Water governance of Chi river Basin in Roiet and Yasothorn Provinces

Abstract

This research study It is a qualitative research study. By conducting a research study on Water governance within the area of Roi Et and Yasothon provinces with the objective Study of the problem of water governance in Roi Et and Yasothon provinces and to study recommendations on water governance within the area of Roi Et and Yasothon provinces. The conceptual framework of this research study is The existing water governance in Roi Et and Yasothon provinces is so problematic that it affects the people living in the Chi River Basin. Until leading to suggestions that will be proposed to the authority in water resource management within the area of Roi Et and Yasothon provinces. This study used structured interviews to collect data. and unstructured The group of informants consisted of 2 leaders of irrigation projects in Roi Et and Yasothon Provinces, 2 academicians and private developers working on water resources issues in Roi Et and Yasothon Provinces, and 8 villagers living in Chi River Basin. It appears that the water governance in Roi Et and Yasothon provinces still has problems in every issue. The main point is that the concepts of government agencies and the people sector are inconsistent and people lack participation from the beginning. It also lacks knowledge and understanding in many issues. The main recommendations that people have for water stewardship are: People want agencies involved in managing water resources to work together in an integrated way to increase operational efficiency and reduce operational time as well. It also suggests that more people should be allowed to participate in water stewardship than is currently possible.

การวิจัยครั้งนี้ เป็นการวิจัยเชิงคุณภาพ โดยได้ทำการวิจัยเรื่อง การอภิบาลน้ำภายในเขตพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธร โดยมีวัตถุประสงค์ คือ ศึกษาสภาพปัญหาการอภิบาลน้ำภายในเขตพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธร และศึกษาข้อเสนอแนะเกี่ยวกับการอภิบาลน้ำภายในเขตพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธร โดยกรอบแนวคิดในการศึกษาวิจัยครั้งนี้คือ การอภิบาลน้ำที่เป็นอยู่ภายในพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธรนั้น มีปัญหาจนก่อให้เกิดผลกระทบต่อประชาชนที่อาศัยอยู่บริเวณลุ่มน้ำชี จนนำมาสู่ข้อเสนอแนะที่จะเสนอไปยังหน่วยงานผู้มีอำนาจในการจัดการทรัพยากรน้ำภายในพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธร การวิจัยครั้งนี้ใช้การเก็บข้อมูลโดยการสัมภาษณ์ ใช้แบบสัมภาษณ์แบบมีโครงสร้าง และไม่มีโครงสร้าง กลุ่มผู้ให้ข้อมูลประกอบด้วย หัวหน้าโครงการชลประทานจังหวัดร้อยเอ็ดและจังหวัดยโสธร รวม 2 คน นักวิชาการและนักพัฒนาเอกชนที่ปฏิบัติงานในประเด็นทรัพยากรน้ำภายในจังหวัดร้อยเอ็ดและจังหวัดยโสธร รวม 2 คน และกลุ่มชาวบ้านที่อาศัยอยู่บริเวณลุ่มน้ำชี รวม 8 คน โดยผลการศึกษาปรากฏว่า สภาพการอภิบาลน้ำภายในพื้นที่จังหวัดร้อยเอ็ดและจังหวัดยโสธร ยังมีปัญหาในทุกประเด็น โดยประเด็นหลักคือแนวคิดของหน่วยงานราชการและภาคประชาชนนั้นไม่สอดคล้องกัน และประชาชนยังขาดการมีส่วนร่วมตั้งแต่ต้น อีกทั้งยังขาดความรู้ความเข้าใจในหลายประเด็น ข้อเสนอแนะหลักที่ประชาชนมีต่อการอภิบาลน้ำคือ ประชาชนต้องการให้หน่วยงานที่มีส่วนเกี่ยวข้องในการบริหารจัดการทรัพยากรน้ำปฏิบัติงานร่วมกันอย่างบูรณาการเพื่อเพิ่มประสิทธิภาพในการปฏิบัติงาน และช่วยลดระยะเวลาในการปฏิบัติงานอีกด้วย อีกทั้งยังเสนอว่า ควรเปิดโอกาสให้ประชาชนมีส่วนร่วมในการอภิบาลน้ำให้มากขึ้นกว่าที่เป็นอยู่ในปัจจุบัน
