The Development of the Program to Enhance a Creative Leadership of School Administrators in the Secondary Educational Service Area Office Buriram

Abstract

The present study aimed 1) to investigate the current situations, desirable situations and needs of creative leadership of school administrators under the secondary educational service area office Buriram, 2) to design, construct and evaluate the program to enhance creative leadership of school administrators under the secondary educational service area office Buriram. The research divided into 2 phases; phase 1 was the investigation related to the current situations, desirable situations and needs of creative leadership of school administrators under the secondary educational service area office Buriram, the sample consisted of 350 school administrators and teachers in schools under the secondary educational service area office Buriram, selected by stratified random sampling technique.The data of needs were ordered using priorities needs index (PNImodified). The instrument used was 5 rating scales questionnaire with .991 and .978 of the reliability according to the current situations and the desirable situations questionnaire respectively. The statistics used were frequency, percentage, mean, standard deviation, and Cronbach's correlation coefficient. Phase 2 was the design, creation and evaluation of the program to enhance creative leadership of school administrators under the secondary educational service area office Buriram.The program was evaluated by 5 experts. The instruments used were interview form,the program’s feasibility and suitability assessment form.

The results of the study revealed that;

1) The current situations of creative leadership of school administrators overall rated in more level, the highest mean was individual consideration aspect, the desirable situations of creative leadership of school administrators overall rated in more level, the highest mean was imagination aspect, the needs of development creative leadership of school administrators could be ordered from the highest mean to the lowest as follows; vision, imagination, flexibility, creative thinking and individual consideration respectively.

2) The results of development the program to enhance creative leadership of school administrators under the secondary educational service area office Buriram comprised of 1) principle, 2) objectives, 3) contents, 4) development approaches, 5) learning materials and 6) evaluation and assessment. The contents of the program consisted of 5 modules; 1) vision, 2) flexibility, 3) imagination, 4) creative thinking and 5) individual consideration using personnel development method of 70: 20: 10. The result of suitability and feasibility assessment was rated in the most level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ 2) ออกแบบ สร้าง และประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยการวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ กลุ่มตัวอย่างได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 350 คน จากโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ ( Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตรประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นของแบบสอบถามทั้งฉบับสภาพปัจจุบันอยู่ที่ .991 และสภาพที่พึงประสงค์อยู่ที่ .987 สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบครอนบาคและวิเคราะห์หาดัชนีความต้องการจำเป็น(PNImodified) ระยะที่ 2 ออกแบบ สร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ โดยผู้ทรงคุณวุฒิจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์และแบบประเมินความเหมาะสมความเป็นไปได้ของโปรแกรม

ผลการวิจัยพบว่า

1. สภาพปัจจุบันภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวม 5 ด้าน อยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือการคำนึงถึงความเป็นปัจเจกบุคคล สภาพที่พึงประสงค์ภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ การมีจินตนาการ ส่วนลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ การมีวิสัยทัศน์ การมีจินตนาการ การมีความยืดหยุ่น การมีความคิดสร้างสรรค์และการคำนึงถึงความเป็นปัจเจกบุคคล

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาบุรีรัมย์ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) วิธีการพัฒนา 5) สื่อการเรียนรู้ และ 6) การวัดและประเมินผล เนื้อหาสาระ ประกอบด้วย 5 Module ได้แก่ Module 1 การมีวิสัยทัศน์ Module 2 การมีความยืดหยุ่น Module 3 การมีจินตนาการ Module 4 การมีความคิดสร้างสรรค์ และ Module 5 การคำนึงถึงความเป็นปัจเจกบุคคล ใช้วิธีการพัฒนาตามหลักการพัฒนาบุคลากรแบบ 70: 20: 10 ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมากที่สุด
