Development Guidelines for Academic Administration using Participative Management under Nong Bua Lum Phu Primary Educational Service Area Office 1

Abstract

The objectives of this research are to 1) study the current conditions, the desirable conditions, and the needs for the development of guidelines for academic administration using participative management under Nongbualumphu Primary Educational Service Area Office 1. 2) develop a guideline for academic administration using participative management under Nongbualumphu Primary Educational Service Area Office 1, the research was divided into 2 phases as follows: Phase 1: Study of current conditions, the desirable conditions and the needs for the development of guidelines for academic administration using participative management under Nongbualumphu Primary Educational Service Area Office 1. The Population is 1688 people. The samples used are school directors and teachers. The researcher determined the sample size by using the Krejcie and Morgan method and then compared the table. The sample group consists of 312 people using stratified random sampling. The group divided into 93 school directors and 219 teachers. The tools used in the research are questionnaires. Phase 2: The development of guidelines for academic administration using participative management under Nongbualumphu Primary Educational Service Area Office 1. The informants in the guideline study are school directors and teachers obtained by purposive sampling. The guideline assessment informants are school directors, supervisors, teachers obtained by purposive sampling. The research tools are interview forms and assessment forms for the suitability and possibility of the approaches. Statistics used in data analysis are percentage, mean and standard deviation.

The results of the study of the needs of The Development of Guidelines for academic administration using participative management under Nongbualumphu Primary Educational Service Area Office 1. It was found that the Needs were sorted in descending order as follows: No. 1 Development of an internal quality assurance system in educational institutions, No. 2 Research to develop educational quality, No. 3 Evaluation, No. 4 Educational Guidance, No. 5 Educational Supervision, No. 6 Development of Learning Processes, No. 7 Educational Institution Curriculum Development.

The results of a study of The Development of Guidelines for academic administration using participative management. There was a total of 7 aspects, 29 approaches. The overall and each component of the approach was appropriate and possible at the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการพัฒนาแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 การวิจัยแบ่งเป็น 2 ระยะดังนี้ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการพัฒนาแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 ประชากร จำนวน 1688 คน กลุ่มตัวอย่างที่ใช้ ได้แก่ ผู้บริหารสถานศึกษา และครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 ซึ่งผู้วิจัยกำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางกำหนดขนาดของ Krejcie และ Morgan แล้วทำการเทียบตาราง ได้กลุ่มตัวอย่าง จำนวน 312 คน โดยใช้การสุ่มกลุ่มตัวอย่างแบบแบ่งชั้น (Stratified Random Sampling) แบ่งเป็นผู้บริหารสถานศึกษา 93 คน ครูผู้สอน 219 คน เครี่องมือที่ใช้ในการวิจัยได้แก่ แบบสอบถามแบบมาตรส่วนประมาณค่า 5 ระดับ และระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 กลุ่มผู้ให้ข้อมูลในการศึกษาแนวทาง ได้แก่ ผู้อำนวยการโรงเรียน ครูผู้สอน จำนวนทั้งหมด 6 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) กลุ่มผู้ให้ข้อมูลการประเมินแนวทาง ได้แก่ ผู้อำนวยการโรงเรียน ศึกษานิเทศก์ ครูผู้สอน จำนวน 5 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และค่าความเบี่ยงเบนมาตรฐาน ผลการวิจัยครั้งนี้ผลปรากฏดังนี้

สภาพปัจจุบันของการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 พบว่า โดยรวมเท่ากับ 3.01 อยู่ในระดับ ปานกลาง

สภาพที่พึงประสงค์ของการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 พบว่า โดยรวมเท่ากับ 4.29 อยู่ในระดับมาก

ความต้องการจำเป็นของ การพัฒนาแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 พบว่า โดยรวมเท่ากับ 0.39 เรียงลำดับความต้องการจำเป็นจากมากไปน้อยได้ดังนี้ ลำดับที่ 1 การพัฒนาระบบประกันคุณภาพภายในสถานศึกษา ลำดับที่ 2 การวิจัยเพื่อพัฒนาคุณภาพการศึกษา ลำดับที่ 3 การวัดประเมินผล ลำดับที่ 4 การแนะแนวการศึกษา ลำดับที่ 5 การนิเทศการศึกษา ลำดับที่ 6 การพัฒนากระบวนการเรียนรู้ ลำดับที่ 7 การพัฒนาหลักสูตรสถานศึกษา

แนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาหนองบัวลำภู เขต 1 พบว่า มีทั้งหมด 7 ด้าน 29 แนวทาง ผลการประเมินแนวทางการบริหารงานวิชาการแบบมีส่วนร่วมของครูในสถานศึกษาโดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
