Development of Teacher Competency Strengthening Program of Active Learning Management under Mahasarakham Primary Educational Service Area Office 1

Abstract

The purposes of this study aimed to 1) investigate the current conditions, desirable conditions and needs of the development of teacher competency of active learning management under Mahasarakham Primary Educational Service Area Office 1 2) design and evaluate the development of teacher competency strengthening program of active learning management under Mahasarakham Primary Educational Service Area Office 1. The design of this study was mixed method which divided into 2 phrases. Phrase 1 was the study of the current conditions, desirable conditions and needs of the development of active learning management competency. The samples were 293 teachers under Mahasarakham Primary Educational Service Area Office 1 using the stratified random sampling technique. Phrase 2 were the design and evaluation of the development of teacher competency strengthening program of active learning management. The target groups consisted of 3 active learning management model teachers and 5 educational experts using purposive sampling. The instruments used to collect data were the questionnaire, semi-structured interview and the assessment of suitability and possibility of the program. The statistics used to analyze the data were percentage, average, standard deviation and PNImodified.

The research results revealed that:

1. The overall current conditions of active learning management was at a medium level. The overall desirable conditions were at the highest level. Having the needs of measurement and evaluation in active learning was the most required element, and usability and development of media and technology in active learning management, thinking -based and practice-based learning and active learning instructional design were required in order of priority.

2. The elements of development of teacher competency strengthening program of active learning management under Mahasarakham Primary Educational Service Area Office 1 consisted of 1) the principle, 2) the objectives, 3) the contents and activities; divided into 4 modules consisting of Module 1 active learning instructional design, Module 2 thinking-based and practice-based learning, Module 3 usability and development of media and technology in active learning management and Module 4 measurement and evaluation in active learning management. 4) the development processes consisted of training workshop, study visit and practicality experiences according to 70:20:10 model and 5) the program evaluation consisted of knowledge assessment, understanding before and after the development processes, active learning competency assessment and assessment of satisfaction. The contents Based on the expert evaluation results of program’s suitability and possibility were at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างสมรรถนะด้านจัดการเรียนรู้เชิงรุกของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 และ 2) ออกแบบ และประเมินโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบผสานวิธี แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างสมรรถนะด้านจัดการเรียนรู้เชิงรุก กลุ่มตัวอย่าง ได้แก่ ครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 จำนวน 293 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ ระยะที่ 2 การออกแบบ และประเมินโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก กลุ่มผู้ให้ข้อมูล ได้แก่ ครูต้นแบบด้านการจัดการเรียนรู้เชิงรุก จำนวน 3 คน และผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการจัดการเรียนรู้เชิงรุก โดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ของการจัดการเรียนรู้เชิงรุก โดยรวมอยู่ในระดับมากที่สุด ส่วนค่าดัชนีความต้องการจำเป็น พบว่า ด้านที่มีค่าดัชนีความต้องการจำเป็นสูงสุด คือ การวัดและประเมินผลการเรียนรู้เชิงรุก รองลงมาคือ การใช้และพัฒนาสื่อ เทคโนโลยีในการจัดการเรียนรู้เชิงรุก และการจัดกิจกรรมการเรียนรู้ที่เน้นทักษะการคิดและการปฏิบัติ ตามลำดับ ส่วนการออกแบบการเรียนรู้เชิงรุก มีค่าดัชนีความต้องการจำเป็นต่ำสุด

2. โปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาและกิจกรรม แบ่งออกเป็น 4 Module ได้แก่ Module 1 การออกแบบการจัดการเรียนรู้เชิงรุก Module 2 การจัดกิจกรรมการเรียนรู้ที่เน้นทักษะการคิดและการปฏิบัติ Module 3 การใช้และพัฒนาสื่อ เทคโนโลยีในการจัดการเรียนรู้เชิงรุก และ Module 4 การวัดและประเมินผลการเรียนรู้เชิงรุก 4) วิธีการพัฒนา ประกอบด้วย การอบรมเชิงปฏิบัติการ การศึกษาดูงาน และการปฏิบัติงานจริง โดยจัดกิจกรรมตามหลักการพัฒนาแบบ 70:20:10 และ 5) การประเมินผลโปรแกรม ประกอบด้วย การประเมินความรู้ ความเข้าใจ ก่อน-หลังการพัฒนา การประเมินความสามารถในการจัดการเรียนรู้เชิงรุก และการประเมินความพึงพอใจของผู้เข้าร่วมการพัฒนา ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม พบว่า อยู่ในระดับมากที่สุดทั้งสองรายการ
