Program to Enhance Innovative Leadership of Teachers in the Digital Era under Kalasin Primary Educational Service Area Office 1

Abstract

This research aimed ; 1) study current conditions, desirable conditions, and the needs to enhance innovative leadership of teachers in the digital era under the Kalasin Primary Educational Service Area Office 1. 2) to design, construct and evaluate the program to enhance innovative leadership of teachers in the digital era under the Kalasin Primary Educational Service Area Office 1. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance innovative leadership of teachers. The samples were 300 teachers under the Kalasin Primary Educational Service Area Office 1 selected through the stratified random sampling. The research instrument was scaling questionnaire. The discrimination of the questionnaire, the current conditions ranges from 0.719 to 0.938, and the desirable condition. It ranges from 0.306 to 0.752. The reliability current conditions and desirable conditions of the questionnaire were 0.993 and 0.936. Phase 2 was to design, construct and evaluate the program to enhance innovative leadership of teachers in the digital era. Evaluating the program by experts selected through the purposive sampling technique. The research instruments were interview form and evaluation form on appropriateness and possibility of the programs to enhance innovative leadership of teachers. The Data was analyzed by using percentage, mean, standard deviation and modified priority index.

The results showed that;

1. The current stage of the innovative leadership of Teachers was overall in the medium level. The highest average aspect was participation and teamwork. The desirable conditions of the innovative leadership of Teachers was overall in the highest level. The highest average aspect was the establishing an innovative organization. The needs assessment to the development of the innovative leadership of Teachers which ordered of the needs assessment from more to less were establishing an innovative organization, information technology using, creativity, vision and participation and teamwork.

2. The program to enhance innovative leadership of teachers in the digital era under Kalasin Primary Educational Service Area Office 1 consisted of 1) Principle 2) Objectives 3) Content 4) Activity 5) Measurement and evaluation. The content consisted of 5 modules: Module 1 vision, Module 2 creativity, Module 3 participation and teamwork, Module 4 establishing an innovative organization and Module 5 information technology using. The results of overall program evaluation were the highest level appropriate and the possibilities are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 และ 2) เพื่อออกแบบ สร้าง และประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยใช้โดยใช้วิธีดำเนินการวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล กลุ่มตัวอย่าง ได้แก่ ครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 จำนวน 300 คน ได้มาโดยการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตรประมาณค่า (Rating scale) มีค่าอำนาจจำแนกของแบบสอบถามสภาพปัจจุบันรายข้อตั้งแต่ 0.719 ถึง 0.938 และสภาพที่พึงประสงค์รายข้อมีค่าตั้งแต่ 0.306 ถึง 0.752 และมีค่าความเชื่อมั่นของแบบสอบถามสภาพปัจจุบัน และสภาพที่พึงประสงค์ เท่ากับ 0.993 และ 0.936 ตามลำดับ และระยะที่ 2 การออกแบบ สร้าง และประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ โดยวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยรวมอยู่ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการมีส่วนร่วมและการทำงานเป็นทีม ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม และความต้องการจำเป็นในการพัฒนาภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 เรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม ด้านการใช้เทคโนโลยี ด้านการมีความคิดสร้างสรรค์ ด้านการมีวิสัยทัศน์ และด้านการมีส่วนร่วมและการทำงานเป็นทีม

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของครูในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาสาระ 4) กระบวนการพัฒนา และ 5) การวัดและประเมินผล และเนื้อหาประกอบด้วย 5 Module ได้แก่ Module 1 ด้านการมีวิสัยทัศน์ Module 2 ด้านการมีความคิดสร้างสรรค์ Module 3 ด้านการมีส่วนร่วมและการทำงานเป็นทีม Module 4 ด้านการสร้างบรรยากาศแห่งองค์การนวัตกรรม และ Module 5 ด้านการใช้เทคโนโลยีสารสนเทศ ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
