The Program to Enhance Academic Leadership for School Administrators under Khon Kaen Primary Educational Service Area Office 2

Abstract

This research aimed: 1) to study current conditions, desirable conditions and the needs to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2. 2) to develop a program to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2. The research method was divided into 2 phases: The 1st phase, studying current conditions, desirable conditions and the needs to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2. The samples were 327; 24 school administrators and 303 teachers in Khon Kaen Primary Educational Service Area Office 2. The research instruments used in the 1st phase was a five-level estimation scale questionnaire. Statistics used in data analysis included frequency, percentage, mean, standard deviation and modified priority needs index. The 2nd phase, developing the program to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2. Three school administrators who exemplified good practices were interviewed and evaluate the program by 5 experts. The research instruments were the structured interview form and a program evaluation form. Statistics used in data analysis included percentages and standard deviations.

The results were as followed : The current condition was moderate overall, desirable conditions overall were at the highest level. The needs to enhance academic leadership for school administrators in descending order: 1) teaching supervision and evaluation 2) curriculum and teaching management 3) visionary. The program to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2 comprised 5 main parts; 1) principle, 2) objectives, 3) content consists of 3 modules, 4) development methods, and 5) program evaluation. The overall assessment of the appropriateness of the program to enhance academic leadership for school administrators under Khon Kaen Primary Educational Service Area Office 2 as a whole was at the highest level. It had an average of 4.70.

การวิจัยครั้งนี้มีวัตุประสงค์ เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 และเพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 ซึ่งแบ่งระยะการวิจัยเป็น 2 ระยะ โดย ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาจากกลุ่มตัวอย่าง 327 คน ได้แก่ ครูผู้สอน 303 คน และผู้บริหารสถานศึกษา 24 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามชนิดมาตรประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา โดยวิธีการสัมภาษณ์ผู้บริหารสถานศึกษาที่เป็นต้นแบบวิธีปฏิบัติที่ดี จำนวน 3 คน และประเมินความเหมาะสมของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูลได้แก่ แบบสัมภาษณ์แบบมีโครงสร้างและแบบประเมินความเหมาะสมของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า สภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา เรียงลำดับจากมากไปน้อย ได้แก่ 1) การนิเทศและประเมินผลด้านการสอน 2) การจัดการหลักสูตรและการสอน 3) การมีวิสัยทัศน์ องค์ประกอบของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 2 ประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาในการพัฒนามี 3 Module 4) วิธีการพัฒนา 5) การวัดและประเมินผล ผลการประเมินความเหมาะสมของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาโดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด มีค่าเฉลี่ยเท่ากับ 4.70
