Abstract

The research aims to 1. Study the current condition Desirable conditions and necessities of school administration based on the principles of good governance of extended schools 2. To develop guidelines for school administration based on the principles of good governance of schools to expand opportunities Under the Office of Khon Kaen Primary Educational Service Area 5, the research was divided into 2 phases: Phase 1 studied the current condition. The results of the research showed that :

To apply the rule of law in personnel management, educational institutions should always keep a database of knowledge, abilities and expertise of personnel. and appoint a committee to control the behavior according to the rules, regulations, rules and regulations. The principle of value for money is used in general administration by educational institutions should inspect the buildings and premises to support their use. and apply the principle of responsibility in budget management The school administrators promote responsibility for financial performance in educational institutions. The suitability and feasibility of the guidelines are at a high level.

การวิจัยมีความมุ่งหมายเพื่อ 1. ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลของโรงเรียนขยาย 2. เพื่อพัฒนาแนวทางการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลของโรงเรียนขยายโอกาส ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 5 โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลสำหรับโรงเรียนขยายโอกาส จากผู้บริหารสถานศึกษาและครู จำนวน 337 คน ตามตารางของเครซี่ และมอร์แกน เครื่องมือคือแบบสอบถาม โดยได้ค่าดัชนีความสอดคล้อง 0.60–1.00 ค่าอำนาจจำแนกรายข้อของแบบสอบถามสภาพปัจจุบัน คือ 0.22-0.54 และค่าความเชื่อมั่นคือ 0.92 สภาพที่พึงประสงค์ คือ 0.23-0.58 และค่าความเชื่อมั่นคือ 0.92 ระยะที่ 2 การพัฒนาแนวทางการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาลของโรงเรียนขยายโอกาส โดยนักวิชาที่มีความรู้เรื่องธรรมาภิบาลในสถานศึกษา จำนวน 8 คน จากการสนทนากลุ่ม (Focus Group Discussion) ผลกรประเมินความเหมาะสมและความเป็นได้ได้ของแนวทางอยู่ในระดับมาก

ผลการวิจัยพบว่า

1. สภาพปัจจุบันการบริหารสถานศึกษาโดยยึดหลักธรรมาภิบาล โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก ความต้องการจำเป็นพัฒนาแนวทาง เรียงลำดับจากมากไปหาน้อย ดังนี้ ด้านการบริหารวิชาการ ด้านการบริหารบุคคล ด้านการบริหารทั่วไป และด้านการบริหารงบประมาณ

2. แนวทางการพัฒนาคือ การนำหลักคุณธรรมมาใช้ในการบริหารงานวิชาการโดยผู้บริหารส่งเสริมให้ครูผู้นําหน่วยการเรียนรู้ตามแนวทางปรัชญาเศรษฐกิจพอเพียงลงสู่ห้องเรียน นำหลักนิติธรรมมาใช้ในการบริหารงานบุคคลโดยสถานศึกษาควรจัดทำฐานข้อมูลความรู้ ความสามารถ และความเชี่ยวชาญของบุคลากรให้เป็นปัจจุบันอยู่เสมอ และแต่งตั้งคณะกรรมการควบคุมการประพฤติปฏิบัติ ตามกฎ ระเบียบ ข้อบังคับ การนำหลักความคุ้มค่ามาใช้ในการบริหารงานทั่วไปโดยสถานศึกษาควรตรวจสอบอาคาร สถานที่ เพื่อรองรับการใช้งาน และนำหลักความรับผิดชอบมาใช้ในการบริหารงานงบประมาณ โดยผู้บริหารสถานศึกษาส่งเสริมความรับผิดชอบการปฏิบัติงานการเงินในสถานศึกษา โดยความเหมาะสมและความเป็นไปได้ของแนวทางอยู่ในระดับมาก
