The Development of Student Care and Support System using Participatory Management of Schools under Chaiyaphum Primary Educational Service Area Office 2

Abstract

The purposes of this research was 1) To study the current conditions. The desirable conditions and needs of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2. and 2) To develop guidelines for the implementation of student care and support systems by using participatory management of schools under the Chaiyaphum Primary Educational Service Area Office 2. The research was divided into two phases. (1) To study the current conditions. Desirable conditions for the operation of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2. by using a questionnaire to collect data from a sample group of 354 administrators, teachers and Education Committees using the Krejcie and Morgan sample size table and Stratifed Random Sampling Technique. Then prioritize the necessary needs of the operation. (2) Guidelines for the implementation of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2. by studying and synthesizing the current and desirable conditions used to develop guidelines for the implementation of the Student Care and Support System from administrators and teachers by in-depth interviews with 3 best practice schools. Draft as a guideline for the development of a student care system and assess the guidelines by 5 experts. The research instruments were questionnaires, interviews and assessments. The statistics used for data analysis were percentage, mean and standard deviation.

The results of the research were as follows:

1. Current conditions, desirable conditions, and prioritization of the needs of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2. Overall current condition was at a high level. The highest mean is promoting students. Overall desirable condition was at the highest level. The highest mean is prevention and problem solving. The order of needs, the aspect with the most need is the forwarding.

2. Guidelines for the operation of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2, consists of 5 elements, 25 approaches, namely 1) knowing students individually, 5 approaches, 2) student screening, 5 approaches, 3) student support, 5 approaches, 4) prevention and problem solving, 5 approaches, and 5) Forwarding 5 approaches. The results of assessing the feasibility and feasibility of the development of the Student Care and Support System using participatory management of schools under Chaiyaphum Primary Educational Service Area Office 2. found that : The guidelines are appropriate and there is at the most level of overall possibilities. When considering each item, it was found that all approaches were appropriate. At the highest level, the same for all items. The aspect that is most appropriate is the aspect of promoting students. The feasibility of the overall approach was at the highest level. When considering each item, it was found that it was most likely the same for all items. The most likely aspect is student screening.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 และ 2) เพื่อพัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยใช้การบริหารแบบมีส่วนร่วม ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 เป็นการศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือผู้บริหาร ครู และคณะกรรมการสถานศึกษา จำนวน 354 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling Technique) จากนั้นจึงนำมาจัดลำดับความต้องการจำเป็น (PNImodifed) ของการดำเนินงาน ระยะที่ 2 แนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 โดยศึกษาและสังเคราะห์สภาพปัจจุบันและสภาพที่พึงประสงค์ที่ใช้พัฒนาแนวทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียนจากผู้บริหารและครู จากการสัมภาษณ์โรงเรียนที่มีวิธีปฏิบัติที่ดี (Best Practice) จำนวน 3 โรงเรียน ร่างเป็นแนวทางการพัฒนาระบบดูแลช่วยเหลือนักเรียน และประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่แบบสอบถาม แบบสัมภาษณ์และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน สภาพที่พึงประสงค์และจัดลำดับความต้องการของทางการดำเนินงานระบบดูแลช่วยเหลือนักเรียน โดยใช้การบริหารแบบมีส่วนร่วม ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 สภาพปัจจุบันโดยรวมอยู่ในระดับมาก (x̄ = 3.85) โดยด้านที่มีค่าเฉลี่ยสูงสุดคือ การส่งเสริมนักเรียน (x̄ = 4.11) สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด (x̄ = 4.67) โดยด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการป้องกันและแก้ไขปัญหา (x̄ = 4.79) และลำดับความต้องการจำเป็น (PNImodifed) ด้านที่มีความต้องการจำเป็นมากที่สุด คือ ด้านการส่งต่อ (PNImodifed = 0.38)

2. แนวทางการการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 ประกอบด้วย 5 องค์ประกอบ 25 แนวทาง ได้แก่ 1) ด้านการรู้จักนักเรียนเป็นรายบุคคล 5 แนวทาง 2) ด้านการคัดกรองนักเรียน 25 แนวทาง 3) ด้านการส่งเสริมนักเรียน 5 แนวทาง 4) ด้านการป้องกันและแก้ไขปัญหา 5 แนวทาง และ 5) ด้านการส่งต่อ 5 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของการดำเนินงานระบบดูแลช่วยเหลือนักเรียน ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 พบว่า แนวทางมีความเหมาะสม โดยรวมอยู่ในระดับมากที่สุด (x̄ = 4.85) เมื่อพิจารณารายข้อพบว่าทุกแนวทางมีความเหมาะสม อยู่ในระดับมากที่สุดเช่นเดียวกันทุกข้อ โดยด้านที่มีความเหมาะสมมากที่สุด คือ ด้านการส่งเสริมนักเรียน (x̄ = 4.88) ความเป็นไปได้ของแนวทางโดยรวมอยู่ในระดับมากที่สุด (x̄ = 4.75) เมื่อพิจารณารายข้อพบว่ามีความเป็นไปได้มากที่สุดเช่นเดียวกันทุกข้อ โดยด้านที่มีความเป็นไปได้มากที่สุด คือ ด้านการคัดกรองนักเรียน
