Development Program for Attribute Executives of the Roi-et Primary Educational Service Area office 2

Abstract

The aims of the present study were 1) to investigate the current state, desirable conditions, and necessary requirements of the school administrators' characteristics under the Roi-Et Primary Educational Service Area Office 2; 2) to design and construct the program in evaluating the development of the school administrators' characteristics under the Roi Et Primary Educational Service Area Office 2. This study employed a mixed-methods research approach, which conducted in two phases. Phase 1 involved studying the current state, desirable conditions, and necessary requirements of the school administrators' characteristics under the Roi Et Primary Educational Service Area Office 2. The study included 335 samples comprising of 45 school administrators and 290 teachers affiliated with the Roi-Et Primary Educational Service Area Office 2. The research instruments employed for this study were the questionnaires. The statistics used to analyze the data were specifically percentages, means, standard deviations, and PNI modified. Phase 2 was the designing and the construction of the program to evaluate the development of the school administrators' characteristics under the Roi Et Primary Educational Service Area Office 2. The information was gathered from a group of 5 qualified experts. The data collection utilized a structured questionnaire and an evaluation form for the program's feasibility. Statistical analysis was performed using mean and standard deviation.

The research results were as follows:

1. The results that related to the current state and necessary requirements of the school Administrators' Characteristics under the Roi-Et Primary Educational Service Area Office 2 revealed that the current state of the school administrators' characteristics is generally at a high level. The components with the lowest average scores were vision, and ideology, followed by creativity, and communication skills. In terms of desirable characteristics of the school administrators shown that overall was rated at the highest level. The communication skills were the highest average scores, followed by creativity, vision, and ideology. As for the necessary requirements for developing the program to evaluate the characteristics of the school administrators, which ordered from the highest to the lowest importance were creativity, vision and ideology, and effective communication skills.

2. The development of the program for enhancing the characteristics of the school administrators under the Roi-Et Primary Educational Service Area Office 2 consisted of five components, which are 1) Principles, 2) Objectives, 3) Planning and Contents, 4) Methods, and 5) Evaluation, along with content boundaries. The program is structured into three modules as follows; 1) Vision and Ideology, 2) Creativity, and 3) Effective Communication Skills. The assessment of appropriateness and feasibility of the program for developing the characteristics of school administrators in the Roi-Et Primary Educational Service Area Offices 2, revealed that it was highly suitable and the highest feasible.

การวิจัยในครั้งนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 2) เพื่อออกแบบสร้างและประเมินโปรแกรมการพัฒนาคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 การวิจัยครั้งนี้เป็นวิธีการวิจัยแบบผสมผสาน ดำเนินการวิจัยออกเป็น 2 ระยะ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครูผู้สอน สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 จำนวน 335 คน ประกอบด้วย ผู้บริหารจำนวน 45 คน และครูผู้สอน จำนวน 290 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 โปรแกรมการพัฒนาคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิจำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูลคือแบบสอบถามแบบตึงโครงสร้าง แล้วแบบประเมินความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 พบว่า สภาพปัจจุบันของคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยรวมอยู่ในระดับมาก องค์ประกอบที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการมีวิสัยทัศน์และอุดมการณ์ รองลงมา คือ ด้านความคิดสร้างสรรค์และด้านทักษะการสื่อสารที่ดี ตามลำดับ ส่วนสภาพพึงประสงค์ของคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยรวมอยู่ในระดับมากที่สุด องค์ประกอบที่มีค่าเฉลี่ยสูงสุด คือ ด้านทักษะการสื่อสารที่ดี รองลงมา คือ ด้านความคิดสร้างสรรค์และด้านการมีวิสัยทัศน์และอุดมการณ์ ตามลำดับ และความต้องการจำเป็นในการพัฒนาโปรแกรมพัฒนาคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 เรียงลำดับความสำคัญตามความจำเป็นจากมากไปหาน้อย ได้แก่ ด้านความคิดสร้างสรรค์ ด้านการมีวิสัยทัศน์และอุดมการณ์ และด้านทักษะการสื่อสารที่ดี ตามลำดับ

2. โปรแกรมการพัฒนาคุณลักษณะผู้บริหารสถานศึกษา สำนักการเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 ที่พัฒนาขึ้นประกอบด้วย 5 องค์ประกอบ ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) การวางแผนและเนื้อหาสาระ 4) วิธีการปฏิบัติ และ 5) การประเมินผล และขอบข่ายเนื้อหา แบ่งออก 3 Module ได้แก่ 1) Module 1 การมีวิสัยทัศน์และอุดมการณ์ 2) Module 2 ความคิดสร้างสรรค์ และ 3) Module 3 ทักษะการสื่อสารที่ดี และผลการประเมินความเหมาะสม ความเป็นไปได้ของโปรแกรมการพัฒนาคุณลักษณะผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 พบว่า มีความเหมาะสม อยู่ในระดับมาก และความเป็นไปได้ อยู่ในระดับมากที่สุด
