The Develoment of Organic Rice Wisdom to Promote Learning Process and Production by Participatory Certification System : A Csae Study of Organic Rice Network Group, Mahasarakham Province

Abstract

This research has the objective 1) to study the wisdom organic rice in Mahasarakham Province. 2) The learning process and product organic rice participatory certification system. and 3) The development wisdom organic rice of promote learning process and product participatory certification system in the area Mahasarakham Province. is qualitative research analysis to document and information field sector and use research tools is Interview form, participatory observation, and conversation subgroup. The target group and informants key is network group organic rice 5 groups the number of 115 people, folk philosopher the number of 5 people, community leaders the number of 5 people, government official the number of 5 people, total the number of 130 people and the information to analysis, synthesis and presentation depictions analytical

The findings revealed that the wisdom organic rice to network group organic rice 5 groups in area have process is soil preparation, rice seed preparation, rice seedling cultivation, planting rice seedlings, maintenance rice plant after plan, rice plant care before harvest, rice plant harvest and selection of rice seeds. การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาภูมิปัญญาข้าวอินทรีย์ในพื้นที่จังหวัดมหาสารคาม 2) กระบวนการเรียนรู้และผลผลิตข้าวอินทรีย์ระบบรับรองแบบมีส่วนร่วม และ 3) การพัฒนาภูมิปัญญาข้าวอินทรีย์เพื่อส่งเสริมกระบวนการเรียนรู้และผลผลิตด้วยระบบรับรองแบบมีส่วนร่วมในพื้นที่จังหวัดมหาสารคาม เป็นการวิจัยเชิงคุณภาพ โดยการวิเคราะห์เอกสารและข้อมูลภาคสนาม และใช้เครื่องมือการวิจัย คือ แบบสัมภาษณ์ การสังเกตแบบมีส่วนร่วม และการสนทนากลุ่มย่อย กลุ่มเป้าหมายและผู้ให้ข้อมูลสำคัญ ได้แก่ กลุ่มเครือข่ายข้าวอินทรีย์ 5 กลุ่ม จำนวน 115 คน ปราชญ์ชาวบ้าน จำนวน 5 คน ผู้นำชุมชน จำนวน 5 คน และเจ้าหน้าที่รัฐ จำนวน 5 คน รวมทั้งสิ้น จำนวน 130 คน และนำข้อมูลมาวิเคราะห์ สังเคราะห์ และนำเสนอด้วยการพรรณนาเชิงวิเคราะห์

ผลการวิจัยพบว่า ภูมิปัญญาข้าวอินทรีย์ของกลุ่มเครือข่ายทั้ง 5 กลุ่มในพื้นที่ มีกระบวนการ คือ การเตรียมดิน การเตรียมเมล็ดพันธุ์ข้าว การเพาะกล้าข้าว การปักดำกล้าข้าว การดูแลรักษาต้นข้าวหลังปลูก การดูแลต้นข้าวก่อนการเก็บเกี่ยว การเก็บเกี่ยวข้าว และการคัดเมล็ดพันธุ์ข้าวกระบวนการและกิจกรรมของกลุ่มยึดตามแนวคิดฮีต 12 ซึ่งเป็นประเพณีท้องถิ่น โดยกลุ่มเครือข่ายข้าวอินทรีย์ทั้ง 5 กลุ่ม มีพื้นที่ปลูกข้าวอินทรีย์ทั้งหมด 590 ไร่ จำนวน 9 สายพันธุ์ มีสมาชิก 115 คน อายุเฉลี่ย 46.8 ปี ประสบการณ์ 2.68 ปี โดยมีเครื่องมือพื้นบ้าน ได้แก่ จอบ พลั่ว ไม้นวดข้าว กระด้ง ตะกร้า เครื่องมือสมัยใหม่ ได้แก่ รถแทรกเตอร์ เครื่องสูบน้ำ รถเกี่ยวและนวดข้าว เครื่องสีข้าวไฟฟ้า และเครื่องบรรจุภัณฑ์

ส่วนกระบวนการเรียนรู้และผลผลิตข้าวอินทรีย์ระบบรับรองแบบมีส่วนร่วม ประกอบด้วย 1) กระบวนการเรียนรู้ของกลุ่ม เป็นกระบวนการเรียนรู้การปรับตัวจากเกษตรเคมีเป็นเกษตรอินทรีย์, และการใช้เทคโนโลยีสมัยใหม่ 2) กระบวนการเรียนรู้ข้าวอินทรีย์ โดยมีการเรียนรู้ระดับการบ่งชี้ความรู้, การสร้างและแสวงหาความรู้, การประมวลและกลั่นกรองความรู้, การจัดความรู้ให้เป็นระบบ การแบ่งปันแลกเปลี่ยนความรู้, และแลกเปลี่ยนระหว่างเครือข่ายทั้งภายในกลุ่มและภายนอกกลุ่ม ซึ่งกระบวนการเรียนรู้ข้าวอินทรีย์แบบมีส่วนร่วม สามารถทำให้กลุ่มเครือข่ายข้าวอินทรีย์ทั้ง 5 กลุ่ม เพิ่มผลผลิตข้าวอินทรีย์จากไร่ละ 600 กิโลกรัม เป็น 880-1,000 กิโลกรัม

สำหรับการพัฒนาและส่งเสริมกระบวนการเรียนรู้และผลผลิตภูมิปัญญาข้าวอินทรีย์ด้วยระบบรับรองแบบมีมีส่วนร่วมในพื้นที่จังหวัดมหาสารคาม ได้มีการพัฒนาเพื่อส่งเสริมกระบวนการเรียนรู้ คือ การพัฒนาศูนย์การเรียนรู้ข้าวอินทรีย์ ประกอบด้วย ศูนย์การเรียนรู้การทำปุ๋ยอินทรีย์ ศูนย์การเรียนรู้เมล็ดพันธุ์ข้าวอินทรีย์ และศูนย์การเรียนรู้เมล็ดพันธุ์ปอเทือง และระบบรับรองแบบมีส่วนร่วมของกลุ่มเครือข่าย เป็นระบบรับรองรูปแบบการผลิตข้าวอินทรีย์ 30 สายพันธุ์ ซึ่งเป็นผลผลิตของกลุ่มเครือข่ายข้าวอินทรีย์ในพื้นที่จังหวัดมหาสารคาม
