The Development of Program to Enhance Leadership in the Digital Era of School Administrators under The Secondary Educational Service Area Office Lopburi

Abstract

The objectives of this research were 1) To study the current condition, desirable conditions, and a needs assessment to enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi, and 2) To design and evaluate the program to enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi. This research is divided into 2 phases, as follow: phase 1 studying current conditions, desirable conditions, and a needs assessment to enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi. The samples were 339 school administrators the secondary educational service area office Lopburi selected through the stratified random sampling. The research instruments included five-level estimation scale questionnaires in 30 items. Current conditions had the discrimination level ranging from 0.568 to 0.814. The questionnaire had a reliability Cronbach Alpha is 0.969 Desirable conditions had the discrimination level ranging from 0.325 to 0.816. The questionnaire had a reliability Cronbach Alpha is 0.935. Statistics of data analysis include frequency, percentage, mean, standard deviation, and priority needs index. Phase 2: The development of program to enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi, through interview with 3 school administrators. The specific selection based on the criteria considered was school administrators who have leadership in the digital era. It is evident and accepted by all. Assessing the appropriateness and feasibility of the program to enhance leadership in the digital era of school administrators by 5 experts, obtained through purposive selection. The assessment of suitability and feasibility of the program to enhance leadership in the digital era for school administrators is a semi-structured interview. The statistics for data analysis were mean and standard deviation.

The results showed that:

1. The current state of enhancing leadership in the digital era of school administrators under the secondary educational service area office Lopburi was in high level. The highest average was digital communication. The desirable conditions stage of the enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi was highest overall. The highest average aspect was digital communication. The needs assessment to develop a leadership in the digital era of school administrators in order of essential needs from highest to lowest: 1) digital vision, 2) digital literacy, and 3) digital communication.

2. The program to enhance leadership in the digital era of school administrators under the secondary educational service area office Lopburi, it consists of 1) principles, 2) objectives, 3) content, 4) development methods, 5) measurement and evaluation. The content consists of 3 modules: module 1 digital vision, module 2 digital literacy, and module 3 Digital communication. The results of evaluate the propriety and feasibility of program to enhance leadership in the digital era for school administrators by 5 experts, The propriety was in the highest level and the average was 4.70. The feasibility was in the highest level and the average was 4.62.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี และ 2) เพื่อออกแบบและประเมินผลโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี โดยใช้วิธีดำเนินการวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี กลุ่มตัวอย่างในการวิจัย ได้แก่ ครูและผู้บริหารสถานศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี จำนวน 339 คน เลือกกลุ่มตัวอย่างโดยใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามแบบมาตรประมาณค่า (Rating Scale) 5 ระดับ จำนวน 30 ข้อ สภาพปัจจุบันมีค่าอำนาจจำแนก ตั้งแต่ 0.568 ถึง 0.814 แบบสอบถามมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.969 สภาพที่พึงประสงค์มีค่าอำนาจจำแนก ตั้งแต่ 0.325 ถึง 0.816 แบบสอบถามมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.935 สถิติในการวิเคราะห์ ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี โดยการสัมภาษณ์ผู้บริหารสถานศึกษา จำนวน 3 คน โดยการเลือกแบบเจาะจงตามเกณฑ์พิจารณา คือ ผู้บริหารสถานศึกษาที่มีภาวะผู้นำยุคดิจิทัล เป็นที่ประจักษ์และยอมรับโดยทั่วกัน ประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษาโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา คือแบบสัมภาษณ์แบบกึ่งโครงสร้างและสถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี โดยรวมอยู่ในระดับ มาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการสื่อสารดิจิทัล ส่วนสภาพที่พึงประสงค์ของการเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี โดยรวมอยู่ในระดับ มากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการสื่อสารดิจิทัล และความต้องการจำเป็นในการพัฒนาภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ 1) ด้านการมีวิสัยทัศน์ดิจิทัล 2) ด้านการรู้ดิจิทัล และ 3) ด้านการสื่อสารดิจิทัล

2. โปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาลพบุรี ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา 5) การวัดและประเมินผล และเนื้อหาประกอบด้วย 3 Module ได้แก่ Module 1 ด้านการมีวิสัยทัศน์ดิจิทัล Module 2 ด้านการรู้ดิจิทัล Module 3 ด้านการสื่อสารดิจิทัล ซึ่งผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำยุคดิจิทัลของผู้บริหารสถานศึกษา จากผู้ทรงคุณวุฒิ จำนวน 5 คน มีความเหมาะสมโดยรวมอยู่ในระดับ มากที่สุด (x̅ = 4.70) และมีความเป็นไปได้โดยรวมอยู่ในระดับ มากที่สุด (x̅ = 4.62)
