Guidelines for the Development of School-based Management for Educational Institutions under the Mahasarakham Secondary Educational Service Area Office

Abstract

This research aims to; 1) to study current conditions desirable and necessary conditions of the school-based administrative approach for educational institutions under the Mahasarakham Secondary Educational Service Area Office 2) To design, create guidelines and assess school-based management for educational institutions under the Mahasarakham Secondary Educational Service Area Office. the research method was divided into 2 phases: Phase 1 to study current conditions desirable and necessary conditions of the school-based administrative approach for educational institutions under the Mahasarakham Secondary Educational Service Area Office The sample group was school administrators teachers and committee of basic educational school institutions under the Mahasarakham Secondary Educational Service Area Office 2022, there were 327 people obtained by stratified random sampling. the questionnaire was used as a research tool. Phase 2 to study of the development of school-based management of educational institutions under the Mahasarakham Secondary Educational Service Area Office. Informants include experts with expertise. in terms of school-based administration in providing insights total of 5 people. by choosing a specific method The research tool was interview type. Assessment of the suitability and feasibility of school-based management approaches Statistical data in data analysis include mean value, standard deviation and demand index value.

Research findings :

1. the current state of school-based administration for educational institutions under the Mahasarakham Secondary Educational Service Area Office The overall level is moderate. the desirable condition of school-based administration for educational institutions under the Mahasarakham Secondary Educational Service Area Office. Overall, it was at the highest level. and the order of necessity in school administration as a base for educational institutions under the Mahasarakham Secondary Educational Service Area Office. Descending demand index value. namely 1) decentralization 2) participation 3) checks and balances. 4) the return of education to the people and 5) self-administration, respectively.

2. Guidelines for the development of school-based administration for schools under the Mahasarakham Secondary Educational Service Area Office found that it consisted of 5 elements: 1) decentralization 2) participation 3) checks and balances. 4) the return of education to the people and 5) self-administration for the results of assessing the consistency, suitability and feasibility of the school-based administrative approach for educational institutions under the Mahasarakham Secondary Educational Service Area Office. overall, it was at a high level. When considering each aspect, it was found that they were consistent, appropriate and equally high in all aspects.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของแนวทางการบริหารโดยใช้โรงเรียนเป็นฐาน สำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 2) เพื่อออกแบบสร้างแนวทาง และประเมินโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยใช้วิธีดําเนินการวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบันสภาพที่พึงประสงค์ และความต้องการพัฒนาการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง คือ ผู้บริหาร ครูผู้สอน และคณะกรรมการสถานศึกษาโรงเรียนมัธยมศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคามการศึกษา 2565 จํานวน 327 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ ใช้แบบสอบถามเป็นเครื่องมือที่ใช้ในการวิจัย ระยะที่ 2 ศึกษาแนวทางการดำเนินการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิที่เชี่ยวชาญในด้านการบริหารโดยใช้โรงเรียนเป็นฐาน ในการให้ข้อมูลเชิงลึก ทั้งสิ้นจำนวน 5 คน โดยวิธีเลือกแบบเจาะจง ครื่องมือที่ใช้ในการวิจัยคือแบบสัมภาษณ์ แบบประเมินความเหมาะสม และความเป็นไปได้ ของแนวทางการบริหารโดยใช้โรงเรียนเป็นฐาน สถิติในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจําเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันในของการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ในการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นในการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยเรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านหลักการกระจายอำนาจ ด้านหลักการมีส่วนร่วม ด้านหลักการคืนอำนาจจัดการศึกษาให้กับประชาชน ด้านหลักการตรวจสอบและถ่วงดุลและด้านหลักการบริหารตนเอง ตามลำดับ

2. แนวทางการการพัฒนาการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่า ประกอบไปด้วย 5 องค์ประกอบ ได้แก่ 1) หลักการกระจายอำนาจ 2) หลักการมีส่วนร่วม 3) หลักการตรวจสอบและถ่วงดุล 4) หลักการคืนอำนาจจัดการศึกษาให้กับประชาชนและ 5) หลักการบริหารตนเอง ส่วนผลการประเมินความสอดคล้องความเหมาะสม และความเป็นไปได้ของแนวทางการบริหารโดยใช้โรงเรียนเป็นฐานสำหรับสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ทุกด้านมีความสอดคล้อง ความเหมาะสม และความเป็นไปได้อยู่ในระดับมากเช่นเดียวกัน
