Power Relations Between Local Leaders and Monks in Local Government in Phurua District Loei Province

Abstract

A study on the power relations between local leaders and monks in local government in the area of Phu Ruea District, Loei Province aimed to study: 1) the characteristics of the power relations between local leaders and monks in local government in the area of Phu Ruea District, Loei Province and 2) the advantages and disadvantages of the power relations between local leaders and monks in local government in the area of Phu Ruea District, Loei Province. This research is a qualitative study using the conceptual framework of the power relations derived from documentary research and related research to create a research framework with a data repository from 19 key respondents using a semi-structured interview method with a purposive sampling.The results showed that: 1. The power relations between local leaders and monks in local government in the area of Phu Ruea District, Loei Province had 2 characteristics: 1) Cooperation characteristics were natural or customary cooperation, formal or contractual cooperation, and direct or ordered cooperation. 2) Conflict characteristics included conflicts of opinion, conflicts of interest, conflicts of values, background, or personality, and conflicts of communication. This characterized the power relations between local leaders and monks in which they created connections between leaders' power networks to expand their power and gain political gains. 2. The advantages and disadvantages of the power relations between local leaders and monks in local government in the area of Phu Ruea District, Loei Province were as follows. 1) The advantage to society is that social development will be effective and fast and can solve problems directly for the purpose. People in society are united. 2) The advantage to monks and temples is that temples have been developed.. The monks will be supported in various matters, causing their fortunes and increasing the people's faith, power, and faith in the monks. 3) The advantage to leaders is that they are popular with people who had respect for monks, expanded their power base, will be viewed as virtuous local leaders, and will be increasingly respected, which increases political opportunities. 4) The disadvantage to society is that the power to play politics is confined to local leaders who can only build relationships with monks and cause disharmony. 5) The disadvantage to monks and temples is that monks do not dare to directly teach local leaders who come to build relationships because it will destroy the image of political neutrality of monks and reduce the value of monks. 6) The disadvantage to local leaders is that monks rely on their relationship with local leaders as a tool to persuade local leaders to exercise their authority, to intrude on their powers, and it can cause conflicts.There are 2 recommendation from this research. 1) The people's faith in the monks should be considered by the monks. As a result, it should refrain from supporting or interfering in the political affairs of local leaders, as this will harm the monks' reputation. As a result, monks and local leaders should work together to promote and support each other's missions, leading to a better quality of life of the people. 2) Local leaders should not engage the people's revered monks or exploit them as a means of supporting their power for political gain and they should work together in the local area for the development, change and benefits for local people.

การศึกษาวิจัยเรื่อง ความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ในการปกครองท้องถิ่นในเขตพื้นที่ อำเภอภูเรือ จังหวัดเลย มีวัตถุประสงค์ 1. เพื่อศึกษาลักษณะของความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ในการปกครองท้องถิ่นในเขตพื้นที่ อำเภอภูเรือ จังหวัดเลย 2. เพื่อศึกษาข้อดีและข้อเสียของความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ในการปกครองท้องถิ่นในเขตพื้นที่อำเภอภูเรือ จังหวัดเลย เป็นการศึกษาวิจัยเชิงคุณภาพ โดยการนำเอากรอบแนวคิดเกี่ยวกับ ความสัมพันธ์เชิงอำนาจ ที่ได้จากการศึกษาค้นคว้าเอกสาร และงานวิจัยที่เกี่ยวข้องมาสร้างเป็นกรอบในการใช้ศึกษาวิจัย ด้วยการลงพื้นที่เก็บข้อมูลจากผู้ให้ข้อมูลหลัก 19 รูป/คน โดยใช้วิธีการสัมภาษณ์แบบกึ่งโครงสร้าง และเลือกผู้ให้ข้อมูลแบบเจาะจง ผลการวิจัยพบว่า 1. ความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ในการปกครองท้องถิ่นในเขตพื้นที่ อำเภอภูเรือ จังหวัดเลย มี 2 ลักษณะ คือ 1) ลักษณะการร่วมมือ ได้แก่ การร่วมมือกันตามธรรมชาติหรือตามจารีตประเพณี การร่วมมือกันเป็นทางการหรือพันธะสัญญา การร่วมมือกันทางตรงหรือตามคำสั่ง 2) ลักษณะความขัดแย้ง ได้แก่ ความขัดแย้งทางด้านความคิด ความขัดแย้งทางด้านผลประโยชน์ ความขัดแย้งทางด้านค่านิยม ภูมิหลัง หรือบุคลิกภาพ และความขัดแย้งทางด้านการสื่อสาร เป็นลักษณะความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ ที่เป็นการสร้างความเชื่อมโยงของเครือข่ายอำนาจระหว่างผู้นำเพื่อขยายอำนาจของตนให้แผ่กว้างออกไปและหวังผลประโยชน์ในทางการเมือง 2. ข้อดีและข้อเสียของความสัมพันธ์เชิงอำนาจระหว่างผู้นำท้องถิ่นกับพระสงฆ์ในการปกครองท้องถิ่นในเขตพื้นที่ อำเภอภูเรือ จังหวัดเลย พบว่า มีดังนี้ 1) ข้อดีต่อสังคม การพัฒนาสังคมจะมีประสิทธิภาพรวดเร็วแก้ไขปัญหาตรงจุดประสงค์ คนในสังคมมีความสามัคคีเป็นอันหนึ่งอันเดียวกัน 2) ข้อดีต่อพระสงฆ์และวัด วัดมีการพัฒนา พระสงฆ์จะได้รับการอุปถัมภ์ช่วยเหลือในเรื่องต่างๆ ทำให้เกิดลาภยศ เพิ่มแรงศรัทธาอำนาจความน่าศรัทธาเลื่อมใสในตัวพระสงฆ์จากประชาชนได้มากขึ้น 3) ข้อดีต่อผู้นำ ได้รับความนิยมชมชอบจากประชาชนที่มีความเคารพศรัทธาต่อพระสงฆ์ เป็นการขยายฐานเสียงฐานอำนาจของตน จะถูกประชาชนมองว่าเป็นผู้นำท้องถิ่นที่มีคุณธรรมและจะได้รับความเคารพนับถือมากขึ้นอันเป็นการเพิ่มโอกาสทางการเมือง 4) ข้อเสียต่อสังคม ทำให้อำนาจในการลงเล่นการเมืองถูกรวบไปอยู่กับผู้นำท้องถิ่นที่สามารถสร้างความสัมพันธ์กับพระสงฆ์ได้เพียงกลุ่มเดียว และทำให้เกิดความแตกแยกแบ่งพรรคแบ่งพวก 5) ข้อเสียต่อพระสงฆ์และวัด พระสงฆ์ไม่กล้าที่จะแสดงธรรมสั่งสอนผู้นำท้องถิ่นอย่างตรงไปตรงมาที่เข้ามาสร้างความสัมพันธ์กัน เป็นการทำลายภาพลักษณ์ความเป็นกลางทางการเมืองของพระสงฆ์ทำให้คุณค่าในตัวของพระสงฆ์ลดน้อยลง 6) ข้อเสียต่อผู้นำท้องถิ่น พระสงฆ์จะอาศัยความสัมพันธ์ที่มีต่อผู้นำท้องถิ่นเป็นเครื่องมือในการชักจูงผู้นำท้องถิ่นให้ทำตามอำนาจของตน ทำให้ความเกิดการก้าวก่ายการใช้อำนาจนอกเหนือหน้าที่ของตน และเกิดความขัดแย้งขึ้นได้
