The Program Development Competency in Learning Management During the New Normal of Enhancing Teachers Mahasarakham Primary Educational Service Area Office 2

Abstract

This research aimed 1) to investigate the current state, desirable state, and the needs for enhancing competency in learning management during the new normal of teachers under Mahasarakham Primary Educational Service Area Office 2 and 2) to design, establish and assess the program for enhancing competency in learning management during the new normal of teachers. The research methodology was a mixed-methods and consisted of two phases. The first phase was the study of the current state, desirable state, and the needs for enhancing competency in learning management during the new normal of teachers. The research sample was 307 teachers from Mahasarakham Primary Educational Service Area Office 2 by using stratified random sampling. The research instrument used to collect the data was the questionnaire. The second phase was the design, the establishment, and the assessment on the program for enhancing competency in learning management during the new normal of teachers. The informants of the study were 3 best practical teachers in terms of learning management during the new normal and 5 qualified professionals from purposive sampling. The research instruments were semi-structured interview and the evaluation form on the appropriateness and the possibility of the program. The data was analyzed by statistical analysis which provided information in the form of percentage, mean, and standard deviation.

The research findings were as follows:

1. The overall result of the current state towards the learning management during the new normal was at a medium level and the overall result of the desirable state towards the learning management during the new normal was at the highest level. Additionally, having considered the priority needs index reveled the priority needs by descending order, namely the model of learning management during the new normal, the teachers learning management during the new normal, the assessment of learning management during the new normal, and the curriculum for learning management during the new normal, respectively.

2. The Program Development Competency in Learning Management During the New Normal of Enhancing Teachers Mahasarakham Primary Educational Service Area Office 2 consisted of 1) the principles of the program, 2) the objectives of the program, 3) the content consisted of Module 1) the curriculum for learning management during the new normal, Module 2) the model for learning management during the new normal, Module 3) the teachers learning management during the new normal, and Module 4) the assessment of learning management during the new normal, 4) the program development processes consisted of workshop study visit and practice by organizing activities according to the principle of development 70:20:10, and 5) the four-module assessment which concerned The assessment of the program revealed that the level of appropriateness and possibility was at the high level.

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้ในยุคปกติใหม่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 และ 2) ออกแบบ และประเมินโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้ในยุคปกติใหม่ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบผสานวิธี แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างสมรรถนะด้านจัดการเรียนรู้ในยุคปกติใหม่ กลุ่มตัวอย่าง ได้แก่ ครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 จำนวน 307 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การออกแบบ สร้าง และประเมินโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้ในยุคปกติใหม่ กลุ่มผู้ให้ข้อมูล ได้แก่ ครูที่มีแนวปฏิบัติที่ดี ในการจัดการเรียนรู้ในยุคปกติใหม่ จำนวน 3 คน และผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการจัดการเรียนรู้ในยุคปกติใหม่ โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการจัดการเรียนรู้ในยุคปกติใหม่ โดยรวมอยู่ในระดับมาก ส่วนค่าดัชนีความต้องการจำเป็น พบว่าด้านที่มีค่าดัชนีความต้องการจำเป็นสูงสุด คือ ด้านรูปแบบการจัดการเรียนรู้ในยุคปกติใหม่ รองลงมา คือด้านครูผู้สอนจัดการเรียนรู้ในยุคปกติใหม่ และด้านการวัดและประเมินผลการจัดการเรียนรู้ในยุคปกติใหม่ ตามลำดับ ส่วนค่าดัชนีความต้องการจำเป็นต่ำสุด คือ ด้านหลักสูตรการจัดการเรียนรู้ในยุคปกติใหม่

2. โปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้ในยุคปกติใหม่ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา ประกอยด้วย 4 Module คือ Module 1 ด้านหลักสูตรการจัดการเรียนรู้ในยุคปกติใหม่ Module 2 ด้านรูปแบบการจัดการเรียนรู้ในยุคปกติใหม่ Module 3 ด้านครูผู้สอนจัดการเรียนรู้ในยุคปกติใหม่ และModule 4 ด้านการวัดและประเมินผลการจัดการเรียนรู้ในยุคปกติใหม่ 4) วิธีการพัฒนา ประกอบด้วย การอบรมเชิงปฏิบัติการ การศึกษาดูงาน และการปฏิบัติงานจริง โดยจัดกิจกรรมตามหลักการพัฒนาแบบ 70:20:10 และ 5) การวัดและประเมินผลโปรแกรม ส่วนผลการประเมินโปรแกรม พบว่า มีความเหมาะสมอยู่ในระดับมากและความเป็นไปได้อยู่ในระดับมากเช่นกัน
