Quality of Working Life of Subdistrict Municipality’s Personnel in Kantharawichai District, Mahasarakham Province.

Abstract

The purposes of this study were to study the quality life on working of Subdistrict Municipality Personnel in Kantharawichai district, Mahasarakham province and to study advices for developing the quality of working life of subdistrict municipality personnel. The study population were as follows:

1. Quantitative Study: This study was studied from all 218 personnel of Khokpra, Thakhonyang and Khamriang Subdistrict Municipality.

2. Qualitative Study: This study was studied by interview the 11 Key Informants ; the Subdistrict Municipality Personnel in Kantharawichai District, Mahasarkham Province who transferred, were demoted and resigned from their work.

The study instruments were questionnaire and interview. The entire confidence value of questionnaire was equal to 0.95. The instruments of statistical analysis included percentage, mean and standard deviation.

The study results were found that:

1. The opinion about the quality of working life of Subdistrict Municipality Personnel in Kantharawichai District was at a moderate level as a whole. With regard to each aspect, two aspects had a high level : the usefulness for society of job description and the balance of working life and personal life. Six aspects had a moderate level by arranging the most to the least mean: the democracy in the organization, the chance of knowledge development of personnel, the integration and cooperation, the stability and progress of working life, the safety and healthy workplace, and to get enough and fair compensation.

2. The interview result of The Subdistrict Municipality Personnel in Kantharawichai District, Mahasarakham Province was found that the most personnel had opinion that organization should develop the quality of working life in 4 aspects: to get enough and fair compensation, the safety and healthy workplace, the stability and progress of working life and the democracy in the organization. And 4 aspects had quality of working life in opinion of the Subdistrict Municipality Personnel included the chance of knowledge development of personnel, the integration and cooperation, the balance of working life and personal life and the usefulness for society of job description.

Conclusively, The opinion about the quality of working life of Subdistrict Municipality Personnel in Kantharawichai District was at a moderate level. The most Mean of all aspect was the usefulness for society of job description and the least Mean was to get enough and fair compensation. The information of this study can use for developing the quality of working life of Subdistrict Municipality Personnel in Kantharawichai District in the next opportunity.

การศึกษาคุณภาพชีวิตในการปฏิบัติงานของบุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม มีความมุ่งหมายเพื่อศึกษาคุณภาพชีวิตในการปฏิบัติงานของบุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม และศึกษาข้อเสนอแนะในการปรับปรุงเกี่ยวกับการพัฒนาคุณภาพชีวิตในการปฏิบัติงานของบุคลากรเทศบาลตำบล โดยประชากรที่ใช้ในการศึกษาครั้งนี้ ประกอบด้วย

1. การศึกษาเชิงปริมาณ คือ บุคลากรเทศบาลตำบลโคกพระ เทศบาลตำบลท่าขอนยางและเทศบาลตำบลขามเรียง จำนวน 218 คน โดยการศึกษาครั้งนี้จะศึกษาจากประชากรทั้งหมด

2. การศึกษาเชิงคุณภาพ ใช้วิธีสัมภาษณ์จากผู้ให้ข้อมูลหลัก คือ บุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม ที่โอน (ย้าย) ถูกปรับลดตำแหน่ง และลาออก จำนวน 11 คน

การสร้างเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามและแบบสัมภาษณ์ โดยแบบสอบถามได้ค่าความเชื่อมั่นทั้งฉบับ .95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษาปรากฏดังนี้

1. บุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม มีความคิดเห็นเกี่ยวกับคุณภาพชีวิตในการปฏิบัติงาน โดยรวม อยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมาก 2 ด้าน คือ ด้านลักษณะงานที่เป็นประโยชน์ต่อสังคม และด้านความสมดุลระหว่างงานกับชีวิตส่วนตัว อยู่ในระดับปานกลาง 6 ด้าน เรียงลำดับจากค่าเฉลี่ยมากไปน้อย ได้แก่ ด้านประชาธิปไตยในองค์การ ด้านโอกาสในการพัฒนาความรู้ความสามารถของบุคคล ด้านการบูรณาการทางสังคมหรือการทำงานร่วมกัน ด้านความมั่นคงและความก้าวหน้าในงาน ด้านสภาพการทำงานที่คำนึงถึงความปลอดภัยและส่งเสริมสุขภาพ และด้านการได้รับค่าตอบแทนในการทำงานที่เพียงพอและยุติธรรม

2. ผลการศึกษาจากผู้ให้สัมภาษณ์ในประเด็นเกี่ยวกับคุณภาพชีวิตการปฏิบัติงานของบุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม พบว่า บุคลากรส่วนมาก เห็นว่าควรปรับปรุงคุณภาพชีวิตในการปฏิบัติงานของบุคลากรเทศบาลตำบล อยู่ 4 ด้าน คือ ด้านการได้รับค่าตอบแทนในการทำงานที่เพียงพอและยุติธรรม ด้านสภาพการทำงานที่คำนึงถึงความปลอดภัยและส่งเสริมสุขภาพ ด้านความมั่นคงและความก้าวหน้าในงาน และด้านประชาธิปไตยในองค์การ ส่วนอีก 4 ด้าน บุคลากรเทศบาลตำบลเห็นว่ามีคุณภาพชีวิตในการปฏิบัติงาน คือ ด้านโอกาสในการพัฒนาความรู้ความสามารถของบุคคล ด้านการบูรณาการทางสังคมหรือการทำงานร่วมกัน ด้านความสมดุลระหว่างงานกับชีวิตส่วนตัว และด้านลักษณะงานที่เป็นประโยชน์ต่อสังคม

โดยสรุป บุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคาม มีความคิดเห็นเกี่ยวกับคุณภาพชีวิตในการปฏิบัติงานของบุคลากรเทศบาลตำบล อยู่ในระดับปานกลาง โดยด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านลักษณะงานที่เป็นประโยชน์ต่อสังคม ส่วนด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการได้รับค่าตอบแทนในการทำงานที่เพียงพอและยุติธรรม ซึ่งข้อสนเทศนี้สามารถใช้ประโยชน์ เกี่ยวกับการพัฒนาคุณภาพชีวิตของบุคลากรเทศบาลตำบลในเขตอำเภอกันทรวิชัย จังหวัดมหาสารคามต่อไป
