The Development of Guidelines for Academic Administration in Digital Disruption Era of Schools under the Office of Ubon Ratchathani Primary Educational Service Area 1

Abstract

This research aims to 1) study the current state, the desirable state and the priority needs of academic administration in the era of sudden digital transformation of educational institutions. Under the Office of Ubon Ratchathani Elementary Education Area Area 1 2) to develop guidelines for academic administration in the era of sudden digital transformation of educational institutions Under the Office of Ubon Ratchathani Elementary Education Area Area 1. The sample group was 320 participants, including 120 School Administrators and 200 Teachers affiliated with the Ubon Ratchathani Elementary Education Area Office, District 1. These were obtained by sample size determination through the chart of Krejcie and Morgan and collected by stratified random sampling based on school size and simple random sampling. The tools used in the research included a five-rating scale questionnaire, semi-structured interviews, and an evaluation of feasibility. The statistics used in this research were averages and standard deviations.

The results of the research are as follows:

1. The overall opinions regarding the current state of Academic Administration in the Digital Disruption Era of Schools under the Office of Ubon Ratchathani Primary Educational Service Area 1 were found to be at a moderate level. Additionally, the desirable state was observed at the highest level. Furthermore, the priority needs were, in descending order, as follows: 1) Curriculum development of educational institutions 2) Development and use of technological media for education 3) Educational supervision 4) Teaching and learning in educational institutions, and 5) measurement, evaluation, and transfer of academic results.

2. The Guidelines for Academic Administration in the Digital Disruption Era of Schools under the Office of Ubon Ratchathani Primary Educational Service Area 1 were established, consisting of 5 aspects: 1) Curriculum development of educational institutions 2) Development and use of technological media for education 3) Educational supervision 4) Teaching and learning in educational institutions, and 5) measurement, evaluation, and transfer of academic results. These 5 aspects were elaborated into 15 detailed guidelines for academic administration in the Digital Disruption Era of schools. The degree of suitability of these guidelines was ranked at the highest level, and their feasibility was ranked at a high level.

การวิจัยนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของทางการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 ตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 จำนวน 320 คน ได้มาโดยวิธีกำหนดขนาดของตัวอย่างขั้นต่ำ ของ Krejce และ Morgan ใช้การสุ่มตัวอย่างแบ่งเป็นชั้นภูมิ (Stratified Random Sampling) โดยใช้ขนาดสถานศึกษาเป็นหน่วยในการสุ่ม และใช้เทคนิคการสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 โดยรวม อยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 โดยรวม อยู่ในระดับมากที่สุด และความต้องการจำเป็นของการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 เรียงลำดับตามค่าความต้องการจำเป็น ได้แก่ ด้านการพัฒนาหลักสูตรของสถานศึกษา ด้านการพัฒนา และการใช้สื่อเทคโนโลยีเพื่อการศึกษา ด้านการนิเทศการศึกษา ด้านการจัดการเรียนการสอนในสถานศึกษา และด้านการวัดผลประเมินผลและดำเนินการเทียบโอนผลการเรียน ตามลำดับ

2. แนวทางการบริหารงานวิชาการในยุคการเปลี่ยนฉับพลันทางดิจิทัลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุบลราชธานี เขต 1 ทั้งหมด 5 ด้าน 15 แนวทาง ประกอบด้วย ด้านการพัฒนาหลักสูตรของสถานศึกษา 4 แนวทาง ด้านการพัฒนา และการใช้สื่อเทคโนโลยีเพื่อการศึกษา 4 แนวทาง ด้านการนิเทศการศึกษา 3 แนวทาง ด้านการจัดการเรียนการสอนในสถานศึกษา 2 แนวทาง และด้านการวัดผลประเมินผลและดำเนินการเทียบโอนผลการเรียน 2 แนวทาง โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้ในระดับมากที่สุด ตามลำดับ
