การกำหนดทิศทางองค์การ และการคิดเชิงกลยุทธ์

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ประกอบด้วย 3 Module ได้แก่ Module 1 การกำหนดทิศทางองค์การ Module 2 การคิดเชิงกลยุทธ์และ Module 3 การนำกลยุทธ์ไปปฏิบัติ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมาก และมีความเป็นไปได้อยู่ในระดับมากที่สุด
