The Participation of People in Local Developing Plan of Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province

Abstract

This research aimed to study the level of people’s participation in local developing plan establishing of Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province, to compare the participation in local developing plan establishing of people with different backgrounds in terms of gender, age, education level, career, and monthly income, and to study problems on participation of people in Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province in local developing plan establishing and to obtain people’s suggestions for problem solution. The samples of the research, calculated by using Taro Yamane formula, were 349 people in Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province who were eligible to vote. The research instrument was a five-point scale questionnaire containing 25 questions. The discrimination indices of the questionnaire were between .32 and .77 and the reliability was .95. The statistics used in data analyses were percentage, mean, standard deviation, frequency. The research hypothesis was tested by t-test (Independent Samples) and F - test (One-way ANOVA). The research findings were as follows:

1. The participation of people in establishing local developing plan of Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province, considered as a whole, was at a moderate level. When considered each aspect, all five participation aspects were at a moderate level each, from high to low level as follows: inspection, operation, benefit, problem investigation, and planning.

2. The comparison of participation in local developing plan establishing of people with different backgrounds revealed the significant difference at the .05 level of statistic among people with different gender and career. No difference was found in participation in local developing plan establishing among people with different age, education level, and monthly income.

3. Opinions of people in Chaiwaree Sub-district Municipality on problems in local developing plan establishing, based on five aspects were as follows. Problem investigation aspect: people did not participate in meetings to determine their needs and to prioritize the problems of the community plan; planning aspect: people did not participate or present themselves as a committee member in plan establishing; operation aspect: people did not participate as a committee member in procurement inspection for transparency control; benefit aspect: the community approved ordinance was not publicized; inspection aspect: people did not participate in inspecting the performance of the local development planning session of the municipality.

4. People’s suggestions about establishing local developing plan of Chaiwaree Sub-district Municipality, Pho Chai District, Roi-et Province based on five aspects were as follows. Problem investigation aspect: people should participate to determine their needs and to prioritize the problems of the community; planning aspect: people should participate or involve in various committees in establishing development plan for sub-district organization administration, such as a local development committee, and a committee supporting local development plan establishing, so that committee members were changed, and a political monopoly was prevented; operation aspect: procurement should be opened widely for people to participate; benefit aspect: every development plan should be publicized; inspection aspect: people should participate in controlling and monitoring municipality operation according to its local developing plan because so far, most people did not dare offer their opinions or participate in inspection as they understood that it was the duty of the municipality.

การศึกษาเรื่อง การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด มีความมุ่งหมายเพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด ที่มีความแตกต่างกันในด้าน เพศ อายุ ระดับการศึกษา อาชีพ และรายได้ต่อเดือนและเพื่อศึกษาปัญหาและข้อเสนอแนะในการแก้ปัญหาในการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด โดยศึกษาความคิดเห็นจากประชาชนผู้มีสิทธิเลือกตั้งในเขตเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด จำนวน 349 คน ใช้วิธีการคำนวณของทาโร่ ยามาเน่ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามชนิดมาตราส่วนประมาณค่าซึ่งมี 5 ระดับ จำนวน 25 ข้อ มีค่าอำนาจจำแนกตั้งแต่ .32 ถึง .77 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ .95 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าความถี่ การทดสอบสมมติฐานโดยวิธี t - test (Independent Samples) และ F - test (One-way ANOVA) ผลการศึกษาปรากฏดังนี้

1. การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด พบว่า โดยรวมอยู่ในระดับปานกลาง และเมื่อจำแนกเป็นรายด้าน พบว่า มีส่วนร่วมอยู่ในระดับปานกลางทั้ง 5 ด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านการตรวจสอบ ด้านการดำเนินการ ด้านการรับผลประโยชน์ ด้านการค้นหาปัญหา และด้านการวางแผน

2. การเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด พบว่าประชาชนที่มีเพศและอาชีพแตกต่างกันมีส่วนร่วมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนประชาชนที่มีอายุ ระดับการศึกษา และรายได้ต่อเดือนแตกต่างกันมีส่วนร่วมไม่แตกต่างกัน

3. ประชาชนในเขตเทศบาลตำบลชัยวารี ได้แสดงความคิดเห็นเกี่ยวกับปัญหาในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด ที่สำคัญคือ ด้านการค้นหาปัญหา ได้แก่ ประชาชนไม่ร่วมเป็นตัวแทนในการประชุมเพื่อกำหนดความต้องการและจัดลำดับความสำคัญของปัญหาของแผนงานของชุมชน ด้านการวางแผน ได้แก่ ประชาชนไม่เข้าร่วมหรือเสนอตัวเพื่อเข้าร่วมเป็นคณะกรรมการต่าง ๆ ในการดำเนินงานจัดทำแผน ด้านการดำเนินการ ได้แก่ประชาชนไม่เข้าร่วมในการเป็นคณะกรรมการตรวจสอบการจัดซื้อจัดจ้างเพื่อให้เกิดความโปร่งใส ด้านการรับผลประโยชน์ ได้แก่ ข้อบัญญัติที่ได้รับการอนุมัติแล้วไม่มีการจัดทำประกาศให้ประชาชนทราบ และด้านการตรวจสอบ ได้แก่ ประชาชนไม่เข้าร่วมในการตรวจสอบการปฏิบัติงานของแผนพัฒนาท้องถิ่นของเทศบาล

4. ประชาชนในเขตเทศบาลตำบลชัยวารี ได้แสดงความคิดเห็นเกี่ยวกับข้อเสนอแนะในการจัดทำแผนพัฒนาท้องถิ่นของเทศบาลตำบลชัยวารี อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด ที่สำคัญคือ ด้านการค้นหาปัญหา ได้แก่ ประชาชนควรเข้าไปมีส่วนร่วมเพื่อกำหนดความต้องการและจัดลำดับความสำคัญของปัญหาชุมชนที่ต้องการ ด้านการวางแผน ได้แก่ ประชาชนควรเสนอตัวเพื่อเข้าร่วมเป็นคณะกรรมการต่าง ๆ ในการจัดทำแผนพัฒนาขององค์การบริหารส่วนตำบล เช่น คณะกรรมการพัฒนาท้องถิ่นคณะกรรมการสนับสนุน การจัดทำแผนพัฒนาท้องถิ่น เพื่อจะได้ปรับเปลี่ยนบทบาทของคณะกรรมการชุดเดิม ไม่ให้มีการผูกขาดทางการเมืองท้องถิ่น ด้านการดำเนินการ ได้แก่ ควรเปิดกว้างให้ประชาชนเข้ามามีส่วนในการจัดซื้อจัดจ้าง ด้านการรับผลประโยชน์ ได้แก่ การจัดทำแผนพัฒนาต่าง ๆ ควรมีการประกาศให้ประชาชนทราบ และด้านการตรวจสอบ ได้แก่ ประชาชนควรเข้าร่วมควบคุม ตรวจสอบการปฏิบัติงาน ตามแผนพัฒนาท้องถิ่นของเทศบาล เพราะที่ผ่านมาประชาชนส่วนมากไม่กล้าแสดงความคิดเห็นหรือเข้าไปร่วมตรวจสอบ เนื่องจากคิดว่าเป็นหน้าที่ของเทศบาล
