Program for Developing the Skills of School Administrators in the 21st Century under the Maha Sarakham Secondary Educational Service Area Office

Abstract

The objectives of this research are: 1. To study the current condition. Desired condition and necessary methods for developing the skills of school administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office. 2. To create a program to develop the skills of school administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office. The sample group used in the research consisted of 17 school administrators and 300 teachers, totaling 317 people under the Maha Sarakham Secondary Educational Service Area Office. Derived from determining the sample size according to Krejcie and Morgan's ready-made table, which was obtained by stratified random sampling (Stratified Random Sampling). The research instrument is a questionnaire with the form of a check list (Check List) form. Words and rating scales An interview form was created to interview a group of 3 informants to help draft the development program. and an evaluation form for the program to develop the skills of school administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office.

The research findings can be summarized as follows:

1. Study of the current condition Desired condition and necessary methods for developing the skills of educational administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office. The results of the study of the current conditions and desired conditions of educational institution administrators' skills in the 21st century as a whole found that the current condition of educational institution administrators' skills in the 21st century was overall at a moderate level. And when considering each component, it was found that every component was at a moderate level. The component with the highest average value was technological skills. and digital use, followed by interpersonal skills, respectively. The overall desired conditions of educational institution administrator skills in the 21st century were found to be at the highest level. And when considering each component, it was found that every component was at the highest level. The component with the highest mean value was human relations skills, followed by technological skills. and digital use, respectively and the results of the overall study of the essential skills of school administrators in the 21st century found that when sorted according to the index The essential needs from highest to lowest are creative skills, communication skills, interpersonal skills, complex problem solving skills, and technological skills and digital use, respectively.

2. Program for developing the skills of school administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office. Research results: The program for developing the skills of school administrators in the 21st century under the Maha Sarakham Secondary Educational Service Area Office consists of 1) Principle 2) Objectives 3) Content 4) Development methods 5) Measurement and evaluation Content consists of 5 Modules: Module 1 Communication Skills, Module 2 Creativity Skills, Module 3 Interpersonal Skills, Module 4 Complex Problem Solving Skills and Module 5 Skills. technology and digital use the results of the overall program evaluation were at the most appropriate level and at the highest level of possibility.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1. เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 2. เพื่อสร้างโปรแกรมการพัฒนาทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 17 คน และครู จำนวน 300 คน รวมทั้งสิ้น 317 คน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ได้มาจากการกำหนดขนาดกลุ่มตัวอย่างตามตารางสำเร็จรูปของ Krejcie และ Morgan ซึ่งได้มาโดยการสุ่มแบบแบ่งชั้น (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมีลักษณะเป็นแบบตรวจสอบรายการ (Check List) แบบเติมคำและแบบมาตราส่วนประมาณค่า แบบสัมภาษณ์ที่สร้างขึ้นไปสัมภาษณ์กลุ่มผู้ให้ข้อมูล จำนวน 3 คน ประกอบการร่างโปรแกรมการพัฒนา และแบบประเมินโปรแกรมการพัฒนาทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม

ผลการวิจัยพบว่า

1. การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ผลการศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในภาพรวม พบว่า สภาพปัจจุบันของทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 โดยรวมอยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายองค์ประกอบ พบว่า ทุกองค์ประกอบอยู่ในระดับปานกลาง โดยองค์ประกอบที่มีค่าเฉลี่ยสูงสุด คือ ทักษะทางเทคโนโลยี และการใช้ดิจิทัล รองลงมา คือ ทักษะทางมนุษยสัมพันธ์ ตามลำดับ สภาพที่พึงประสงค์ของทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในภาพรวม พบว่า โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายองค์ประกอบ พบว่า อยู่ในระดับมากที่สุดทุกองค์ประกอบ โดยองค์ประกอบที่มีค่าเฉลี่ยสูงสุด คือ ทักษะทางมนุษยสัมพันธ์ รองลงมาคือ ทักษะทางเทคโนโลยี และการใช้ดิจิทัล ตามลำดับ และผลการศึกษาความต้องการจำเป็นทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 ในภาพรวม พบว่า เมื่อเรียงลำดับตามดัชนี ความต้องการจำเป็นจากมากไปหาน้อย คือ ทักษะความคิดสร้างสรรค์ ทักษะการสื่อสาร ทักษะทางมนุษยสัมพันธ์ทักษะการแก้ปัญหาที่ซับซ้อน และทักษะทางเทคโนโลยีและการใช้ดิจิทัล ตามลำดับ

2. โปรแกรมการพัฒนาทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ผลการวิจัย โปรแกรมการพัฒนาทักษะผู้บริหารสถานศึกษาในศตวรรษที่ 21 สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหา ประกอบด้วย 5 Module ได้แก่ Module 1 ทักษะการสื่อสาร Module 2 ทักษะความคิดสร้างสรรค์ Module 3 ทักษะทางมนุษยสัมพันธ์ Module 4 ทักษะการแก้ปัญหาที่ซับซ้อน และ Module 5 ทักษะทางเทคโนโลยีและการใช้ดิจิทัล ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
