Problem Condition and Factors Affecting the Solid Waste Management of kaedam Municipality , Kae Dam District , Maha Sarakham Province.

Abstract

Nowadays the solid waste is the intensifying critical problem that impact to the whole environment and the health of people. The purposes of this study were to study problems, obstacles, and needs of people and to study success factors and suggestions on increasing effectiveness in solid waste management in Kaedam Subdistrict Municipality, Kaedam District, Mahasarakham Province. The samples of this study were the 363 people who were 18-60 years old and lived Kaedam Subdistrict Municipality, Kaedam District, Mahasarakham Province which selected by method of Taro Yamane. The study instrument was questionnaire. The instruments of statistical analysis included frequency, percentage, mean and standard deviation.

The study results were found that:

1. In 17 items of problems, obstacles, and needs of people about the solid waste management in Kaedam Subdistrict Municipality, Kaedam District, Mahasarakham Province, the top three items that had most frequency were : the samples wanted garbage cans with wheels and lids (78.5%) the people in that community had duty to clean their place(78.2%) the solid waste was built by the people in that community most (69.7%).

2. Factors affecting the success in solid waste management in Kaedam Subdistrict Municipality, Kaedam District, Mahasarakham Province, after analysing from questionaire, were found that : Factors affecting the success in solid waste management were at a high level as a whole (=3.99). Arranging the most to the least mean, they were as follow : people services (=4.08), merit system (=4.06). personnel (=4.04), management (=3.97), materials and tools (=3.92), and budgeting (=3.89).

3. Suggestions : Subdistrict Municipality should have personnel who have knowledges and morality, budgets materials and tools must be enough, the budget management must be transparent and verifiable, subdistrict municipality should create activities with community or supporting budgets to community for making activities about solid waste management and waste and service for the people with willingness.

ปัจจุบันขยะมูลฝอยเป็นปัญหาวิกฤตที่กำลังทวีความรุนแรงมากขึ้น จะมีผลกระทบต่อสภาพแวดล้อมโดยรวมและยังส่งผลกระทบต่อสุขภาพอนามัยของประชาชน การศึกษาครั้งนี้ มีความมุ่งหมายเพื่อศึกษาสภาพปัญหา อุปสรรค ความต้องการของประชาชน ปัจจัยที่จะส่งผลต่อความสำเร็จและข้อเสนอแนะในการเพิ่มประสิทธิผลในการบริหารจัดการขยะมูลฝอยในเขตเทศบาลตำบลแกดำ อำเภอแกดำ จังหวัดมหาสารคาม กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ประชาชนในเขตเทศบาลตำบลแกดำ อำเภอแกดำ จังหวัดมหาสารคาม ที่มีอายุ 18 – 60 จำนวน 363 คน ซึ่งได้จากการกำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร ยามาเน่ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามความคิดเห็น สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ปรากฏผลการศึกษา ดังนี้

1. สภาพปัญหา อุปสรรคและความต้องการของประชาชนเกี่ยวกับการบริหารจัดการขยะมูลฝอยเทศบาลตำบลแกดำ อำเภอแกดำ จังหวัดมหาสารคาม จำนวน 17 ข้อ ข้อที่กลุ่มตัวอย่างตอบเป็นความถี่สูงที่สุดสามอันดับแรก ได้แก่ กลุ่มตัวอย่างต้องการถังรองรับขยะมูลฝอยจากครัวเรือนแบบมีล้อฝาปิด (ร้อยละ 78.5) ประชาชนในชุมชนมีหน้าที่ในการดูแลความสะอาดของชุมชน (ร้อยละ 78.2) และขยะที่เกิดขึ้น เกิดจากประชาชนในพื้นที่มากที่สุด (ร้อยละ 69.7)

2. ปัจจัยที่จะส่งผลต่อความสำเร็จในการบริหารจัดการขยะมูลฝอยของเทศบาลตำบลแกดำ อำเภอแกดำ จังหวัดมหาสารคาม วิเคราะห์จากแบบสอบถามความคิดเห็น พบว่า ปัจจัยที่จะส่งผลต่อความสำเร็จของการบริหารจัดการขยะโดยรวมอยู่ในระดับมาก (ค่าเฉลี่ย=3.99) เมื่อเรียงค่าเฉลี่ยจากมากไปน้อย ได้แก่ ด้านการให้บริการประชาชน (ค่าเฉลี่ย=4.08) ด้านระบบคุณธรรม (ค่าเฉลี่ย=4.06) ด้านบุคคล (ค่าเฉลี่ย=4.04) ด้านกระบวนการจัดการ (ค่าเฉลี่ย=3.97) ด้านวัสดุ อุปกรณ์ เครื่องมือ (ค่าเฉลี่ย=3.92) และด้านงบประมาณ (ค่าเฉลี่ย=3.89)

3. ข้อเสนอแนะ เทศบาลควรมีบุคลากรที่มีความรู้ ความสามารถ มีคุณธรรม งบประมาณ วัสดุ อุปกรณ์ เครื่องมือต้องเพียงพอ การบริหารงบประมาณต้องมีความโปร่งใส ตรวจสอบได้ ควรมีการจัดกิจกรรมร่วมกับชุมชนหรือสนับสนุนงบประมาณส่งเสริมให้ชุมชนมีกิจกรรมเกี่ยวกับการบริหารจัดการขยะ การคัดแยกขยะและให้บริการแก่ประชาชนด้วยความเต็มใจ
