The Development of a Program to Enhance the Ethical Leadership Qualities of Teachers under the Supervision of the Secondary Educational Service Area Office Khonkaen

Abstract

The aims of this research were as follows: 1) to study the current qualities, the desired qualities, and the necessary requirements for enhancing the ethical leadership qualities of teachers under the supervision of the Secondary Educational Service Area Office Khonkaen, and 2) to develop a program to enhance the ethical leadership qualities of teachers under the supervision of the Secondary Educational Service Area Office Khonkaen by employing research and developmental methods. The study was conducted in two phases: Phase 1 involved studying the current qualities, the desired qualities, and the necessary requirements for enhancing the ethical leadership qualities of teachers under the Secondary Educational Service Area Office Khonkaen. The sample group, which was selected by stratified random sampling, consisted of 346 teachers and administrators under the supervision of the Secondary Educational Service Area Office Khonkaen. The research tool, which was utilized, was a rating scale questionnaire. In Phase 2, a program was developed to enhance the ethical leadership qualities of teachers under the supervision of the Secondary Educational Service Area Office Khonkaen, based on the best practices of six model schoolteachers and administrators. The program was created and evaluated by five qualified individuals, who had been purposively selected. The research methodology employed an assessment tool to evaluate the suitability and feasibility of the ethical leadership development program for teachers. The statistical analysis of the data consisted of frequencies, percentages, means, standard deviations, and the necessary index.

The research findings indicated the following:

1. Overall, the current state of the ethical leadership qualities of teachers was high. The most desirable state of the ethical leadership qualities of teachers was at the highest level. The necessary requirements of the ethical leadership qualities of teachers were ranked in descending order as follows: being effectiveness-oriented, being respectful, being public-minded, being fair, being responsible, and being honest.

2. The ethical leadership development program for teachers, under the supervision of the Secondary Educational Service Area Office Khonkaen, was comprised of 1) principles and importance, 2) objectives, 3) content, 4) developmental methods, and 5) evaluation & assessment. The program comprised six modules: Module 1: Fairness, Module 2: Honesty, Module 3: Responsibility, Module 4: Public-mindedness, Module 5: Effectiveness-orientation, and Module 6: Respect. Overall, the results of the program evaluation indicated a high suitability and the highest feasibility.

การวิจัยในครั้งนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นแบบปรับปรุงในการเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นแบบปรับปรุงในการเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มตัวอย่าง ได้แก่ ครูและผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น จำนวน 346 คน ได้มาโดยการการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น โดยศึกษาวิธีปฏิบัติที่เป็นเลิศจากครูและผู้บริหารโรงเรียนต้นแบบ จำนวน 6 คน สร้างโปรแกรม ประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็นแบบปรับปรุง

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงจริยธรรมของครู โดยรวมอยู่ในระดับมากและสภาพที่พึงประสงค์ของภาวะผู้นำเชิงจริยธรรมของครู โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นแบบปรับปรุงของภาวะผู้นำเชิงจริยธรรมของครู เรียงลำดับความต้องการจำเป็นแบบปรับปรุงจากมากไปหาน้อย ได้แก่ การมุ่งผลสัมฤทธิ์ ความเคารพ จิตสาธารณะ ความยุติธรรม ความรับผิดชอบ ความซื่อสัตย์สุจริต

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงจริยธรรมของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ประกอบด้วย 1) หลักการและความสำคัญ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล มี 6 โมดูล ประกอบด้วย โมดูล 1 ความยุติธรรม โมดูล 2 ความซื่อสัตย์สุจริต โมดูล 3 ความรับผิดชอบ โมดูล 4 จิตสาธารณะ โมดูล 5 การมุ่งผลสัมฤทธิ์ และ โมดูล 6 ความเคารพ ซึ่งผลการประเมินโปรแกรมโดยรวม มีความเหมาะสมอยู่ในระดับมากและความเป็นไปได้อยู่ในระดับมากที่สุด
